The Application of Activity-Based Costing for the charges systems of the Kaohsiung city

In 2002 the Legislative Tuan promulgated the ¡§Charges Law.¡¨ Undoubtedly this has empowered county and city governments to levy charges/fees. Kaohsiung City Government has thus commissioned us to reexamine the reasonableness of the charges system of Kaohsiung city and study how to enhance the levy of charges, through investigating user charges/user fees, Activity Based Costing, and the charges system of counties and cities. This would increase the revenues of Kaohsiung city and comply with the Charges Law requiring local governments to periodically examine and adjust the regulations on charges. The study has found: (1) The fees charged by Kaohsiung City government agencies for city service can be increased. (2) Fewer than 30% of agencies of Kaohsiung City government as well as other county and city governments charge fees that are permitted by local ordinances and regulations. (3) Kaohsiung City has less revenues derived from levying charges than does Taipei City, primarily because the latter has more high rate, more people using public services and facilities and charges new fees. (4) As indicated by questionnaire survey, government agencies for citizen service of Kaohsiung City are not eager to adjust charges or levy new fees in the future. This study suggests Kaohsiung City to adjust charges and levy new fees in consideration of the distinctive conditions of city, by abiding by the ¡§equal, fair¡¨ principle, and by referring to other county and city governments in this regard.

Developing a model for a fixed litigation fee structure for implementation in a small to medium sized law firm

Thesis (MBA)--Stellenbosch University, 2014. / ENGLISH ABSTRACT: Legal costs in South Africa are generally regarded as being too high. This leads to numerous problems. For example, a person with a valid dispute who cannot afford to have the dispute resolved in court, has limited access to justice, which is a constitutional right. The two methods that are most commonly used by attorneys engaged in litigation in South Africa to account to their clients are: Hourly billing, where clients are billed for the time spent on a matter or for the volume and number of documents created, and contingency fees, also known as “no win no fee” arrangements. Both these billing systems have disadvantages, including the incidence of risk during the litigation process and the incentive to the attorney to act in the client’s best interest. It is submitted that a fixed fee structure would resolve many of the problems experienced by the traditional billing methods. The challenge is to arrive at a fixed fee structure which is based on a proper analysis of the amount of work involved in the legal process. In order to calculate such a fixed fee structure, the legal process has to be broken into a number of steps and sub-steps, and each of these steps should then be analysed to ascertain how much work it entails. The aim of this study is to arrive at a model for a fixed fee structure which can be implemented at other law firms that are also engaged in litigation work. Primary billing data obtained from the author’s law firm was analysed to ascertain the various steps in the legal process, and to calculate the expected amount of work involved in each step. This data was then used to develop a fixed fee structure model which can be adopted by any litigation law firm, by merely multiplying its own current hourly billing fee structure with the values provided in the model. Certain practical problems which may be encountered during the implementation of the fixed fee structure are also discussed and possible alternative solutions are provided.

The proliferation of college tuition and fee inflation charts : the reality for Texas community colleges, 1993 to 2008

In 2006, the first college tuition and fee inflation chart was produced to illustrate the rate of increase of tuition and fees for colleges and universities in the U.S. This chart was created to highlight the decreasing affordability of higher education in America, and consequently, decreased access and participation of higher education. Currently, there are four authors who have produced five college tuition and fee inflation charts, as one author produced two charts in different years (Blumenstyk, 2008; Callan, 2006a; Callan, 2008; Wang, 2008; Wellman, 2006). The five basic charts are predicated on data which pertain to but do not differentiate between public and private two- and four-year graduate and undergraduate institutions of higher learning. The publication of charts that do not differentiate between higher education sectors has effectively masked important institutional distinctions from the public. This study focused on the rate of increase of tuition and fees for the 50 Texas community colleges. Moreover, this study used the entire population data, not just sample data as depicted in the current charts using descriptive quantitative data from 1993 to 2008. This greater analysis of historical data allows community college leaders to describe their affordability challenges more accurately and, therefore, more effectively. / text
