No resultado dos leilões é possível observar usinas de alto custo variável unitário movidas a óleo diesel e combustível. Este trabalho mostra o funcionamento e os resultados dos leilões de energia nova, além de definir e analisar o Índice de Custo Benefício (ICB), utilizado nos leilões para ordenação econômica dos empreendimentos termelétricos, bem como objetiva examinar o retorno esperado por um empreendedor que deseja participar deste leilão. Para obter retorno, o empreendimento deve alcançar um ICB competitivo e considerar os riscos envolvidos no cálculo do lucro. Este estudo avaliará os riscos envolvidos na variação do ICB e no preço da energia elétrica no mercado, no sentido de verificar se os empreendimentos de alto custo variável unitário levam vantagem sobre as demais soluções de geração. _______________________________________________________________________________ ABSTRACT / In 2004, with the appliance of the new institutional model of the Brazilian Electric Sector, the contracting of thermoelectric power plants started to be done through new energy auctions. The result of those auctions showed high-cost diesel or fuel power plants. This paper not only displays the results of those auctions but also defines and analyzes the Cost- Benefit Index (ICB) used in the auctions in order to organize the economy of the Thermoelectric Businesses. It is the goal of this paper to analyze the profit expected by Businessmen who wishes to take part on those auctions. That profit depends on a competitive ICB and evaluation of the risks involved in the calculation of the profit variation. This study will evaluate the risks involved in the variation of the ICB and in the price of electric power in the market, aiming to verify if the high-cost businesses are advantageous compared to other generation solutions.
