1 Summary "STATUTES OF UNIT OWNERS ASSOCIATION" The thesis deals with the statutes of a unit owners association as they are regulated in the Czech law (hereinafter referred to as the "Statutes"). The Statutes are the basic legal document of any unit owners association, through which the rights and obligations of the individual unit owners are exercised. The Statutes should provide any unit owners association with a framework for its smooth functioning in relation to its members (unit owners), as well as in relation to third parties. Much like other juridical (legal) persons, a unit owners association is created when registered to the public register. Its creation is preceded by a founding legal act of the future unit owners, i.e. the future members of the association. Statutory law (i.e. the new Civil Code No. 89/2012 Coll.) stipulates under what conditions the founding members are allowed to establish the unit owners association. For a successful registration of the association in the public register, ordinarily, the Statutes have to be approved by the founding members. The legislation sets out certain mandatory requirements, nonfulfillment of which would lead to a dismissal of the registration. Ownership of Flats Summary In his diploma thesis "Ownership of Flats", the author focuses on applicable law of flat ownership in the Czech Republic, especially the Flat Ownership Act 72/1994 Sb. The author puts the contemporary regulation in historical context; he describes the theoretical principles underlining the current applicable law and defines in detail the basic legal terms used by the Flat Ownership Act. Original and derivative forms of flat ownership acquisition are explained, namely a contract of construction, a contract of sale and a so-called declaration of the house owner. Forms of cessation of flat ownership are briefly described. The author provides an analysis of general owner's rights and specific owner's rights and duties regulated by the Flat Ownership Act. A significant part of the thesis is dedicated to the analysis of the legal framework regulating the legal entity of commonhold association, the residents' management corporation. Provisions of the Flat Ownership Act regulating the internal organisation of commonhold association are critically discussed in relation to the rights and duties of the respective flat owners. Resumé - in English The concern of this thesis is residential lease and its legal consequences. Thesis describes current legislation having the Act No. 89/2012 Coll. The Civil Code as the main pillar. At the beginning the general legislation aspects of residential lease (without deep dive into history) are discussed. The thesis's primary focus is the rent and payment for services related with the flat usage (Chapter 6). This chapter also covers historical development of the related legislation since the World War 1st till the present time with the outlook for the near future. The opening chapters of the thesis discuss the general aspects of lease agreement and all its components, the form of lease agreement and all its subjects. Further chapters depict the main principles of legal protection of all agreement parties, where the appropriate legislation can be found and what are the main conceptual characteristics of this legal term including its deeper details. However, the characteristics distinguishing residential lease agreement and other agreements are covered just marginally. Subject of residential lease agreement, the term "flat" and its "accessories" are analyzed thoroughly. Pro svoji práci jsem zvolila podrobnější zkoumání konkrétní příjmové situace poplatníků v případě zavedení rovné daně a zhodnocení přínosů rovné daně převážně v souvislosti s příjmy. Součástí této práce jsou také příklady z několika států, kde rovná daň byla již zavedena.

The dynamics of spanwise vorticity on a rotating flat plate in a starting motion

The initial rotation of flat, rectangular plates in quiescent flow were studied experimentally using two-dimensional and stereoscopic particle image velocimetry. The study examined the vortex dynamics of spanwise vorticity created on the upper, leeward surface of each plate of aspect ratio 2 and 4, which consists primarily of a leading-edge vortex. Reynolds numbers of 4,000, 8,000, and 16,000 based on the tip velocity and angles of attack of 25°, 35°, and 45° were investigated at five different azimuthal locations (90°, 180°, 235°, 270°, and 320°). The 25% and 50% spanwise positions for the aspect ratio 4 plate and 50% spanwise position for the aspect ratio 2 plate were studied. For the 25% and 50% spanwise location for the aspect ratio 4 and 2 plate, respectively, the leading-edge vortex structure's shape and coherence appear to be evolving temporally as the plate begins its initial motion. Leading-edge vortex circulation measurements confirm there is a non-monotonic trend showing increasing values until an azimuthal position of approximately 220° where there is a dip in the circulation values, but the circulation then rises towards the end of the range of azimuthal positions investigated. A strong region of counter-rotating vorticity was observed on the surface of the plate beneath the leading-edge vortex from the interaction of the leading-edge vortex with the plate. It was hypothesized that the interactions between the leading-edge vortex and counter-rotating vorticity are an important factor in governing the dynamics and strength of the leading-edge vortex which may ultimately determine whether the leading-edge vortex remains attached. To validate this claim, a transport analysis of the vorticity in the leading-edge vortex was developed to determine the contributions of spanwise flux, tilting of in-plane vorticity components, the shear layer, and annihilation has on the rate of change of circulation of the leading-edge vortex in the spanwise direction. Results of this analysis indicate that annihilation of the leading-edge vortex from entrainment of the counter-rotating vorticity is an important factor in governing the dynamics of the leading-edge vortex.
