Labour market flows and labour market policies in the British Isles, Poland and Eastern Germany since 1980

This thesis utilizes flow analyses of the labour market in order to examine two key issues. First, to asses the effectiveness of active labour market policies in Britain, Ireland and Poland. Secondly, it allows us to characterize and quantify movements between labour market states which have been occurring on an unprecedented scale in economies undergoing transition. Chapters 1 and 2 investigate whether active labour market policies in Britain and Ireland have been instrumental in curing or preventing partial hysteresis due to long-term unemployment. In models of the determination of overall and duration-specific outflow rates from unemployment, the predictive power of active measures variables is tested. Chapter 3 uses the 'lista 500' panel data set to test the hypothesis that after the decentralizing reforms of the early eighties simple models of profit maximization can explain labour adjustment by large Polish enterprises. Chapter 4 traces the build up of unemployment in Poland by characterizing the composition and determinants of flows between various labour market states. Traditional flow analysis is amended by dividing the state employment into the sub-states, private and state sector employment, and by emphasizing the institutional framework unique to the Polish labour market in its first stage of transition. In Chapter 5 a unique panel data set is used to quantify labour market transitions in Eastern Germany in the first year after unification. Multinomial logit regressions are employed to highlight the determinants of the estimated transition rates. The applicability of standard models of labour market transitions to labour markets in transforming economies is also tested. Chapter 6 uses Voivodship-level aggregate panel data to evaluate passive and active labour market policies in Poland which took shape in 1991 and 1992. We also test for the existence of a well behaved matching technology in the Polish labour market. The methodology of Chapters 1 and 2 is modified to account for the panel nature of the data.

Legal regulation of employment and security against unemployment At the present time of economical recession many countries battle against high unemployment, which can contribute to many economical and social problems. The purpose of my thesis is to describe legal regulation of employment and security against unemployment in the Czech Republic. I focused on main parts of legal regulation and also thought over some institutes. When I came to the conclusion, that the legal regulation has some drawbacks, I suggested that an amendment should be passed. The thesis is composed of eight chapters. Chapter one defines unemployment and its kinds and elucidates, what full employment means, because it is the aim of legal regulation of employment in many countries. At the end of this chapter I sumarize developement of unemployment in Czech Republic from 1990 to present. Chapter two deals with right to work. I enumerate most important international documents, where right to work is regulated. Full employment was also soon mentioned as the basic aim of countries. Similar developement in Community law is described in part four. This thesis analyzes the Turkish unemployment problem in the 2000-2011 period, in a broad and comparative perspective with unemployment problem in the Netherlands, Ireland and Argentina. However, periods of concern for these three countries and Turkey differ, because each country experienced severe unemployment problem in different time periods. The main objective of this thesis is to evaluate current policies dealing with unemployment problem in Turkey and suggest more effective policy alternatives, with reference to successful policies of other countries. It is found that current approach towards unemployment problem in Turkey is inadequate in many aspects / specifically there is no emphasis on job creating policies. Moreover, our discussions on the measurement of labour market indicators in Turkey and general characteristics of Turkish labour market showed that underemployment and marginally attached workers are neglected problems that have to be addressed in policymaking.

Labour flexibility : an analysis of the future trajectory of the employment of female graduates in Saudi Arabia

Debates on flexible employment and labour persist in most Western market economies, while being largely absent regarding Saudi Arabia. Increasing unemployment among qualified Saudi citizens remains a major concern, particularly for females, despite a government policy of Saudisation. Notwithstanding incentives for prioritising Saudi citizens, foreign nationals dominate private sector employment. Few empirical studies consider the factors impacting employment of educated Saudi women: further, there are hardly any robust frameworks which offer policy makers, employers, and those championing the employment of this group a clear set of plausible guidelines bearing in mind the socioeconomic context of Saudi Arabia. The research aims, first and foremost, to examine how far "labour flexibility" in Saudi Arabia offers solutions to unemployment among educated Saudi females, exploring interalia the main institutions and regulatory framework of the Saudi labour market, and the effectiveness of these in managing the relationship between employers and employees. It also examines the major labour market and employment policy concerns of government, employers and employees, considering flexible employment forms in Saudi Arabia, and in what context employers and employees do or would consider flexible employment. Following on from this, the second aim is to develop a conceptual framework on key factors impacting the participation of educated Saudi females in the Saudi labour market. The framework that emerges from these analyses also provides some guidance for graduate women who seek labour market entry and participation. iii The study employed quantitative and qualitative methodologies, with targeted participants, returning 1347 usable questionnaires (41% response) augmented by 28 semi-structured interviews. The quantitative data underwent statistical examination by performing descriptive and inferential analysis on the SPSS software, and qualitative data were analysed using summative content analysis. A conceptual framework was developed and validated through interviews with ten representatives of the interviewed sample population, who held senior positions. To improve understanding of key influencing factors for educated women’s participation in the Saudi labour market for key stakeholders. The six factors identified were personal, socio-cultural, educational, legal/political, organisational and economic. The study identifies a relationship between increased flexible work patterns and increased employment of educated Saudi females and suggests a relationship between the challenges Saudi females face within employment practices and numbers employed in the labour market. Similarly, a relationship exists between educational level and employment chances for Saudi women. Recommendations are proffered to the Saudi Government, Ministry of Labour, Ministry of Education, industrial sector, organisations, researchers and academia.

The aim of this thesis is to describe the czech labour market and compare it with other european countries. Theoretical part of this thesis describes common labour market characteristics and definitions which are necessary for the practical part. The other theoretical part presents surveys which are carried out in this field and from which the data are obtained. The third category of theoretical part focuses on population and the ageing labour market, fourth part describes flexible jobs as one of the potentional possible solutions. Practical part is divided into three parts. First of them describes czech labour market from 1993 till the present days. The focus was on its structure same as basic labour market rates. In the second part, czech labour market is compared with other european coutries. To avoid the influence of different age structure of populations the method of standardization is used for the comparison. In the final part the cluster analysis method is used to find countries that are similar to Czech republic according to their labour market conditions.

Legal regulation of employment and security against unemployment in the Czech Republic The issues connected with unemployment deserve big amount of attention, because they can cause some serious problems in the society. This thesis is aimed to analyse legal regulation of employment and security against unemployment in the Czech Republic. Within the process of its creation I have also worked with various legal instruments and commented on their functionality. The thesis is composed of nine chapters. Chapter one characterises right to work and right to employment and explains the difference between these terms. In this chapter I have also widely dealt with international legal documents, which contain right to work. Chapter two focuses on unemployment, its kinds, rate and development over past few decades in the Czech Republic. I have emphasised the consequences of unemployment on individuals and society. Chapter three briefly summarizes conception and functions of labour law and then focuses on goals of state employment policy in the Czech Republic and entities, which participate in its execution. Nezaměstnanost absolventů v Jihočeském kraji / Unemployment of graduates´ in southern Bohemia

The aim of my diploma paper is summing up of graduates´ unemployment in southern Bohemia. The purpose of the paper is to create a compact image of labour market in the Czech Republic and to describe main factors influencing this market in the Czech Republic. My paper should touch state unemployment policy, to chart unemployment in southern Bohemia with the reflection on graduates´ unemployment, chart the structure of unemployed graduates, their possibilities at the labour market in the Czech Republic, to propose possibilities for the decrease of graduates´ unemployment in southern Bohemia. My survey is based on the data from Labour Market Situation Report from several Bureaus of Labour, data from Czech Statistic Office and Ministry of Labour and Social Issues. The graduates themselves are one off the most risk companies from the people who are economically active. The claiming of these groups is worse. The graduates are disadvantaged in comparison with other job applicants {--} less praxes, missing work habits and lox experience. The graduates´ unemployment rage is highly influenced by economical situation in our country, total unemployment, free working station offer degree and rate between supply and demand. It is also influenced by educational structure of graduates at the same time. The employers´ interest in graduates has been increasing. The loss of people at qualified positions is very important {--} firms are forced to offer free positions even to the people with smaller or no praxes. Another reason for the increase is policy development itself, primarily in financial sphere, car industry and in services. Last but not least, graduates´ attractively has been increasing hand in hand with improving quality of their profiles.
