The Relationship Between Regional Policy And Regional State Aid Policy In The European Union And Implications For Turkey

The aim of this thesis is to investigate the relationship between regional policy and regional state aid policy in the European Union and to evaluate the implications of this relationship on the transformation of the regional policy approach of both the EU and the member states with specific focus on the implications for Turkish regional policy in the process of EU accession. After providing a critical review of regional policy and regional state aid policy in the EU, this thesis lays out the possible alternatives for regional policy following the enlargement of the Union in 2004. The analysis shows that in the absence of a significant increase in the funding directed to regional policy at the EU level despite an increase in regional disparities and as a result of more strict regulations on regional state aids granted by member states / a trade-off exists, especially for less-prosperous member states, between national growth and reduction of regional disparities. Thus, achieving a proper balance between competitiveness and cohesion in the EU necessitates the coordination of national and EU level funding for regional development. The implications for Turkey is that in order to achieve national convergence with the EU in the short run and to reduce regional disparities in the long run, Turkey needs to revise its regional policy and regional state aid policy as to strategically coordinate national and EU regional policy funding.

This thesis analyses the roles and approaches of the political components within the framework of Turkish Social Democratic Movement in the process of the determination of the Turkey-European Union relations. This thesis will provide a chance to conceive how the European Union and the relations between Turkey and the European Union are considered and assessed by Turkish Social Democrats who are one of the most important components of Turkish politics that have also submitted significant contributions to the Turkey-European Union relations.

ABSTRACT DISCUSSION AND EVALUATION OF MINING AND ENVIRONMENT LAWS OF TURKEY WITH REGARD TO EU LEGISLATION Turkey is trying to become a member of the European Union. Within this frame, studies are proceeding for harmonization of the Turkish legislation with the EU legislation. European legislation might have positive or negative impact on the mineral extraction industry and national mining law. Since there is no title directly related to mining policy in the EU legislation the mining policy of EU was evaluated especially under the titles&ldquo / energy&rdquo / and &ldquo / environment&rdquo / . In this thesis, the Turkish mining regulations and the environmental aspects of the mining activities have been investigated and discussed in comparison with those of EU. The latest developments about mining sectors of Turkey and EU have been evaluated and the comparison between EU directives and Turkish laws and regulations about mining have been made. In this study, modifications that should be realized in laws and regulations and measures that should be taken by Turkey as a candidate country for EU discussed and some proposals have been made.
