Elektroninio valdymo metodai administruojant socialinę atskirtį / Methods of Electronic Administration for Administrating Social Cohesion

There are many different ways to interpret definition of social division, and it’s contraposition – social cohesion, which the most generally describes as a degree what personages, families and communities can participate in social life and control their own lives. The part of society, which has no such possibilities - called social division. Being on the hedge of big social – economical system changes, transformation to knowledge based society, influence of globalization and other significant cases, and involves us to look for new ways how to administrate divided society. This is high priority work of welfare state. The ordinary ways of administration of social division are not fit enough. So, this is the right time to incorporate new ways of administration into old structures. Appearance of e.government system allows using ways of e.administration for administration of the social cohesion. This isn’t absolutely new administrative ways. This is the regular administration, based into digital level. And ICT takes great part in this process. Lack of accesses to ICT produces new way of separation: digital and informational division. This work is based on assumption that e.ways of administration are very effective but for it’s successful incorporation is necessary to bridge digital divide: corporate spread of ICT, educational and promotional programs. Vartotojų teisių apsaugos administravimas elektroninėje erdvėje / Electronic Administration of the Consumer Rights Protection

This Master thesis is about the electronic administration of the consumer rights protection. The purpose of this paper is to determine how the consumer rights protection is administrated in Lithuania and in the countries of the European Union (EU); as well as to propose the ways in which the administration system in Lithuania could be improved and a modern and progressive electronic administration system could be created. The point of this scheme is to transfer from the traditional “paper-based” administration to the “online-based” electronic administration. E-administration is a new term and it means the administration activity based on computer technologies. The paper finds out that the advantages of the online administration are these as follows: time saving, improving quality of the service, smaller expenditures, less overloaded traffic of emails. In regard to the legal basis to ensure the proper functioning of the e-administration in Lithuania, the paper concludes that foremost attention should be given on realisation of the law norms, on passing the necessary by-laws, on conducting public awareness and education campaigns, on increasing efficiency of supervisory institutions. The main subject of this thesis is three development stages of eGovernment at USA, EU and Czech level. The aim of this thesis is to identiy different trends and attitudes in the process of electronization of administrative agendas. It analyzes the relevant legislative documents and key initiatives, which contributed to the development of eGovernment at the local level of the examined regions. The last chapters of this thesis also contains a brief outline of the future of eGovernment.

This thesis deals with the implementation of basic registers of public administration in the Czech environment. The aim of the work is to analyze the current development project of the government and the causes of its origin within the overall context of the development of eGovernment in the Czech Republic. The thesis also includes a historical excursus into the issue of data records that are currently part of the system of basic registers. The last chapters of this work contain a brief analysis of local eGovernment concepts and basic public records data (inhabitans, businesses and local data) in the Slovak Republic and the United Kingdom of Great Britain and Northern Ireland.
