The Most Important Educational Problems Affecting the Growth of Elementary Schools of Texas, 1972

The problem with which this investigation is concerned is the identification of conditions, situations, and events that are important problems faced in the public elementary schools of Texas. Problems are categorized into sixteen areas: finance, desegregation and busing, school organization, school personnel, preschool and kindergarten, instructional improvement, reporting systems, pupil behavior, curriculum, in-service staff training, humanizing the schools, public relations, minority groups, migrant children, special education, and recent trends. The purpose of the study is to determine perceived importance of problems and to establish priorities of current issues from information obtained from education leaders of elementary schools.

Experience in Open-Space and Traditionally-Constructed Elementary Schools and Teacher Attitudes Toward Open Education

The problem of this study was to determine the relationship between experience in open-space and/or traditionally constructed elementary schools and teachers' attitudes toward open education. Statistical analysis of the data used to test the hypotheses resulted in the following findings. 1. Teachers who were currently teaching in traditionally constructed schools had significantly more positive attitudes toward open education than did teachers currently teaching in open-space schools. 2. Teachers who had taught only in traditionally constructed schools had significantly more positive attitudes toward open education than did teachers who had taught only in open-space schools. 3. Teachers who had taught in both open-space and traditionally-constructed schools had significantly more positive attitudes toward open education than did teachers who had taught only in open-space schools. 4. Teachers who had taught only in traditionally constructed schools had significantly more positive attitudes toward open education than did teachers who had taught in both open-space and traditionally-constructed schools. 5. Teachers who had taught ten years or more had significantly more positive attitudes toward open education than did teachers who had taught less than ten years.

The author has tried to emphasize the importance of the health of the school child and of a good health program in the public school. Realizing that most school administrators have very limited knowledge regarding the establishment of a program of this nature, it has been the purpose of this paper to set up a basic structure that may serve as a guide to the school in building its school health education program. A History of State Level Curriculum Legislation Affecting Texas Public Elementary Schools, 1950-1983

The problem with which this study is concerned is that of tracing the history of state level laws and resolutions which affected the elementary school curriculum in Texas' public schools during the years 1950-1983. The roles of the legislature, the State Board of Education, and the State Department of Education in relation to the curriculum are presented. The purposes of the study are to review state level legislation since 1950 that affected the curriculum, to update the work of earlier historical accounts of public education in Texas, and to provide a basis for understanding the current state of curriculum by focusing on its evolution. Inspection of the data reveals that numerous topics were added to the elementary curriculum during the years under study, resulting in a fragmented and complex curriculum. Many of these topics were repealed in 1981. The study concludes that the State Board of Education and the State Department of Education, as well as the legislature exert considerable influence over the curriculum, and that this influence seems likely to increase as the result of reform legislation enacted in 1981. Further study relating to the implementation effects of the new curriculum is recommended.

Acquisition of Chinese literacy by ethnic minority children in Hong Kong primary schools. / CUHK electronic theses & dissertations collection

The results showed that the students' Chinese language ability is low, especially their literacy skills. There was significant discrepancy between the students' oral and written language competence. Further analyses were conducted in accordance with models derived from the simple view of reading (Gough & Tunmer, 1986), in which reading comprehension is assumed to be the product of decoding and linguistic comprehension. The analyses showed that the language-literacy discrepancy was related to the students' poor decoding ability. The students' reading comprehension performance was related more closely to Chinese character recognition ability than their linguistic comprehension competence. Moreover, the students' Chinese orthographic awareness and knowledge was found to be related to Chinese character recognition. The effect of the former on reading comprehension was mediated through the latter. / The study supports the relevance of the simple view model for understanding learning to read Chinese by second language learners. Studies of reading in alphabetic languages adopting the simple view have shown that the importance of decoding relative to linguistic comprehension depends on the developmental stage and proficiency of the readers, as well as orthographic transparency of the language. These results are consistent with our finding that for the participants in this study who were in upper primary level learning a deep orthography (i.e., Chinese), decoding accounts for more variance in reading performance than linguistic comprehension. Furthermore, just like understanding of the alphabetic principle helps reading in alphabetic languages, awareness and knowledge of the structural properties of Chinese characters, that is, the componential structures of the orthography and their phonetic and semantic functions, have a facilitative effect on Chinese character recognition and reading performance. Educational implications for the Hong Kong ethnic minority students and for Chinese second language learning were discussed. / This study investigated acquisition of Chinese literacy by ethnic minority children in Hong Kong primary schools. Patterns of revenues for public elementary and secondary school education derived as a result of state lotteries: a case study of Michigan and New York

The purpose of this investigation was to analyze and to describe the effects of lottery revenue on the earmarked function of public elementary and secondary education in Michigan and New York. In order to update lottery information and provide the necessary background data for this study, the current status and performance of lotteries in the District of Columbia and the 22 states operating lotteries in 1986 are included in this research. An interrupted time-series design was employed to research the stability, reliability and yield of revenue from the state lotteries of Michigan and New York. Resultant data indicated that although in absolute dollars net lottery figures are impressive, they represent an unstable, low-yield portion of own source revenue in Michigan and New York. In addition, claims made by lottery proponents that net lottery revenue contributes to the expansion of the functional area of public elementary and secondary education were not supported by these data. / Ed.
