Integrating environmental management systems into corporate management : a case study of Hulett Aluminium.

Environmental management systems (EMSs) have been advanced as a tool for successful adoption and implementation of environmental management initiatives in organisations. As with any management system, an EMS needs to be integrated into corporate management so that it may operate in congruence with the other management systems present in an organisation. One framework that has been widely recognised for fostering the process of management systems integration in organisations is Mckinsey's 7-S model of business elements. This model has been used to understand and foster integration in mainstream management and business circles. However, it was the researcher's considered view that the model could be usefully applied in organisations to foster EMS integration. Hence, the study set out to explore the efficacy of Mckinseys 7-S model using a case study, namely Hulett Aluminium. Data collection included reviewing related literature, interviewer administered questionnaires and open-ended interviews. The study had a total of 41 respondents, most of whom were questionnaire respondents. Simple coding sheets and content analysis were used to-analyse the data. It is clear from the study that Mckinsey's 7-S model is useful to understanding EMS integration in organisations. However, the model does not adequately provide for human aspects in the process of dealing with change. The model's inclusion of human aspects seems to be confmed to skills (i.e. capacity and knowledge), with an inclination towards technical imperatives. However, non-technical factors such as the way the employees perceive of the change and how it affects them are also important. Positive perceptions, especially those arising from personal results could serve to reinforce the change process, which apparently is at the heart of EMS adoption and implementation. This study does not present statistically definitive conclusions, but interesting trends and views emerge. It should be regarded as exploratory, providing directions to researchers for further, more in-depth research into the theme of the study. Understanding environmental assessment and public participation process challenges among the vulnerable interested and affected parties : five cases studies from rural KwaZulu-Natal.

The Public Participation Process (PPP) for Environmental Assessment (EA) is a mandatory procedure to facilitate participation of Interested and Affected Parties (IAAPs) in decision making for proposed development projects. Participation of the vulnerable IAAPs in the PPP is affected by complex challenges. These challenges make it difficult or impossible for Environmental Assessment Practitioners (EAPs) to successfully conduct and complete PPPs. This study investigated the nature and impact of the challenges in the decision making process. The study sought to develop an understanding of the challenges and suggest better approaches. Based on purposive sampling, a case study approach was adopted to analyse five PPP cases conducted in rural KwaZulu-Natal. Five key challenges: lack of EA legislation awareness; imbalanced power relations; negative past experience; threat to environmental autonomy; and poor project planning affected the PPP cases analysed in this study. These challenges emanate from internal and environmental factors. The study argues that internal challenges such as a lack of EA legislation awareness can be managed better during the PPPs. However, external challenges such as imbalanced power relations are usually impossible to resolve during the PPP. The modes of communication play a key role in public participation. Word of mouth is appropriate to facilitate participation of the vulnerable IAAPs. A key finding was the combined impact of the challenges and appropriateness of communication mode determines the PPP outcome, with the challenges being significant determining factor. The study maintains that a good understanding of potential challenges associated with development project sites will enable EAPs to design better and more responsive PPP approaches. To achieve this, the study recommends a Dual Approach Planning Model (DAPM). This approach recommends designing the PPP through preplanning information appraisal and prediction of potential challenges to create awareness about potential challenges. The DAPM argues that this awareness will assist EAPs to better estimate the time and to mobilise tools and resources required to manage the challenges, while focusing on successful completion of the PPP. Mkhondeni Stream Catchment Area Strategic Environmental Assessment : an examination of governance processes with particular reference to public participation.

In recent years within South Africa, good governance has become a governmental goal with sound public participation processes becoming a core element of good governance practices. As a result of this goal, most decision-making tools have an element of public participation within them: a Strategic Environmental Assessment (SEA) is one such tool. This study aimed to examine the governance processes within the draft Mkhondeni Stream Catchment (MSC) area SEA with particular reference to public participation. Five objectives were conceived to achieve this aim. The first objective involved an examination of the public participation processes as articulated by the legislation. The second objective involved an examination of the public participation processes of the draft MSC area SEA. The third objective was to determine whether the ‘deliberation’ or public participation process was adequate. The fourth objective was to investigate how the draft MSC area SEA was framed and reframed by key stakeholders. The fifth and last objective of this study was to reflect on the public participation process and how it may be strengthened. Against the background of a focused literature review on good governance practices, public participation and SEAs, the fieldwork undertaken involved a qualitative approach using key informant interviews and random community member’s interviews. The key informant interviews were held with what are widely considered to be the key stakeholders within the MSC area SEA process. Random interviews were held with Ashburton community members to add value to this study by allowing for a wider perspective from general community members to be understood. There were 5 objectives that are set out for this study and they were achieved. Objective 1 is achieved through an examination into the public participation processes as articulated by the Provincial Department of Environmental Affairs and Tourism (DEAT) and legislation. The findings reveal that there is sufficient legislation and processes with regards to public participation in terms of Environmental Impact Assessments (EIAs); however it is noted that there is a lack of clarity with regards to the public participation processes and legislation within the SEA process and at present there are only recommendations for best practice. Objective 2 and 3 are achieved as they dealt with the understanding and adequacy of the public participation processes within the draft Mkhondeni SEA. The findings generated allow for the public participation methods and process used to be noted and in relation to the methods and process used the public participation process was deemed to be inadequate as it did not meet the minimum requirements stipulated by legislation in terms of public participation within an environmental assessment as well as the recommendations for best practice. Objective 4 is achieved by investigating how the draft SEA is framed by the key stakeholders. Out of the results the emerging themes that were identified within this study were that of: (a) Misrepresentation of the community by the Preservation of the Mkondeni Mpushini Biodiversity Trust (PMMBT); (b) the SEA being viewed as a learning process in which a lack of clarity emerged amongst interested and affected parties (I & APs) about the exact process that needed to be carried out to achieve the SEA; (c) a lack of trust in the government to take the comments of the community into consideration; (d) the importance of education within society about environmental tools, such as the SEA, and their uses; and (e) the need for social development to be considered alongside environmental concerns within the Ashburton area. And lastly, objective 5 is achieved as the public participation process within the draft SEA is reflected upon and recommendations are made. These recommendations deal with the following: (1) Involvement in the Formulation of the ToR, (2) Identification of I & APs, (3) Feedback, (4) Capacity Building and Education needs and (5) Management of the SEA Process. The implementation of an environmental monitoring and management system in the wilderness area of the Hluhluwe-Imfolozi Park.

KwaZulu-Natal’s Hluhluwe-Imfolozi Park has historically been prioritized for biodiversity conservation but it also has the oldest protected wilderness area in the country. For 50 years, conservation management, tourism and education within the Imfolozi Wilderness Area have generally been carried out using non-mechanized wilderness principles. The validity of the Imfolozi Wilderness is constantly questioned in terms of efficiency, equity and aesthetics and is consequently subject to a variety of pressures that those different ideologies can exert. The historical development and applicability of the wilderness concept is examined here against evolving South African social and environmental circumstances. Whilst this investigation confirms the findings that colonialism and apartheid resulted in the exclusion of local peoples from protected areas, it also takes note that Imfolozi’s history is characterized by organizations and individuals who ignored the racist laws of the time. Nevertheless, management structures pertaining to both politics and conservation tended to be top-down, such that the Imfolozi Wilderness retained an air of elitism, regardless of attempts to be racially inclusive. Modern trends in protected area management expose the necessity of refining the justification of wilderness areas, to simultaneously recognize localized priorities and the importance of such areas to the planet’s ecological wellbeing. Without attempting to resolve philosophical debates but, at the same time, recognizing their validity, protected area management requirements for the Imfolozi Wilderness are examined in terms of the legal mandate handed to the management agency. This leads to the selection of the Limits of Acceptable Change planning and management system which is implemented as an action research project in conjunction with the Imfolozi Management Team, over a three year period. This involved: defining legal mandates and area issues; defining the zonation categories for the wilderness area; selecting the indicators to measure human impact; compiling an inventory of conditions in the wilderness area; specifying standards; examining alternative zonation category allocations from stakeholders and selecting a preferred alternative. The desired outcome was the establishment of a system in which managers could receive ongoing collaboration from stakeholders and consultatively develop a defendable wilderness management strategy that would meet the legal requirements of the area’s proclamation.
