Incident Management Systems used in New Zealand have their origins in the fire-fighting organisations of the United States of America in the 1970’s. They began in an atmosphere of disciplined quasi-military emergency response organizations. Emergency management research, theory and practice have since evolved to incorporate comprehensive facets acknowledging disasters are about people, individually and collectively and their environment. Emergency Management now includes addressing psycho-social aspects. New Zealand emergency services adopted the Coordinated Incident Management System (CIMS) as a result of a requirement following the Cave Creek disaster of 1995, where a multi- agency response to the event was found to be unsatisfactorily managed. Emergency management in the modern era now requires the orchestration of many and varied agencies and organisations including government and non-government organisations. These organisations are not necessarily suited to command type management styles and during a recovery phase of an incident, an approach involving a coordination style is more appropriate than a command style. An examination of the 2004 eastern Bay of Plenty flood event highlights that improved coordination by using a suitable incident management system benefits the response and recovery process. The Eastern Bay of Plenty community has social and cultural characteristics that impact on the effectiveness of emergency management outcomes. An incident management system that improves communication within the multi-agency organisation and between an emergency management organisation and the disaster-affected communities contributes to overall trauma reduction by stress reduction and facilitating early support and interventions. This allows where necessary, for modern emergency management to use systems that can utilise the unique community cultures, structures and networks that form the dynamic communities that they serve. If disasters magnify pre-existing social and community problems then the incident management system model used in a disaster can determine the degree of magnification.

The assessment of disaster risk reduction strategies in dairy supply chains in Zimbabwe

The devastation caused by these disasters in various countries highlights the need for increased commitment and investment, by government and various stakeholders, in disaster risk reduction. This study investigated disaster risk reduction strategies in Zimbabwe’s dairy supply chains. The study was initiated on the premise that Zimbabwe is at high risk and vulnerable to natural and man-made hazards. The study is set in the backdrop of declining output across all agricultural sectors evident particularly in the dairy farming sector that has seen inadequate supply of raw milk and dairy products by local producers in Zimbabwe. This study therefore sought to assess the collaborative strategies by government, dairy organisations and dairy supply chain stakeholders to reduce disaster risks in the dairy industry. The study employed a mixed-method approach (qualitative and quantitative) to investigate collaborative disaster risk reduction strategies used by dairy supply chain stakeholders to avoid supply chain disruptions. The study used a sample size of 92 dairy farmers, from major milk producing regions of Zimbabwe, for the questionnaire. The Cronbach alpha test for reliability showed a reliable questionnaire. Furthermore, the study used information from key informants, 30 retailers and 20 dairy officers for one-on-one interviews. Quantitative data was analysed using STATA (version 13). OLS regression analysis was done and results were compared with those of the Tobit models as a test for robustness of the results. Qualitative data was analysed using thematic analysis derived from observations and interviews and descriptive statistics presented in tables and bar charts. Notable in the literature reviewed is lack of coordination amongst stakeholders in strategies to reduce disaster risks in dairy supply chains in Zimbabwe. This study adopted a collaborative proactive framework and tested it as a strategy to reduce disaster risks in dairy supply chains. The study gives four major findings. Firstly, dairy supply chains in Zimbabwe were exposed to a number of risks which are: international competition, competition from local giants, financial risks, political risks, technological risks, environmental risks and production risks. Secondly, findings from regression analysis indicated that an overall index of disaster risks significantly influenced job losses, food security, milk productivity and growth of ventures in dairy businesses. Thirdly, there were isolated cases of planned coordination by stakeholders in the industry to reduce the negative effects of disasters across the supply chain. There was collaboration among dairy farmers, processors, NGOs, and government departments of agriculture and environment. Fourthly, an index of collaborative strategies regressed against dependent variables of variables of supply chain cost, lead time milk sales, and variety and quality of milk demonstrated that collaborative strategies in dairy supply chain significantly influenced supply chain costs and variety and quality of milk and milk products. It is expected that the study will assist government in the formulation of public policies for the dairy sector leading to improved access to high quality raw milk and milk products for consumers thus resulting in improved nutrition and food security for the people of Zimbabwe. Policy recommendations highlight that instead of the current maximum of the 5 year lease given to white commercial farmers, the government should consider issuing out long term leases in order to protect long-term investment in dairy projects. Tsunami disaster response: A case analysis of the information society in Thailand.

The December 2004 Indian Ocean Tsunami wrecked thousands of lives, homes, and livelihoods - losses that could have been avoided with timely and better information. A resource such as information is needed at a fundamental level much like water, food, medicine, or shelter. This dissertation examines the development of the Thai information society, in terms of the share of information workforce and the level of diffusion of information and communication technologies (ICT), as well as, the role of the Thai information society in response to the tsunami disaster. The study combined the historical and political economy analyses in explaining factors influencing the growth of information workforce and the development of ICT in Thailand. Interviews conducted in 2007-08 revealed the Thai information society responded to the 2004 Tsunami - the first global internet-mediated natural disaster - in two areas: on-site assistance in collecting and recording identification information of tsunami disaster victims and on-line dissemination of disaster relief information. The effectiveness of ICT institutions in providing the tsunami disaster relief efforts and increasing the development of the information society were assessed using statistical procedures analyzing the perceptions of the Internet-based survey respondents. The disaster effects on survey respondents were also assessed. The study's findings include: (1) the Thai information sector development pattern confirmed a key difference between development patterns of information sectors in developed and developing countries, (2) the increasing number of Thai information workers was due more to the expansion of government than the expansion in the manufacturing and service sectors during the 1997-98 Asian financial crisis, (3) Thailand's expansion of ICT infrastructure was influenced not only on the basis of economic profitability but also by political desirability, and (4) volunteers were crucial in humanitarian aid and disaster relief.

A review of the implementation of disaster risk assessments in the city of Cape Town: challenges and prospects

Masters in Public Administration - MPA / The problem question of this study is how the City of Cape Town, as a metro municipality went about implementing Disaster Risk Assessments. While the National Disaster Management Centre acknowledges that municipalities are battling to perform Disaster Risk Assessments. Understanding what was done, by whom and when will aid in the understanding of implementing Disaster Risk Assessments. Uncovering the prospects and challenges they faced and will help shed light on the guidance that is required by other municipalities, although this study’s inference is limited by the methodology. The relatively new Disaster Management Act requires a shift from old civil defence legislation to a proactive disaster risk reduction mode, with new institutional arrangements. The shift to a proactive disaster risk reduction approach required by the new legislation cannot be achieved without firstly implementing these new institutional and policy arrangements and secondly, implementing this first and vital step in the disaster risk reduction process namely, Disaster Risk Assessments. The study also seeks to understand in the community was involved. This is a qualitative study, i.e. it contains descriptive statistics and narratives. It used questionnaires to provide numerical and descriptive data to measure compliance to the Disaster Management Act in terms of the institutional arrangements implemented by the City of Cape Town. Secondly, qualitative data was collected through semi-structured interviews to provide data to understand the challenges and prospects encountered in performing Disaster Risk Assessments. A literature review was also undertaken to highlight the current debates in Disaster Risk Reduction. The stratified sample was from the officials employed at the City’s Disaster Management Centre, Area Managers, NGOs, Ward Councillors and Consultants. The data was collated and the analysed. The objective is to primarily understand what was done, by whom, when and secondly to understand the prospects and challenges faced. The findings, recommendations and areas of future study are captured in this research report.

Delaying Evacuation: Risk Communication in Mobilizing Evacuees

Evacuation is oftentimes the best means to prevent the loss of lives when residents encounter certain hazards, such as hurricanes. Emergency managers and experts make great efforts to increase evacuation compliance but risk area residents may procrastinate even after making the decision to leave, thus complicating response activities. Purpose - This study explores the factors determining evacuees’ mobilization periods, defined here as, the delay time between the decision to evacuate and actual evacuation. The theoretical model that guides this research is built on the protective action decision model (PADM). It captures both the social and psychological factors in the process of transferring risk information to mobilization action. The psychological process of risk communication originates from personalized external information and ends with the formation of risk perception, ultimately influencing evacuees’ mobilizations. Design/methodology/approach – Using structural equation modeling (SEM), the model is tested using survey data collected from Hurricane Rita (2005) evacuees in 2006 (N = 897). The residents of three Texas coastal counties (Harris, Brazoria, and Galveston) are randomly selected and telephone-interviewed. Findings – The findings indicate that mobilizations are affected directly by respondents’ concerns of the threats to their personal lives and costs and dangers on their evacuation trips. The perceptions of evacuees can be related to their exposure, attention, and understanding of the risk information. Research limitations/implications – The results suggest that practitioners pay more attention on the residents’ understanding of different types of risks, their abilities to process the risk information, as well as the means information is delivered. Therefore the public authorities should be more active in protecting evacuees’ properties and assets, as well as encourage evacuees to take closer shelters to avoid potential costs on road. Also the community should be more involved in mobilizing evacuation, as long as social cues can assist evacuees to better comprehend the threat information. Originality/value – This study tests the PADM framework empirically and structurally. It also clarifies the definition of evacuation mobilization using a new operation based on the evacuation groups per household.

Investigating Communication and Warning Channels to Enhance Crowd Management Strategies: a Study of Hajj Pilgrims in Saudi Arabia

The global increase in the number of mass gatherings and crowded events has brought with it new emergencies and unintended consequences for public administrators and first responders. Crowd managers attempt to overcome these challenges by enhancing operations, alleviating financial losses, keeping event organizers safe from liability and, most importantly, keeping the attendees safe. Effective communication among and between officials and guests has been identified as a key element in this process. However, there is a lack of risk communication studies, especially about heterogeneous crowds that congregate at religious events. With this gap in mind, this research aims to investigate the use of major communication channels available and/or preferred by Muslim pilgrims in Makkah, Saudi Arabia during Hajj to gauge their effectiveness in communicating risk information. This annual religious pilgrimage was chosen because it attracts over 2 million pilgrims from more than 140 countries, most of whom speak different languages and belong to different cultures but perform the same rituals at the same time. This dissertation seeks to answer three broad research questions: “what are the most popular communication channels used by pilgrims,” “what are the weaknesses of the current communication strategies,” and “what can be done to improve risk communication among pilgrims, and between pilgrims and authorities to enhance crowd control and crowd management strategies.” The protective action decision model (PADM) is used as the theoretical framework to understand the influence of six factors (environmental cues, social cues, information sources, channel access and preferences, warning messages, and receiver characteristics) on risk communication. In collaboration with the Transportation and Crowd Management Center of Research Excellence (TCMCORE) of Saudi Arabia, a convenience sampling strategy was employed to interview 348 pilgrims in the Prophet’s Mosque area, during the Hajj of 2013. The surveys were conducted in Arabic and English and included pilgrims from different backgrounds and countries. Data analysis included an evaluation of the correlation between the use of risk communication channels and receiver characteristics, message content, and information sources. Findings highlight low percentages in the overall use of communication channels. It also demonstrated an over-dependence on channels that foster the passive top-down communication strategy (such as TV stations, messages at mosques, billboard, text messages, and pamphlets), while marginalizing channels that foster the horizontal and bottom-up strategies (such as bilingual staff outreach and social media). The findings also show the differences in risk communication channels used by pilgrims from different socio-demographic groups. The study concludes that adopting bottom-up and horizontal strategies is key to effective risk communication. Additionally, crowd managers must recognize the importance of social media and use this medium more proactively. They can also work towards increasing the overall effectiveness of risk communication channels by addressing the impact of information sources, channel access, and receiver characteristics to better suit the needs of pilgrims. Finally, the study states the limitations and future research directions.

Before the Flood Washes it Away: The Road Connecting Urban & Regional Planning and Emergency Management Planning

This master’s thesis examines the relationship between emergency management planning and comprehensive land use planning. The incorporation of emergency management practices into the comprehensive planning process allows for a better understanding of the impact of development, zoning, building code, and economic development on the mitigation of hazards that face the community. Academic curricula may provide a brief introduction of the relationship between hazard mitigation and land use; however, a more detailed exploration of how emergency management planning and regional or urban planning are interrelated is needed. The impact of weather-related events, natural disasters, or other human-caused shock or disruption can dramatically impact the physical, social, and psychological structures of a community. This research provides regional planners with the history of emergency management planning in the United States. It examines how cross-sharing of information and process between both planning disciplines can contribute to more robust community development and disaster plans. A case study illustrates the impact of urban development on natural hazard mitigation and the subsequent risks to public safety, which resulted from the planning decisions. Place identity, place dependence, and public participation concerning hazard mitigation and disaster management are explored to provide planners and emergency managers with a context of the psychological influences which may impact a community member’s decisions when faced with significant disruption of place. Best practices that guide the integration of regional planning and emergency management planning are provided to increase the understanding of both planning processes to increase the capacity of a community to absorb and rebound from a natural disaster or sudden shock.
