A despeito da redução relativa do setor agrícola na composição do Produto Interno Bruto (PIB), os efeitos em termos de transferências de excedentes ganham especial relevância na medida em que se admite uma visão sistêmica, adequada à noção de Complexo Agroindustrial (CAI). Assim, a solução dos problemas relacionados com a geração e transferência de recursos agrícolas excedentes torna-se fundamental para a garantia da estabilidade de preços, no período pós- Plano Real. Partindo dessa premissa, este estudo procura avaliar os impactos econômicos e sociais, decorrentes da elevação na produtividade total dos fatores (PTF) na agricultura e da valorização cambial sobre as transferências de excedentes do setor agrícola para as principais cadeias agroindustriais. Para atender ao objetivo proposto, adota-se, como instrumental analítico, um modelo computável de equilíbrio geral. Buscando avaliar a sensibilidade das transferências da agricultura para os demais setores, foram criados três sub- cenários: economia fechada, semi-aberta e aberta, que se constituem em alternativas em termos de elasticidades de substituição entre bens domésticos e importados. Os principais resultados obtidos no cenário 1 - Elevação da Produtividade Total dos Fatores - mostram que a abertura da economia reduz sensivelmente o impacto em termos de transferência de excedentes agropecuários via preços, para os demais setores analisados, reduzindo o bem- estar das famílias rurais e urbanas. Para o cenário 2 - Valorização Cambial -, a flexibilização das trocas entre produtos domésticos e importados gera efeitos positivos na produção doméstica agrícola e das principais cadeias agroindustriais, indicando o crescimento da produtividade interna. Assim, mesmo com a diminuição do valor das exportações e das importações, o efeito líquido sobre a utilidade das famílias brasileiras é positivo diante da abertura comercial. As principais conclusões do trabalho apontam para a necessidade de alterações estruturais e de longo prazo no setor agrícola, buscando uma inserção mais competitiva da agropecuária brasileira em um contexto de abertura comercial, de forma a reduzir os efeitos negativos em termos de redução da renda e destruição de capitais no setor agropecuário. / The importance of agriculture in the nations’ growing process is hardly undeniable, as well as in advance of the development stage. Concerning to the relative reduction of the agricultural sector in composition of the gross domestic product (GDP), the effects from the transfers of surpluses gain special relevance as a systemic vision adapted to the notion of the Agroindustry Complex is admitted (AIC). So, Therefore, the solution of the problems related to the generation and transfer of the agricultural surplus resources are fundamental for the warranty of the price stability over the post-Real Plan period. Based on this premise, the present study proposes to evaluate the economic and social impacts caused by rising in the total productivity of the factors (TPF) in agriculture, as well as by the exchange valuation on transfers of the surpluses in the agricultural sector to the main agroindustry chains. To satisfy the proposed objective a computable model of general equilibrio breakeven is adopted as an analytic tool. In order to evaluate the sensibility of the transfers from agriculture to the other sectors, three sub-sceneries were generated, that is, the closed economy, semi- opened economy and opened economy that concerning to the elasticities of replacement between the domestic and imported goods are constituted by alternatives. The main results obtained are as follows: for scenery 1 – Rising of the Factors Total Productivity - show that the opening of the economy sensibly reduces the impact in terms of transferring the agriculture and cattle raising surpluses via prices to the other analyzed sectors, therefore reducing the well- being of the rural and urban families. For scenery 2 - Exchange Valuation - the flexibilization of the exchanges between the domestic and imported products generates positive effects on agricultural domestic production and the main agroindustry chains, therefore indicating the growth of the internal productivity. Thus, even with the decrease in the value of the exports and imports, the net effect upon the usefulness of the Brazilian families is positive in front of the commercial opening. The main conclusions of this study point out to the need for structural alterations in agricultural sector in the long run, searching for a more competitive insertion of Brazilian agriculture and cattle raising in a context commercial opening context as to reduce the negative effects in terms of income reduction and capital destruction in the agricultural sector. / Tese importada do Alexandria
