Progress and economy: the clash of values over Oregon's Trojan Nuclear Plant

From 1976 to 1992 Portland General Electric (PGE) -- a private utility based in Portland, Oregon -- operated the Trojan Nuclear Plant near Rainier, Oregon, on the bank of the Columbia River. Trojan was the first commercial nuclear facility in the Pacific Northwest and was the largest such facility in U.S. history. From its origins, Trojan was the focus of growing conflict over atomic energy facilities and their environmental effects, risks, and costs. This thesis traces the history of Trojan, including the conditions in which PGE decided to build the plant as well as the changing conditions in which the environmental movement in Oregon worked to impact the operation of Trojan and the development of further atomic energy facilities in the region. Two sets of values, largely endemic to the region, came into conflict in the debate over Trojan: one which valued preservation of vital natural systems over all else, and another that elevated technological progress to supreme importance in achieving the ultimate social good. Supporters of Trojan and anti-nuclear activists both viewed misinformation about nuclear power as one of the central problems in the way that Oregon residents viewed nuclear power. Although there were many loyal supporters of Trojan, particularly in Columbia County, there were also a great number who viewed the technology cautiously. While both PGE and nuclear opponents worked diligently to sway public opinion, many activists did so by attempting to uncover and publicize hidden information about the design and operation of Trojan, and the nuclear fuel cycle in general. This included efforts throughout the plant's lifetime to develop opportunities for intervention in administrative proceedings, government hearings, and other arenas which often discourage citizen involvement. Related to the public debate over Trojan were ongoing operational difficulties and changing economic conditions, which contributed to the decision PGE announced in 1993 that Trojan would be permanently shut down. This study is based primarily on coverage from newspapers and periodicals, new and extant oral history interviews, documents from the personal files of activists, as well as various archival materials associated with PGE, activist groups, and government agencies.

Grassroots Resistance in the Sustainable City: Portland Harbor Superfund Site Contamination, Cleanup, and Collective Action

How does progressive change happen in so-called sustainable cities? In this dissertation, I present findings from a three year-long ethnographic investigation of grassroots organizing in Portland, Oregon, a city at the leading edge of the green urbanism movement. This research centered on an extended case study of the Portland Harbor Community Coalition (PHCC). PHCC is an alliance of grassroots groups working to ensure that cleanup of the Portland Harbor Superfund Site benefits those who have been most impacted by pollution. In this dissertation, I develop three main empirical findings. First, despite depoliticized (sustainability) discourse permeating the harbor cleanup planning process, which excluded impacted communities from and minimized disparate impacts resulting from contamination and cleanup, there has not necessarily been a green growth machine operating in the way that we would expect. Instead, a classic status quo growth machine has indirectly pushed depoliticized sustainability discourse, and benefited from it at the expense of vulnerable residents -- even in a paradigmatic sustainable city. Second, in contrast to the "just green enough" strategies put forth in previous research, there are, in fact, grassroots groups who are demanding robust environmental improvements as part of broader social and environmental justice outcomes. PHCC takes an "oppositional community development" approach in attempting to transcend the green development-displacement dialectic. This approach has entailed being strategically confrontational some of the time, and engaging through more established participation channels at other times. Third, individual and collective historicized learning has played a key role in PHCC's efforts to re-politicize the cleanup planning process in three ways: it helped coalition members connect their personal experiences to the harbor; it helped coalition members build a political analysis of the cumulative and inter-generational ways that harbor pollution has impacted different groups; and a collectively produced historical narrative ultimately contributed to the coalition's moderate success in pushing public agencies to be more responsive to impacted communities. More broadly, this research draws attention to the historical contingencies, organizing approaches, challenges, and transformations experienced by ordinary people coming together to fight for a more just sustainability. It suggests that in order to develop a fuller understanding of urban socio-ecological change processes--and to make meaningful contributions to change in an era of environmental crisis, extreme housing instability, racial violence, and other forms of oppression--scholars must pay attention to those working on the front lines of change, themselves, in broader historical context.

Working for the "Working River": Willamette River Water Pollution, 1926 to 1962

Efforts to abate Willamette River pollution between 1926 and 1962 centered on a struggle between abatement advocates and the two primary polluters in the watershed, the City of Portland and the pulp and paper industry. Throughout the twentieth century, the Willamette was by far the most heavily populated and industrialized watershed in Oregon. Like many other of the world's rivers, the Willamette was an integral part of municipal and industrial waste removal systems. As such, the main stem of the river carried the combined wastes from sewage outfalls serving hundreds of thousands of people and millions of gallons daily of pulp and paper making effluents. Exacerbating the impacts of these pollutants on the Willamette were unavoidable geologic and hydrologic constraints impacting the river's flow and, therefore, the river's ability to dilute wastes. As the pollution load in the Willamette River increased throughout the twentieth century, accustomed activities such as recreation, sports fishing, and commercial fishing, were constrained. The polluted water also threatened potential uses of the river, such as tourism and expanded recreation after World War II. To address these concerns, beginning in 1926 clean streams advocates created ad hoc groups of public health experts, sanitary engineers, conservationists, sportsmen, and others to pressure Portland officials and industry representatives to cease polluting the river. In November 1938, continued activism and lobbying from these groups led to the passage of a citizen's initiative creating the Oregon State Sanitary Authority (OSSA). From 1939 to 1962, the OSSA took the lead in the water pollution abatement issue and realized some limited successes including pushing Portland and other cities to build sewage treatment plants and regulating pulp and paper mill discharges. However, in spite of these accomplishments, the issue of water quality grew more complex and difficult through the 1950s, as reflected in Tom McCall's November 1962 television documentary Pollution in Paradise.
