This was a qualitative study designed to document the historical process which brought about a performance-centered accountability (or results-based) system in educator preparation in Texas as reflected in the documents of the first 17 institutions approved under the new approval process for educator preparation. The study will also serve as a historical record which used the change process in political systems to analyze the adoption of the Accountability System for Educator Preparation (ASEP). Additionally, the study provided a thorough review of the literature on Michael Fullan's Change Process Model and David Easton's Political Systems Model.

Evolution of the superintendent's leadership role : how components of the leadership role in the superintendency have changed over time

The position of the school superintendent as the primary school district leader is a position that, historically, has been a symbol of respect and authority in our nation's communities and social structure. The traditional role of the superintendent has evolved over time in response to various expectations, constraints, and a heightened level of responsibility in today's climate of accountability. The areas of governance operations, communication and public relations, and student performance accountability are three areas that have increased in importance due to the changing nature of public expectation. Research suggests that change is an inevitable factor in school district leadership, and the increased expectations that have developed have altered the state of the superintendency. Significant changes in the composition of the American communities have presented new challenges to school leaders. The skill set necessary to be a highly successful school leader has been affected by the changes shaping the modern superintendency. This treatise utilizes case study design to investigate how the role of the superintendent has changed over time. From the analysis of interviews, documents, and interactions, certain themes emerged. This study suggests that the role of the superintendent has changed over time in the areas of (1) governance operations, (2) communication and public relations, and (3) student performance accountability. Additionally, this study will examine how the evolution of the superintendency has affected the skill set necessary to be a highly successful school leader. This study will contribute to the literature in the field of leadership challenges in the modern superintendency as compared to the past. / text

Texas Educational Reform: a Study of the Effects of Mandated Testing in Texas

The problem of the study was to examine the effects of Texas legislated basic skills testing as the effects relate to teachers, administrators, and local school districts. Questionnaires consisting of thirty questions were mailed to a stratified random sample of 120 educators from all twenty Regional Service Centers in Texas. Both teachers and administrators were included in the sample. Factual information and personal opinions were solicited to determine how educators and local school districts have been responding to the testing reform directives. Responses of educational groups and demographic types were compared using the chi-square test and presented in descriptive and tabular form.. Nine findings, nine conclusions, and six recommendations resulted from the study.

Texas Public School Mission Statements : a Factor in the Involvement of Parents, Family, and/or Home in Educational Reform

Despite site-based decison making (SBDM) educational mandates, research determined the virtual exclusion of parents, family, and/or home as co-authoritative voice in Texas public school district mission statements. Qualitative analysis determined six parent roles within 155 inclusive mission statements through rhetorical deconstruction, a text-based grammatical evaluation procedure; quantitative analysis determined no significance between inclusive and exclusive districts in factors of size, socioeconomic status, and ethnicity. The implications of this study add further support to the growing parental insistence for greater educational decision-making options: ie., home schooling, voucher system, and charter schools.

Effects of Change Facilitator Styles on Elementary Teachers' Concerns about Adoption of Outcome-Based Education

The impact of change facilitator styles (CFS) on elementary teachers' stages of concerns (SoC) about adopting outcome-based education (OBE) in their schools was studied. The group studied was 266 teachers from the Texas Network for Outcome-Based Education. Principal styles are based on the Concerns-Based Adoption Model (CBAM. Styles were determined by the Change Facilitator Style Questionnaire, and teachers' concerns profiles were measured by the Stages of Concern Questionnaire. ANOVA and t tests were conducted to assess the effects of CFS at each of the seven stages of concern. ANOVA assessed teachers' educational level, experience with teaching and OBE, principal gender and type of community related to SoC. Chi-square addressed the relationship among the demographic variables and CFS. With schools as the unit of analysis, significant differences at stages 0,1,2 were found. When teachers were the unit of analysis, significant differences were found at stages 0,1,2, and 3. Concerns of teachers with Initiator style principals were significantly lower at these stages. All teachers demonstrated concerns typical of nonusers, indicating resistance to OBE. Concerns were significantly lower for teachers with master's degree than for bachelor's at stages 0 to 3. Teachers with the least experience with OBE had significantly higher concerns. Chi-square compared change facilitator styles with the demographic variables. The only significant results were more males at the management style than expected. These findings support the CBAMtheory that the initiator style is more effective at impacting SoC and improving success in adopting an innovation. Teacher demographic variables do not affect SoC or CFS. The study indicates problems implementing OBE but suggests effective leadership could impact teachers' concerns.
