Para cumprir com estes objetivos, o m?todo de pesquisa prop?e uma abordagem quantitativa a partir da utiliza??o da t?cnica de An?lise Envolt?ria de Dados com uso das modelagens Network Data Envelopment Analysis ? NDEA e Dynamic Data Envelopment Analysis ? DDEA. A amostra ? constitu?da por um painel de dados balanceado com informa??es referentes a 56 munic?pios do Estado do Rio Grande do Norte para o per?odo 2009-2011. Inicialmente, busca-se avaliar a efici?ncia municipal do gasto p?blico por meio da modelagem cl?ssica DEA-CCR. Em seguida, realiza-se o c?lculo da efici?ncia relativa dos munic?pios potiguares por meio do modelo NDEA, no qual s?o considerados quatro est?gios de an?lise, dois para cada dimens?o. A utiliza??o da abordagem de redes possibilita tanto avaliar a produtividade relativa das unidades operacionais em cada um dos sub-processos produtivos quanto permite estimar a efici?ncia global do sistema. O primeiro e terceiro est?gios consistem na execu??o or?ament?ria para contrata??o de recursos alocados no setor de educa??o e sa?de, respectivamente. O segundo e o quarto est?gios, por sua vez, utilizam os recursos contratados para propiciar a efetividade do ensino e da sa?de. Por fim, aplica-se o modelo DDEA com o objetivo de estimar os efeitos din?micos intertemporais associados ?s dimens?es analisadas. Os resultados obtidos no estudo empreendido indicam que a expans?o dos gastos municipais destinados a presta??o de servi?os p?blicos de educa??o e sa?de no Estado do Rio Grande do Norte n?o garantiu a amplia??o do acesso da popula??o a tais servi?os e, simultaneamente, n?o promoveu melhorias na qualidade dos outputs associados a essas dimens?es ao longo do tempo. Assim, torna-se urgente que os governos dos munic?pios mais ineficientes, quanto ? execu??o or?ament?ria nas dimens?es de educa??o e sa?de infantil, realizem uma avalia??o da estrutura interna destes setores a fim de identificar eventuais fontes de inefici?ncia e de forma emergencial, no curto prazo, espelhem-se nos munic?pios que apresentam os melhores ?ndices de produtividade relativa. / The objective of this study is to evaluate the efficiency of the municipalities of Rio Grande do Norte by applying public resources destined to the education and child health sector, considering both productive subprocesses and intertemporal aspects in research. In order to meet these objectives, the research method proposes a quantitative approach based on the use of the Data Envelopment Analysis with the use of Network Data Envelopment Analysis ? NDEA and Dynamic Data Envelopment Analysis ? DDEA. The sample consists of a balanced data panel with information referring to 56 municipalities of the State of Rio Grande do Norte for the 2009-2011 period. Initially, the aim is to evaluate the municipal efficiency of public spending through the classical DEA-CCR modeling. Then, the calculation of the relative efficiency of the municipalities of Potiguares is carried out by means of the NDEA model, in which four stages of analysis are considered, two for each dimension. The use of the network approach makes it possible both to evaluate the relative productivity of the operating units in each of the productive subprocesses and to estimate the overall efficiency of the system. The first and third stages consist of budget execution for contracting of resources allocated in the education and health sector, respectively. The second and fourth stages, in turn, use the resources contracted to promote the effectiveness of teaching and health. Finally, the DDEA model is applied in order to estimate the intertemporal dynamic effects associated with the analyzed dimensions. The results obtained in the study carried out indicate that the expansion of municipal expenditures for the provision of public health and education services in the State of Rio Grande do Norte did not guarantee the expansion of the population's access to such services and, at the same time, did not promote improvements in quality Of the outputs associated with these dimensions over time. Thus, it is urgent that the most inefficient municipal governments, regarding budgetary execution in the dimensions of education and child health, carry out an evaluation of the internal structure of these sectors in order to identify possible sources of inefficiency and in an emergency in the short term, Are reflected in the municipalities that present the best relative productivity indexes.
