Mais precisamente analisa a criação e expansão da Universidade Estadual de Goiás (UEG) e a implementação do Programa Bolsa Universitária do governo estadual em parceria com a Organização das Voluntárias de Goiás (OVG). O estudo em questão procura mostrar que as políticas governamentais de criação da UEG em 1999 e implantação do programa de concessão de bolsas de estudos a alunos de baixa renda regularmente matriculados em instituições de educação superior do setor privado instaladas em Goiás, também nesse ano, contribuíram não apenas para a expansão do número de matrículas em cursos presenciais de graduação no Estado de Goiás, mas também para a redefinição de toda a estrutura do campo da educação superior nesse estado. De um modo geral essas políticas públicas traduziram−se na interiorização do ensino via implantação de unidades ou pólos universitários da Universidade Estadual de Goiás e no fortalecimento do mercado da educação superior em Goiás a partir do suporte financeiro que o Estado passou a dar aos estabelecimentos do segmento privado por meio do Programa Bolsa Universitária da OVG. O estudo revela ainda que as referidas políticas públicas do governo estadual destinadas à educação superior contribuíram para a redefinição das fronteiras entre o público e o privado nesse nível de ensino, concorrendo também no sentido de ampliar a diversificação dos estabelecimentos de educação superior no Estado de Goiás. _______________________________________________________________________________________ ABSTRACT / This study deals with the recently observed expansion phenom enon of higher education in the State of Goiás, by em phasizing the public policies adopted by the State governm ent for this level of education. More precisely, it analyzes the creation and expansion of the Universidade Estadual de Goiás − UEG (State University of Goiás) and the im plem entation of the governm ent's Bolsa Universitária Program (University Scholarship Program ) in partnership with the Organização das Voluntárias de Goiás − OVG (the Organization of Volunteers of Goiás). The study in questions attem pts to show that the governm ental policies that gave rise to the creation of the UEG in 1999, and the im plem entation of the scholarship program for low−incom e students in good standing in private institutions of higher education in the State of Goiás, also on that year, have contributed not only to the expansion of the num ber of enrollm ents in courses requiring m andatory attendance in the State, but also to redefine the whole structure of the field of higher education in this State. Broadly speaking, these public policies translated them selves in the m ovem ent towards taking higher education to the interior of the State by creating rem ote university units or centers of the State University of Goiás, and strengthening the m arket for higher education in Goiás. These goals were m ade possible with the financial support that the State started to give private institutions, through OVG's Bolsa Universitária Program . The study also reveals that the aforem entioned public polices geared towards higher education have suffered from the influx of values and social practices that perm eate relationships within Brazilian institutions, that is, granting of personal benefits, regardless of established and regulated standards. They have also contributed to redefine the borders between the public and the private arena at this level of higher education. ________________________________________________________________________________________ RESUME / La présente étude se penche sur la récente expansion de l.enseignem ent supérieur dans l.Etat de Goiás et m et en relief les politiques publiques du gouvernem ent de l.Etat qui lui sont consacrées. On y analyse plus précisém ent la création et l.essor de l.Université de l.Etat de Goiás (UEG) et la m ise en place du Program m e Bolsa Universitária (bourses universitaires) de l.Etat fédéré, en partenariat avec l.Organisation des Volontaires de Goiás (OVG). On s.attachera à dém ontrer que les politiques publiques de création de l.UEG en 1999 et la m ise en .uvre du program m e de concession de bourses aux étudiants des couches défavorisées régulièrem ent inscrits dans divers établissem ents d.enseignem ent supérieurs du secteur prive installés au Goiás, dès la m êm e année, ont contribué non seulem ent à un accroissem ent du nom bre d.inscriptions aux prem ières années universitaires, m ais égalem ent à une redéfinition de toute la structure de l.enseignem ent supérieur dans cet Etat. Grosso m odo, cela s.est traduit par une pénétration de l.enseignem ent dans l.arrière−pays, avec l.im plantation de succursales ou de pôles universitaires de l.Université de l.Etat de Goiás et par le renforcem ent du m arché de l.enseignem ent supérieur dans le Goiás, grâce au soutien financier offert par l.Etat aux établissem ents du secteur prive, par le biais du program m e Bolsa Universitária de l.OVG. L.étude m ontrera égalem ent que ces politiques publiques de l.Etat fédéré ont subi les influences de valeurs et de pratiques sociales qui im prègnent les rapports au sein des institutions brésiliennes; nous voulons parler des faveurs personnelles, en dehors de toute norm e statutaire et réglem entaire. Enfin, on exam inera com m ent ces politiques publiques ont aussi contribué à une redéfinition des frontières entre le public et le privé, à ce niveau de l.enseignem ent.
