Implications of public funding for early learning in South Africa: a case of Ekurhuleni metropolitan municipality in Gauteng

A Master’s degree research report presented in partial fulfilment for the award of Master of Management in Public Policy At University of the Witwatersrand, Wits School of Governance / Preschool education is arguably one of the most important phases of education throughout the entire education system. This research report was aimed at exploring broad implications of dissemination of public funds (or lack thereof) in the earliest years of learning, what is generally known as Early Childhood Development Education. It found that whilst current public funding modalities have played a tremendous role in helping ECD practitioners reach more children, the magnitude of these funds and overall investments on the sector have been very little. Of the three sub-categories of ECD centres (registered, unregistered, and Grade R) sampled in this study, the latter was found to have gained the most from the recent increases (albeit small) in funding of ECDs. The study found that a large majority (80%) of preschool practitioners know about funding support offered by the state, however, they were not sure how it was allocated, and how they could access it. Central to the findings of this research report is the turbulent policy environment that the ECD sector has been facing due to uncoordinated interventions which only culminated into a single overarching draft national policy of 2015, which is still under scrutiny. Second to this, are the structural and operational challenges such as inadequate monitoring and evaluation of preschools by government, poor management of financial records by preschools, lack of adequate infrastructure and learning materials, and widespread red tape in registration and application of funds processes. / MT2017

June, 1998. / Technical colleges are pivotal in the integration process of education and training systems in South Africa. Technical colleges aim to train ar 1 equip individuals with skills and knowledge that will help them function and contribute adequately to the development of the country. In order to do this, the development and implementation of technical colleges' curriculum becomes critical. This study examines factors that influence changes in the curriculum development and implementation in technical colleges in Gauteng area. Two schools of thought. human capital theorists and social democratic proponent's views are reviewed. The human capital theorists argue that education is an investment that should yield economic benefits.They state that the curriculum should be influenced by economic and social factors. The social democratic proponents. for their part. argue that education has the social responsibility of developing individual potential. They state that the curriculum should be broad in order to cater for the diverse needs of the populace. Both the international and local literature has linked the demands for change in the curriculum to the advanced technological modes of production in the workplace. The local debates, though often a response to the international arguments, address a number of national issues such as equity, access, redistribution and economic growth. The research adopted a qualitative methodology. Data were collected through documents analysis and interviews. Six principals from technical colleges and representatives of three organisations: labour, employer and technical education development cooperation formed the research sample. The data were classified into three major ther u=s:the nature of the curriculum, curriculum development processes and implementation of the curriculum. Through these themes, the interviewees identified problems with the curriculum as outdated. irrelevant, inadequately funded and lacking autonomy. They recommended that in order for technical colleges to contribute adequately to economic and social development. there should be constant revision of the curriculum, staff development, fewer government restrictions, adequate provision of infrastructure and formation of partnerships amongst stakeholders / MT2017

Evaluation of the impact of transformation at the University of Limpopo in South Africa : a review of the progress during the period 2000-2007

Thesis (MPA) --University of Limpopo, 2007 / The aim of this study was to check on the impact of transformation in a higher education institution with particular reference to the University of Limpopo (Turfloop Campus), hence the work entitled “Evaluation of the impact of transformation at the University of Limpopo (Turfloop Campus): A review of the progress during the period 2000 – 2007”. The 1990s marked the period during which all government departments went through a rough time in that they were required to transform or sink. The higher education realm was not immune to this tedious process with challenging factors, which were, among others, economic forces, the emergence of technology, competition in terms of educational products, new funding programmes with public accountability, mergers and globalisation trends. In order for the universities to keep pace with the aforementioned challenges, a need for not merely administering, but managing the process of change as it presented itself to the universities, the need for visionary and transformational leadership became apparent. To ensure that the process of transformation in the higher education realm took place, the government enacted a number of items of legislation, and among others, the White Paper on Programme for the Transformation of Higher Education (Government Gazette, no. 4, 18207, 15 August 1997) was passed. It was abundantly clear from the literature reviewed that the Transformation of Higher Education in South Africa was long overdue. This was marked by the 1975 uprisings and other related activities such as the demand for academic autonomy by institutions of higher learning. It was evident from the results of the study that transformation at the University of Limpopo (Turfloop Campus) was anathema to many. It is advisable for the University to take note of the results of this study, and that there is need for a turn-around strategy that would include Total Quality Management to be drawn up, implemented and monitored forthwith.

Thesis (MTech. degree in Architecture: Professional)--Tshwane University of Technology, 2012. / This design dissertation will deal with the making of an Open Information and Educational Resource Center to function as an information hub in central Pretoria for local educational facilities as well as the general public. The dissertation proposes a new information building type in South Africa within which local educational facilities would be accommodated and would serve as a community hub. Located on the south eastern periphery of Pretoria's Central Districts, surrounded by the inner city residential areas, the facility does not replace the existing city libraries but merely supplements them by addressing current technological needs. In the proposed building, the designer attempts to rehabilitate/establish a public nodal area while incorporating research with regard to sustainable architecture. The facility aims to create a hypothetical architectural model which can address built environment issues regarding information literacy. Part of the investigation includes the development of a central community related educational hub.

Research capacity needs of academic staff in the humanities at the University of Zululand.

The advancement of knowledge through research has long been a major objective of higher education institutions. Most higher education institutions in South Africa strive for being 'excellent' in research. However, the 21st century has brought some challenges to institutions of higher education in South Africa. Among the challenges encountered include the increasing pressure on academic staff to either 'publish or perish', obtain funding and a rating from the National Research Foundation and the need to be promoted. Addressing these challenges calls for institutions of higher learning to reappraise their research and development strategies and create an environment in which research of all kinds can flourish. Building capacity in research is crucial, in that it reinforces the institution's ability to improve its overall impact on research. The present study was conducted to establish the research capacity needs of academic staff in the humanities at the University of Zululand. The study intended to identify research capacity strategies and policies in p lace at the University of Zululand, determine the level of research support available for academic staff, establish the level of research competencies and skills of academic staff, examine factors influencing research productivity and recommend possible solutions that could lead to the improvement of the research environment at the University of Zululand. Due to the nature of the problem investigated, the study used a descriptive survey research design, as well as a knowledge audit process to gain an understanding of research capacity needs of academic staff in the humanities at the University of Zululand. Self-administered questionnaires, focus group discussions and semi-structured interviews were used to collect the data. The collected data was analysed using the computer program SPSS and content analysis. The overall findings revealed that research support provided to academic staff was not adequate and that correlated with the relatively low research productivity in the humanities at the University of Zululand. The study also revealed that grants for research, v access and publication, research networking, sufficient work time, teaching loads, motivation and rewards were cited as the major factors that inhibited research productivity. The study found that the university did not have formal research policy and strategies in place. It was also found that the university did not have a formal research office or centre. Based on the findings, the study recommended that academic staff should insist that the institution ensures that policies on research are established and written in black and white. The study recommended that the institution should develop a research rapport with academic staff and provide more research support for academic s taff, if the university desires to be excellent in research. This would include the development of the research centre/office that would support academics . Grounding service-learning in South Africa : the development of a theoretical framework.

The focus of this research is Service-Learning. The research aims to construct a Service- Learning theory that is grounded in South African practice. The dynamic and challenging early decades of South Africa’s new democracy constitute the context into which Service- Learning has been introduced into Higher Education in the country. The potential of Service- Learning to make a meaningful contribution to the development of Higher Education, particularly in relation to its multiple roles in African society, is recognised. There is concern, however, that lack of adequate theorisation means that Service-Learning is poorly understood and that its practice and impact are erratic. I undertake the study from an underlying paradigm of constructivism, adopting a qualitative approach and employing Grounded Theory methods. Aligning with Charmaz’ (2006) “constructivist stance” on Grounded Theory, and conscious of the need to be informed by as wide a variety of experiences and voices as possible, I access a range of formal and informal documentation that cover Service-Learning activities at module/ project, institutional and national levels. The activities include the promotion of Service-Learning in all sectors of society, its implementation in a variety of disciplines and communities, policy and research initiatives and scholarly publications from South African authors. Coding and memo writing yield the major concepts on which I construct the theory, namely, Context, Identity, Development, Curriculum, Power and Engagement. Centered on the core concept of Engagement, the theoretical framework comprises four Discourses, namely Service-Learning as Scholarly Engagement, Service-Learning as Benevolent Engagement, Service-Learning as Democratic Engagement and Service-Learning as Professional Engagement. The Discourses each have a primary focus, i.e. knowledge, service, social justice and resource development respectively. The Discourses framework has implications for the definition, practice and evaluation of Service-Learning. In addition, the framework offers conceptual tools for the understanding of engagement in contexts other than Service-Learning. The Department of Education's commitment to transform the South African Education system from the apartheid era to the new democratic era has proved to be a challenging one. Overwhelming evidence indicates that conflict, violence, substance abuse and teenage suicides are escalating. Education has reached an impasse! Moral degeneration is increasing exponentially implying that academic or "book knowledge" alone is inadequate in addressing these issues. It is therefore imperative that existing strategies as well as new approaches in education be closely examined and revisited if necessary in order to reverse the present state of society to one that is safe and acceptable for all life forms. This research seeks to explore what values are being taught or caught at school and how these values are interpreted and expressed both by learners as well as educators within the school. The research has been conducted at two primary schools in the Durban area of Kabuli- Natal. One is a public school that is directed solely by the National Curriculum Statement. The other is an independent school that is directed by the NCS as well as a value-based education programme. This study has used the qualitative approach and is set within the interpretive paradigm. Semi structured interviews were used as the primary research instrument to generate data. In addition to this, observation and document analysis were used. These multiple methods have assisted in triangulating the data received in order to identify commonalities as well as inconsistencies. The analysis indicates that the aspect of human rights, respect and responsibility (3R's) is contained in the National Curriculum Statement and in the South African Constitution. However the major discrepancy lies in the effective promotion and implementation of these values at school. Findings show that learners displayed a clear understanding and appreciation of values when these values are integrated and reinforced everyday. Exploring curriculum experiences of haircare and cosmetology students at Cato Manor Technical College.

There has always been a division between technical educators and technical students and the "so called" academic educators and academic students. In the apartheid days those who pursued a technical college education were shunned as those who could not cope with the rigors of academia. Technical college education was perceived as less desirable and for slow learners. Fundamental social changes have placed new demands on the Further Education and Training sector ( FET). It has become imperative to move away from the traditional divides between academic and applied learning, theory and practice and knowledge and skills. Through the National Curriculum Framework, South African Education has been given a historic opportunity to strategically shape and transform the current disparate education and training system into an integrated system that addresses the needs of the learners, the economy and the community. The new FET policy structure within which Technical Colleges operate will stimulate and empower learners to acquire knowledge and skills for employability and relevant values to respond to challenges confidently. The new curriculum moves towards a flexible access to further education, lifelong learning, higher education and facilitates the transition from school to work while ensuring that education and training is a quality provision aimed at equipping learners with competencies to find jobs. This study explored the curriculum experiences of haircare and cosmetology students at the Cato Manor Technical college. The study focused on the following critical question:- How do haircare and cosmetology students at Cato Manor Technical College, experience the theoretical and practical component of the curriculum? A case study technique was employed to explore the curriculum experiences of the haircare and cosmetology students at the Cato Manor Technical College. Data was collected by administering questionnaires to all second year and second semester students enrolled at the college during 2001. The findings of the study revealed both positive and negative aspects of student experiences of the curriculum. In the study the student profile revealed that the students enrolled at the college were matriculants and there was a wastage of time and duplication of efforts as the program was a Further Education and Training and not a Higher Education programme. The study of the curriculum issues showed that the students thoroughly enjoyed the programmes and were competent. They indicated, a preference for the practical component of the curriculum, and that the theory component should remain unaltered as it was necessary to have a knowledge of the theory to be applied in the practical component. Also evident was the personal experiences of the students that revealed excellent racial relationship and collegiality that existed amongst staff, students and management. The study revealed job opportunities and self-employment as some of the reasons for pursuing the programme. The negative aspects were the lack of counseling and student support services at the college and duplication and a wastage of time. Also evident was the lack of adequate resources that was impacting negatively on their work. The study concludes with recommendations some of which were:- The College in collaboration with the Department of Education must invest in career guidance and counseling, and student support services. The Haircare and Cosmetology department must devise and implement new strategies to assess the practical component of the programme. The college must invest in provision and up-grading of resources. Provide marketing strategies so that the student population will represent all race groups and not only Indian and African students. Despite the negative contributing factors, this department can maintain its growth pattern by addressing its weaknesses and maintaining its strengths and opportunities that exist. / Thesis (M.Ed.) - University of Durban-Westville, 2001.

Role-players' perceptions regarding moral values in the curricula of the Durban Institute of Technology.

This study focuses on moral values in education, in particular, their inclusion as part of the academic curricula of Durban University of Technology (DUT), Faculty of Management Sciences. The literature lends much support for moral values as being important for students and Higher Education as a whole but there is still very little focus provided with regards to having them incorporated as part of a module in the programmes of Higher Education. This study is based on the researcher’s view that the teaching of moral values should be intrinsically linked to academic programmes to produce well groomed graduates who would become morally responsible and add value to a democratic society and in particular the world of work. The research study seeks to ascertain the opinions of the students and staff of DUT concerning: - the integration of the study of moral values in academic programmes at the DUT? and - the roles staff and students could play in reinforcing the importance of moral values? This research falls within an interpretivist paradigm and takes a qualitative approach as it examines views, perceptions and feelings of the relevant role players of the Durban University of Technology. The Faculty of Management Sciences is chosen for this research study. Students from the cohorts of 1st, 2nd and 3rd year levels of the four selected departments are chosen as part of the research sample. The sample also includes three academic staff from the four selected departments as well as all Heads of Departments from the Faculty. Semi-structured interviews are conducted with management members chosen by the researcher. Arising from the findings of the study, staff and students are of the view that if moral values are absent in students they will display a negative behaviour which has an adverse impact on their working career. Many students are of the view that including moral values in the curricula of Higher Education will build students’ characters and morally equip and develop them into responsible citizens. Arising from the strong support of the various stakeholders, it is recommended that the teaching of moral values should be integrated in the curricula of Higher Education. It is also recommended that educators and management lead by example and be role models to their students. Debates, case studies and community-based learning in relation to ethical issues are some of the more popular teaching methods that are recommended. It can be concluded that there is support from various authors and major role players for the integration of moral values in the curricula of Higher Education.
