An analysis of the necessity and relevance of establishing a pipeline regulator in South Africa's Petroleum IndustryMutemeri, Gama 29 April 2019 (has links)
This thesis focuses on issues surrounding energy regulation, and specifically regulation of pipelines that carry petroleum products in South Africa. The introduction of a regulator for petroleum pipelines is part of an ongoing process taking center stage in the South African government's petroleum industry policy arena. Independent regulation of energy industries is a recent phenomenon in South Africa. There is much activity in deciding which regulatory models should be adopted in the energy sector. The thesis analyses a government policy decision to introduce a regulator of petroleum pipelines. Among some of the key issues that receive attention are the following: • Is the petroleum pipeline industry in South Africa large enough to justify an independent regulator? • Do pipelines in South Africa enjoy monopoly rents? If they do, is the establishment of an independent regulator the most cost-effective way of dealing with monopoly rents? • How effective would such a regulator be in the current structure of the country's petroleum industry? Road and rail transport systems carry vast quantities of petroleum products. Would it be more appropriate for the regulator to include all transporters of petroleum products? The thesis concludes that for an industry of such small size as pipeline transportation in South Africa, the necessity of a pipeline regulator might need to be reviewed. For a variety of reasons, there are strong reasons to conclude that a pipeline regulator will have minimum impact over key issues of the transportation of petroleum products.

The implications of the SADC energy access strategy and action plan on peace, security and development in the region / Nolubabalo MagamMagam, Nolubabalo January 2013 (has links)
The study addresses the issues related to climate change, energy production
(traditional biomass and fossil fuels) as well as the potential of exploring renewable
energy sources. The area of focus is the SADC region; this paper evaluates the
implementation of the SADC Energy Access Strategy and Action Plan. It is an energy
policy that was widely accepted and ratified by SADC member states in March 2010.
The study is narrowed down to focus on the implementation of this policy in three SADC
countries with different levels of energy consumption. These countries are South Africa
with 80% of national energy consumption, Lesotho with 18% of national energy
consumption and Mauritius which has 99.9% of national energy consumption.
This study argues that the SADC Energy Access Strategy and Action Plan has
implications for peace, security and development in the region. This is evident in climate
change being an issue of emergency, more emphasis has been put on the use of
renewable energy as opposed to fossil fuels and traditional biomass, which affects the
climate and contributes to global warming. Renewable energy reduces carbon dioxide
emissions and global warming.SADC leaders had to come up with ways to adapt to
climate change and its effects; this gave birth to the SADC Energy Access Strategy and
Action Plan in March 2010. The Action Plan came in as a solution to the energy crisis
and as a strategy to realign the SADC energy sector to that of the world.
The study further argues that Africa, and in particular SADC region has abundant
renewable energy resources (solar energy, wind energy, hydro energy.etc), much of
which are still untapped, yet have the capacity to supply the region with renewable
energy for decades.
The findings of the study confirm that SADC Energy Access Strategy and Action Plan
indeed has implications for Peace, Security and Development in the region. The lack of
proper planning, commitment and funds, as well as investments into the energy sector
hinder the development of the regional energy sector and energy access projects. The
SADC region has the potential to meet the energy demands and to venture into the use
of renewable energy. / Thesis (M.Soc.Sc.(International Relations) North-West University, Mafikeng Campus, 2013

Renewable Energy Policy Practices : Three European Cases.Capano, Immanuel January 2012 (has links)
The use of renewable energy sources in EU member states is expected to increase, leading to a more sustainable energy mix, reduced greenhouse gas emissions and a lower dependency from fossil fuels. Promoting the production of renewable energy is a topic that nowadays tops the agenda of many national and regional governments, due to three main reasons: environmental, energy security and regional development reasons, whereby the environmental reasons can be considered the driving force. The Thesis aims at distilling lessons learned from a comparative study of the policies practices in three large Member States and it analyses the relevance of the policy context for the development of the renewable energy (RE) sector. This study examines the national policies of EU member states towards the development of renewable energy, and the rationale for government intervention in this area. It analyses the different supporting instruments adopted by the three Member States and the impact that have on the development of the RE sector.
