An assessment of environmental indicator data quality in GRI sustainability reporting

This project assessed whether the Global Reporting Initiative (GRI) focuses on providing true environmental indicator reporting within its framework. The analysis focused on environmental indicator data quality through observation of the data collection process for a sustainability report. Participants showed satisfaction with the requested data in regards to future comparability and transparency, concerns with data reliability and stakeholder concerns and significant concerns with data gathering systems. A review of 2007 reporting identified a low level of complete environmental indicator reporting and a low level of independent assurance. The study recommends significant enhancements at the GRI and governmental level. At the GRI level, the study recommends mandatory assurance of reports to receive GRI designation. At the governmental level, the study recommends mandatory corporate reporting for larger organizations to limit data quality issues and raise the overall sustainability performance of those organizations having the largest potential impact on sustainability.

Sustainable development indicators and local government

As the level of goverrument closest to the people, local authorities have been credited with a key role in action towards sustainable development (United Nations, 1992). This thesis describes research which addresses mechanisms for evaluating sustainable development practice by local govemment. A review of approaches to measuring progress, in economic, social and environmental terms, identified sustainable development indicators as an evaluation framework whose applicability to local government warrented further research. A review of research literature highlighted the need for a dynamic and cyclical research approach which would acknowledge the contested and valueladen nature of both sustainable development and the research endeavour. The fieldwork is written up in three stages. The first stage explores the scope for transferring experience from public sector quality and performance indicators work. The second stage is a thin and linear description of the process of Fife Regional Council's role as a pilot authority in a Local Government Board Sustainability Indicators project. The third stage uses the wide range of written and experiential data gathered through the role of Project Consultant/Researcher to the Fife project to present a rich description of 'Sustainability Indicators for Fife'. The dialectic and hermeneutic framework adapted for this study enabled a detailed examination of the iterative movement between the sustainable development framing of the whole report and the process of crafting individual indicators. The study concludes that sustainable development indicators have considerable value as a performance management tool for use in local government, particularly in the context of the Local Agenda 21 and Community Planning initiatives. However, it is the quality and approach to local governance that will have an overiding impact on the achievement of effective action towards sustainable development. Recommendations are made for good practice and for further research.

Orientador: Roberto Wagner Lourenço / Resumo: A percepção da importância da preservação e dos cuidados na utilização e racionalização da água tem aumentado a partir do momento em que se nota que este é um recurso finito, com custos elevados para tratamento e recuperação. Diversas fontes podem causar a poluição e o comprometimento de corpos hídricos, como efluentes domésticos, industriais e escoamento superficial agrícola e urbano. No Estado de São Paulo o sistema de gestão relacionado aos recursos hídricos é dividido em 22 unidades de gerenciamento, denominadas Unidades de Gerenciamento dos Recursos Hídricos (UGRHI). Desta forma, esta pesquisa teve por objetivo estudar uma dessas unidades em termos da relação do uso do solo e cobertura vegetal com a qualidade de seus recursos hídricos. Foi escolhida a sub bacia do rio Una, por se tratar de uma importante bacia pertencente ao sistema da UGRHI do Sorocaba-Médio-Tietê e por possuir poucos estudos relacionados à interferência do uso do solo e cobertura vegetal, além de ser um dos mais importantes rios que formam um reservatório de água responsável pelo abastecimento de mais de 600 mil pessoas na região. Para o desenvolvimento desta pesquisa foram utilizadas técnicas de sensoriamento remoto para análise de mapas temáticos relacionados ao uso do solo e cobertura vegetal, bem como coletas em campo para obtenção de índices de qualidade da água.
