No. of bitstreams: 1 texto completo.pdf: 438612 bytes, checksum: cef59e3491c60d70efa3752a5d454d74 (MD5) Previous issue date: 2003-02-26 / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Pretendeu-se, nesse estudo, analisar e compreender a concepção pedagógica que orienta a ação extensionista do IDAM, tomando como referência a extensão rural enquanto prática educativa, de natureza informal cujo planejamento e ação ocorrem em um contexto bastante diversificado - o Estado do Amazonas -, expresso, sobretudo, pela complexa teia de relações, envolvendo uma diversidade étnica, sócio-cultural, econômica e ambiental. No afã de melhor fundamentar as reflexões acerca do problema de pesquisa, adotou-se como base teórica e conceitual as elaborações sócio-educacionais mannheimianas, através dos conceitos de educação enquanto técnica social e planejamento educacional democrático por ele elaborados. Considerando-se as limitações que se impõem à tentativa de transplantação de esquemas analíticos ou de abordagens teóricas produzidas em contextos específicos do passado no caso, a produção de Mannheim se deu na primeira metade do século XX - para o presente. Procurou-se articular os conceitos acima mencionados àqueles desenvolvidos por Alencar: abordagem participativa e abordagem tradicional ou intervenção tutorial, bem como as reflexões de C.R. Brandão e freirianas relacionadas à comunicação e extensão rural. Quanto aos procedimentos metodológicos, privilegiou-se uma abordagem qualitativa, cujo fundamento de sugere a existência de uma relação dinâmica entre o mundo real e o sujeito, em que o objeto não constitui um dado inerte e neutro. Nesse sentido, realizou-se uma pesquisa documental, associada à utilização da técnica de entrevista não-estruturada, realizada junto aos planejadores e alguns gerentes de unidades locais do IDAM. Entrevistaram-se, ainda, servidores de outras instituições, tais como: UFAM, IBAMA-AM, EMBRAPA- AM, a cooperativa de prestação de serviços de Assistência técnica e extensão rural. A interpretação dos fatos relacionados ao problema e objetivo da pesquisa, através dos elementos empíricos, documentais e conceituais, evidenciou que os pressupostos que orientam o planejamento da ação extensionista do IDAM, ainda, estão fundamentados no anacrônico modelo difusionista inovador rogeriano, isso porque a idéia de ponte ou ligação que une os extremos; de um lado, a pesquisa, e do outro, o produto rural, constitui o “mote” de sua ação. Nessa mesma direção, a pesquisa agropecuária e o processo de geração de tecnologia, vista sob a perspectiva analítica em torno da instituição pesquisada - EMBRAPA -AM, expressam as antigas contradições representadas pelos princípios utilizados na definição das prioridades de pesquisa e forma de atuação, que, no plano do discurso, sinalizam para o desenvolvimento sustentável, com preocupações de ordem sócio-ambiental, mas que, na prática, orientam-se pelos nada sustentáveis princípios da Revolução Verde, cuja conceituação é referenciada na idéia de que a tecnologia é mera decorrência de ciência, pressuposto bastante utilizado para justificar a idéia de neutralidade, objetividade e desideologização da ciência. A pesquisa evidenciou ainda que há um grande distanciamento nas relações interinstitucionais entre os órgãos componentes do setor primário amazonense. Por outro lado, constatou-se, também, que ao assumir, por força de lei, inúmeras atribuições inerentes ao desenvolvimento rural, o IDAM tem encontrado grandes dificuldades em atingir as metas preconizadas, notadamente em função do seu desaparelhamento e desestruturação. O estudo possibilitou identificar a ocorrência de uma dissonância entre os princípios norteadores da concepção pedagógica do IDAM em relação às peculiaridades do contexto amazônico, dada a sua complexidade e dimensão. Porém, assume-se, também, que, a despeito de suas origens, a extensão rural pública é indispensável, mas que, como diz Paulo Freire, ela deve emanar do povo e ir além do puro treinamento técnico. Considerando-se algumas experiências atualmente em curso em outros estados da federação, entende-se possível pensar-se na sua reorientação. / Intended, in this study, analise and comprehend the pedagogic conception which orient the extensionist action of IDAM, getting as reference the rural extension while educative practice, of informal nature, whose projection and action occur in a plenty diversificated context - the State of Amazonas - express, over, by complex web of relationship, involving a etnic, social and cultural, economic and ambiental diversity. In the anxiety to improve the fundaments of the reflection about the research's problem, adopted as theoretical and conceptual basis the social and educational Mannheim's theory, through the educational's concepts while social technic and educational democratic projection, elaborated by him. Considering the limitations which impose the attempt of transplantion of analitic scheme or theoretical concepts elaborated in specified context of the past - in the case, the Mannheim's intelectual production occured. In the first half of century XX - to present. Seeked articulate the concepts above mentioned those developed by Alencar: parcipative boarding, traditional boarding or tutorial intervention, well as the C. R. Brandão Freire's reflections refered to comunication and rural extension. As to the metodologic procedure, priviliged a qualitative boarding, whose basis of synthesis and experience of a dinamic relation between the real world and the subject, In which the object doesn't constitute inert and neutral data. In this way, accomplished a documental research, associated with the utilization of interview's technic non-structured, realized with employee of others institutions, as: UFAM, IBAMA-AM, EMBRAPA-AM and cooperative society of tasks' installment of technic and rural extensionist assistance. The interpretation of the facts related with the research's problem and object, through the empiric, documental and conceptual elements, evidenced the pretext which orient the projection of extensionist'action of IDAM, still, it's founded in the anacronic diffusionist innovated Roger's model, its because the idea of joining or conection that united the extrems: of a side, the research, and the other, the rural producer, constitute the basis of IDAM's action. The research still evidenced that exist a enormous distance in the relationship interinstitutionals between the institutes components of primary sector of Amazonas. In other way, testified too, since the acquierement, by the law, of innumerable attributions inherent for the rural development, the IDAM has found amples dificulties to reach the aims preconized, in reason of absence of implements and structure. The study allowed identify the occurence of a dissonance between the leader basis pedagogic conception of IDAM in comparison with the peculiarities of the amazonic context, analised its complexity and dimension. But, assume too, in spite of its origin, the rural extension public is indispensable, but that, like sais Paulo Freire, it must emanate from the people and goes beyond of the pure technic trainning.
