Social Marketing in Ritual Custom Context: A Example from The Ghost Money Burning Reduction Policy in Kaohsiung.

Ghost-money burning is an important ritual custom in Taiwanese folk religion. But with the growth in population and residential density, such burning becomes more and more threatening to air quality and public health. To make compromise between folk customs and air quality, the government urged the public to change the custom. To understand how successful the government¡¦s strategies are, this study used 4 social marketing variables and people¡¦s concern for ritual custom to predict people¡¦s attitude toward ghost-money burning. A convenience sample of college students, workers in local court, and people from the general public were invited to answer the questionnaire in this study. A total of 255 participated and gave valid answers. Results found that: 1. The more people believed that ghost-money burning was required by ritual customs, the more positive their attitude would be. That is, they would regard the burning as less harmful, and would be less willing to reduce it. 2. Social marketing strategies that changed cost and convenience had negative effect on attitude. That is, when people believed burning less ghost money was good for them, they would regard the burning as harmful and be more willing to reduce it. The same happened when people believed it was convenient to take alternatives for burning ghost money. 3. The effect of ritual customs on attitude toward ghost-money burning was greater than the effect of social marketing variables. In light of these findings, when urging the policy of Ghost-Money Burning reduction by means of social marketing, the government should both focus on changed cost reduction and convenience enhancement, which will be more effective on changing people¡¦s attitude toward Ghost-Money Burning.

Due to the prosperity of industry and business in these days, the population density is getting higher and higher. At the meantime of high development pursuit, life quality, ecology balance, health, and the environment for the descendants are as well affected. With the rise of environmental protection consciousness, the hope to defend individual rights and protect living surrounding is more highly emphasized. Because of the lack of pertinent access, people go out protesting their rights which has caused disorder and chaos in our society. It has had negative impacts on no matter environmental protection, economic development, governmental authority, and image of ¡§serving.¡¨ It is the most important principle of the environmental protection bureau to base on citizens¡¦ opinions towards environment while handing down a policy. The performance evaluation at present stage, therefore, is actually a chief reference for ongoing policy making and efficiency improving. The presently used method of efficiency evaluation has long been questioned and challenged; for example, the prudence and objectiveness of evaluation, fairness and justice of the contrived evaluating mode, economy of the evaluating process, lack of constructive advises to inefficient evaluated departments, and so on. In that case, the study manages to adopt a more objective method, Data Environment Analysis, and to evaluate and discuss the performance and main causes of efficiency differences aiming at the environmental protection bureaus in every county. With the purpose of making the outcome more objective, the study makes use of in-depth interview, Pearson Correlation, and input-output combination analysis to determine the evaluating criteria. Other than setting up the standard, the researcher furthermore conducts an empirical study by integrating DEA and regression analysis. Through the utilization of regression analysis can let on whether exogenous variables have obvious effects on the efficiency score. Lastly, this research managed to calculate the overall efficiency score gained from the DEA application from 1999 to 2001. The aim is also to find out the satisfaction with how the Environmental Protection Administration Executive Yuan has dealed with grievance statements for the past three years. The purpose is to discover the relationship between the overall efficiency score and the satisfaction degree. Via the study, findings of more relevant issues are expected and also the researcher hopes to provide the decision-making authority reference to make improvements for future measures.

Trade-off Models In Sustainable System Engineering

Prior to concerns of sustainability, almost all industrial engineering models tried to minimize cost or maximize profit. Sustainability awareness has recently forced the decision makers to also take into consideration such aspects as clean water use, or carbon dioxide emissions. In an effort to incorporate more aspects of sustainability in optimizing production efforts, we present a network model to handle trade-offs among dissimilar sustainability criteria. Since typically there are alternative choices for the various operations, the network allows parallel arcs between the same nodes. We also introduce the concept of generalized cost. Generalized cost is a vector quantity that includes not only a monetary measure, but also measures relevant to sustainability, such as carbon use or embodied energy. The approach leads to a multi-criteria decision making model, whose efficient frontier is obtained by the epsilon constraint method. Numerical work shows that the computational effort to obtain the efficient frontier is reasonable, allowing products of up to about a hundred activities to be solved with the current generation of personal computers.
