Electrification and implementation of an uninterruptable power supply system at a medical center in the Talara Province, Peru / Elektrifiering och implementering av ett avbrottsfritt strömförsörjningssystem vid ett medicinskt center i Talara-provinsen, Peru

Marginalisering gällande tillgång till elektricitet utgör en betydande utmaning i avlägsna områden i Peru. Elnätets stabilitet är låg och detta utgör ett hot mot viktig infrastruktur såsom sjukhus och vårdcentraler. Enligt Världshälsoorganisationen förloras 50 % av alla vacciner världen över på grund av felaktig hantering där strömavbrott är en viktig del av problemet. Syftet med denna studie var att öka energitåligheten hos ett medicinskt center i Talara i norra Peru. För att uppnå detta mål utfördes teknisk dimensionering av ett avbrottsfritt strömförsörjningssystem (UPS) bestående av solceller och batterier. Två kvalitativa intervjuer med en eldistributör i norra Peru och en tillsynsmyndighet gjordes för att fördjupa kunskapen om vilka utmaningar som finns gällande elnätets tillförlitlighet. Två scenarier utvärderades i dimensioneringen av UPS systemet. Scenario 1 presenterar den ursprungliga planen av EcoSwell som inkluderar all utrustning som var avsedd att strömförsörjas av UPS systemet, medan scenario 2 är en reducerad version av scenario 1 för att minska de totala kostnaderna. För scenario 1 kommer totalt 36 batterier och 48 solceller att krävas för att försörja all utrustning med energi. I scenario 2 kommer 20 batterier och 24 solceller att behövas. OMP Solar blev den utvalda leverantören av solceller och batterier och den totala kostnaden för installation och all extrautrustning är 66 713,98 S/ (184 036 SEK). Det uppskattades att 37 % och 17 % för scenario 1 respektive 2 av den totala energianvändningen vid vårdcentralen kommer att utgöras utav UPS systemet. / Marginalization in terms of electricity access presents a significant challenge in remote areas in Peru. The resilience of the electric grid is low, and this presents a threat to important infrastructure such as hospitals and medical centers. According to the World Health Organization, 50% of vaccines worldwide are wasted due to improper handling in which power cuts is a major problem. The aim of this study was to increase the energy resilience of a medical center located in Talara in northern Peru. In pursuit of this aim, technical sizing of an uninterruptable power supply (UPS) system consisting of photovoltaic modules and lead-acid gel batteries was done. Two qualitative interviews with an electricity distributor in northern Peru and a supervisory authority was made to deepen the knowledge of what challenges exist regarding the reliability of the electric grid.  Two scenarios were evaluated in the sizing of the UPS. Scenario 1 presents the original plan by EcoSwell including all equipment that was intended to be powered up by the UPS, while scenario 2 is a reduced version of scenario 1 to decrease overall costs. For scenario 1 a total of 36 batteries and 48 solar modules will be required to power up all equipment. In scenario 2, 20 batteries and 24 solar modules will be required. OMP Solar was the chosen provider of solar modules and batteries and the total cost for installation and all auxiliary equipment is 66 713,98 S/ (184 036 SEK). It was estimated that 37% and 17% for scenario 1 and 2 respectively of the total energy usage at the medical center will be from the UPS.

Governance for affordable energy : what is the impact of demand-side governance on affordability of energy for domestic consumers in Great Britain?

Affordability of energy in the domestic sector is the product of three interrelated factors - level of household income, level of energy bills (which are a product of prices and levels of energy demand, mediated by tariffs and the retail market), and the amount of energy that a household needs to maintain a healthy living environment. This thesis focusses on the factors of affordability which are most relevant to the energy policy which are energy bills and energy efficiency, both of which are considered in the context of household income. Affordability of energy in Great Britain is important for separate, but over-lapping reasons. Firstly, it has important political impacts - as energy prices continue to rise, energy is repeatedly highlighted as one of the biggest financial concerns for households (uSwitch, 2013; YouGov, 2015; DECC, 2014f), leading affordability of energy to become an increasingly political issue (Lockwood, 2016). Secondly, affordability of energy has social implications which stem from the fact that the impact of rising energy bills is felt particularly strongly by those on low incomes and in inefficient homes – the fuel poor. In spite of it being twenty-five years since Brenda Boardman published her first book defining the issue of fuel poverty (Boardman, 1991), millions of households in Great Britain today still cannot afford adequate amounts of energy. This is significant because being able to afford access to basic levels of energy services such as warmth and light is essential for maintaining physical and mental health (Harrington et al., 2005; Stockton and Campbell, 2011). Thirdly, affordability has important implications for design of the energy system –a system focussed on minimising long-term costs, both through micro-scale features such as efficient network revenue regulation which keep costs down on a year-by-year basis, and macro-scale aspects such as through the development of a low-demand, highly flexible energy system which has the potential to bring costs down in the long term (Sanders et al., 2016), is likely to differ from one which in which affordability is less of a focus, or only a focus over the short term. This thesis responds to a gap in the literature in relation to the role that governance plays in affecting levels of affordability of energy for domestic consumers in Great Britain. It examines the impact of governance on energy prices and tariffs, and the impact of governance on energy efficiency of the housing stock in Great Britain. Both of these are examined in the context of levels of household income. Greater insight is gained by examining the impact of the energy governance structure in Denmark on Danish domestic energy efficiency standards, which are widely accepted to be very good (IEA, 2011). 7 This thesis makes use of existing academic and policy literature in tandem with data from fifty-six interviews with individuals from across the energy sectors in Great Britain and Denmark. The governance structure of energy in Great Britain is shown to be, on balance, not supportive of delivering affordable energy to domestic consumers. A number of specific issues within the current governance structure in Great Britain are identified. These include the presence of a limiting narrative, whereby policymakers consider affordability to be achieved principally through delivery of low prices; insufficient institutional capacity within OFGEM to keep network prices low, and monitor suppliers’ costs and profits; lack of wholesale market transparency; an anti-interventionist ideology leading to weak energy efficiency requirements for new-build and private rental properties; suppliers as poor executors of energy efficiency policy; weak demand-side interests; tariffs designed around the needs of suppliers, not consumers; an over-reliance on an uncompetitive retail market; a lack of institutional capacity amongst policy makers regarding energy efficiency, and network regulation; and weak consumer representation. A number of recommendations are put forward, including the fostering of a new narrative centred on energy efficiency; the redesign of tariffs to better protect the interests of consumers; the reallocation of responsibility for energy efficiency to local authorities; the development of greater institutional capacity among policymakers; the support for a more interventionist ideology supporting use of regulation; financial support for energy efficiency retrofit; the fostering of greater policy stability; development of new tariff structures; and the formation of a new consumer representative. Overall this thesis demonstrates that affordability of energy in unlikely to be delivered to domestic consumers in Great Britain unless significant changes are made to the governance structure of the energy sector.

Creating Social Value of Energy at the Grassroots: Investigating the Energy-Poverty Nexus and Co-Producing Solutions for Energy Thriving

abstract: Energy projects have the potential to provide critical services for human well-being and help eradicate poverty. However, too many projects fail because their approach oversimplifies the problem to energy poverty: viewing it as a narrow problem of access to energy services and technologies. This thesis presents an alternative paradigm for energy project development, grounded in theories of socio-energy systems, recognizing that energy and poverty coexist as a social, economic, and technological problem. First, it shows that social, economic, and energy insecurity creates a complex energy-poverty nexus, undermining equitable, fair, and sustainable energy futures in marginalized communities. Indirect and access-based measures of energy poverty are a mismatch for the complexity of the energy-poverty nexus. The thesis, using the concept of social value of energy, develops a methodology for systematically mapping benefits, burdens and externalities of the energy system, illustrated using empirical investigations in communities in Nepal, India, Brazil, and Philippines. The thesis argues that key determinants of the energy-poverty nexus are the functional and economic capabilities of users, stressors and resulting thresholds of capabilities characterizing the energy and poverty relationship. It proposes ‘energy thriving’ as an alternative standard for evaluating project outcomes, requiring energy systems to not only remedy human well-being deficits but create enabling conditions for discovering higher forms of well-being. Second, a novel, experimental approach to sustainability interventions is developed, to improve the outcomes of energy projects. The thesis presents results from a test bed for community sustainability interventions established in the village of Rio Claro in Brazil, to test innovative project design strategies and develop a primer for co-producing sustainable solutions. The Sustainable Rio Claro 2020 initiative served as a longitudinal experiment in participatory collective action for sustainable futures. Finally, results are discussed from a collaborative project with grassroots practitioners to understand the energy-poverty nexus, map the social value of energy and develop energy thriving solutions. Partnering with local private and non-profit organizations in Uganda, Bolivia, Nepal and Philippines, the project evaluated and refined methods for designing and implementing innovative energy projects using the theoretical ideas developed in the thesis, subsequently developing a practitioner toolkit for the purpose. / Dissertation/Thesis / Doctoral Dissertation Sustainability 2020

Sustainability Comparison between EnDev and not-EnDev Micro-Hydro Power (MHP) in Indonesia : Analysis of the long-term technical, social, environmental and economic sustainability of the rural energy infrastructure of MHP in Indonesia

The Energising Development (EnDev) initiative, for which the GIZ acts as implementing agency, promotes the supply of modern energy technologies to households and small‐scale businesses in the rural communities of 24 countries in Africa, Latin America and Asia. In Indonesia, this has been achieved through off‐grid micro‐hydro (MHP) and solar power mini‐grids and since 2006 230 MHP and 117 solar projects have been supported to varying degree at substantial cost, reaching more than 167 thousand people. The objective of this study is to assess this contribution of the EnDev-Indonesia initiative regarding the MHP performance and ultimate long‐term sustainability prospect of the rural energy infrastructure in the country. As such a comparison between EnDev and non-EnDev MHP projects in the country was undertaken and based on the established Key Performance Indicators (KPIs) survey methodology and the DB&TO sustainability model specifically fashioned for the purpose of this study. This approach involved on‐site visits and comprises technical, social, economic and environmental aspects. As a result, the analysis has shown important differences among the different supporting schemes, with the second implementing phase (2009‐2012) of EnDev outranking the other systems largely due to the high level of technical sustainability achieved by these sites. Such a good performance is even more surprising considering that the EnDev1 sites implemented during the first phase of the program in the early years were among the least‐sustainable investigated in this study. However, despite the high costs necessary to reach such a high level of sustainability as regards the quality of the civil works and electro‐mechanical equipments, this aspect alone was found not enough to guarantee the long‐term sustainability of MHP in Indonesia. On the other hand, lack of social and economic sustainability appeared having fatal consequences onthe operations of many plants. Therefore, such complex interrelation among the different aspects of sustainability was investigated and also external factors, like the regional and cultural differences among the different beneficiaries, were addressed. Finally, recommendations for future eventual courses of action were proposed.

The promotion of sustainable development is an objective shared by African Union (AU) member states and the pursuance thereof is expressly mandated by the Constitutive Act of the African Union, 2000 and the Treaty Establishing the African Economic Community, 1992. Lack of access to modern energy sources, such as electricity and the heavy reliance on traditional biomass as primary energy source are factors contributing to the non-achievement of the promotion of sustainable development. These factors are collectively referred to as energy poverty. The African Continent as a whole has limited, and in some instances, lack access to modern energy sources while the majority of its population relies heavily on traditional biomass as primary energy source. Africa can accordingly be classified as an energy poor region–a situation which does not bode well for the promotion of sustainable development. Access to reliable, affordable, economically viable, socially acceptable and environmentally sound energy services and resources is fundamental to socio-economic development. Mitigating the impacts of energy poverty and more specifically lack of access to modern energy sources on the sustainable development of Africa depends upon ensuring increased access to modern energy sources. The above-mentioned instruments furthermore contain provisions which link regional cooperation on the formulation of coordinated regional law and policy on areas/matters of common concern with the achievement of the objective of promoting sustainable development in Africa. One of the areas of common concerns listed is that of energy. Regional cooperation must accordingly be geared towards the effective development of the continent‘s energy and natural resources; promoting the development of new and renewable energy in the framework of the policy of diversification of sources of energy; and establishing an adequate mechanism of concerted action and coordination for the collective solution of the energy development problems within the AU. The formulation of coordinated energy law and policy should take place with reference to the specific sources of energy to be regulated. In this regard, the provisions of the Abuja Treaty and other sub-regional energy access initiatives list various sources of energy as forming part of a diversified AU energy mix – one of which is nuclear energy. In this study recommendations are made as to what should be embodied in a coordinated AU regional nuclear legal framework aimed at regulating increased access to nuclear energy capable of contributing towards the promotion of sustainable development. The impact of 100kWh free electricity on meeting the energy needs of poor urban households

Energy poverty is a major obstacle to human development. Energy services supply the benefits that “trigger” wider social and economic changes and create the conditions for improving social equality and economic growth. The South African government has scaled up electricity access to its poor population to such an extent that 85% of the country’s population had access to electricity in 2017. Nevertheless, access to electricity is not the same as the ability to use it, as the poor find the price of electricity unaffordable. The government therefore embarked on a programme to provide households’ that they consider ‘indigent’ or ‘poor’ 50kWh of free energy. This is criticized by many as not being enough to sufficiently satisfy household energy needs. Even the generous supply of 100kWh electricity provided by the City of Tshwane and the City of Johannesburg municipalities is considered to be insufficient. This study investigates the impact of the 100kWh free basic electricity subsidy on the energy use of the urban poor in the township of Soshanguve in the City of Tshwane municipality. It focuses on whether the 100kWh is enough to meet these household’s’ energy needs. The finding of the study is that the 100kWh FBE is enough to meet these households’ needs for lighting, some cooking and appliance use, but not for space and water heating. / Development Studies / M.A. (Development Studies)

The thesis deals with the question about necessary conditions to achieve the objective of a high level of consumer protection in the context of the ongoing internal electricity market taking into account the grid-bound electricity supply, which is characterized by the natural monopoly of regulated networks as well as by competition for the homogeneous product electricity. It evaluates the relationship between effective competition and energy sector-specific consumer protection taking into account the energy-specific regulatory law and examines in detail the regulations of the Directive 2009/72/EC concerning consumer protection under the perspective of enabling the responsible and informed consumer to operate as a self-determined market participant and so shape the market actively towards its completion. After art. 114 TFEU as the existing central norm concerning the alignment of the internal energy market is distinguished from other possible competence rules like the new energy sector-specific competence title of art. 194 TFEU the requirements developed by the ECJ case law concerning art. 114 TFEU from the point of view of the energy sector-specific consumer protection are presented. Assessment of the factors that influence firewood use among households in Ga-Malahlela Village, Limpopo Province

Studies have been conducted to understand the reasons behind an extensive reliance on firewood in rural areas, especially in developing countries, despite improved electrification rates and a number of government policies introduced to encourage rural households to switch from traditional to modern fuels. This study aimed at assessing and thus understand the factors influencing the use of firewood by households in Ga - Malahlela village in Limpopo Province. Limited research has been conducted on firewood use, subsequent to improved electrification in rural areas in South Africa, hence it was to shed light on this little-explored subject on which the study was carried out. The assessment was based on household demographics and household energy use patterns, with a structured questionnaire being utilised to arrive at a detailed understanding of the factors that drive firewood use. It was established that firewood was still used to a significant degree, to satisfy household energy needs such as cooking, water heating and space heating. This was mainly due to the socioeconomic status of households. Socio-economic factors such as income, education level, household size and preference were found to be the factors exerting the greatest influence on the use of firewood among households in the study area. Psychological variables and the geographical location of the study area were also shown to promote the use of firewood. The study further revealed that, as indicated in the reviewed literature, households in the study area fuel stack and do not ascend the energy ladder. The reviewed literature further indicated that not all factors have equivalent significance in determining the behaviour and pattern of household energy use. This indicates that energy sources such as firewood are not completely discarded but are instead used in conjunction with modern energy sources such as electricity.
