The research is based on a case study of the Peruvian Social Fund, FONCODES, and utilizes a qualitative data collection approach. It mainly relies on semi-structured interviews with FONCODES&rsquo / staff and community members, unstructured interviews with experts, and analysis of operational documents. The research concludes that several organizational and institutional characteristics affect community participation in FONCODES projects but the direction of this influence depends on how specific areas of the organization&rsquo / s context are structured as well as on political variables in the institutional environment.</p>

Factores de éxito y factores limitantes del sistema de producción familiar del Programa Haku Wiñay. El caso del proyecto desarrollado en el distrito de San Miguel, Provincia La Mar – Ayacucho, periodo 2015 a 2017

Esta investigación busca establecer si el primer componente del Programa Haku Wiñay denominado “Sistema de Producción Familiar” desarrollado en la provincia de San Miguel, departamento de Ayacucho, fue congruente con las políticas de Inclusión Económica promovido por FONCODES, versus las necesidades de la población. La base de este componente se centra en la dotación de activos productivos y asistencia técnica que están orientados a fortalecer el capital humano y social de los hogares para el desarrollo de capacidades campesinas y la generación de ingresos sostenibles, vinculados a la seguridad alimentaria y a la agricultura sostenible. La política social del Programa Haku Wiñay está catalogado como exitoso en la lucha contra la pobreza y extrema pobreza en comunidades rurales; conocer las bondades y las limitaciones de esta política pública es fundamental para la gerencia social, con el fin de lograr lecciones y proponer mejoras para el fortalecimiento de experiencias similares en otras zonas del país. Las técnicas de investigación empleadas en la etapa de campo, fueron: las Entrevistas Semi Estructuradas, el Focus Group y la Observación Participante. El paquete tecnológico propuesto por el Programa Haku Wiñay, fue apropiado a las necesidades de los participantes, que demostraron satisfacción y valores cívicos por participar; sin embargo, no atendieron las necesidades del total de la población. El éxito del programa radica en la entrega del paquete completo, dentro de los cuales comprende el sistema de riego tecnificado que optimiza el uso del agua en épocas de estiaje. La percepción de la población en general es que el paquete tecnológico no tuvo el efecto esperado en la solución de los problemas productivos de toda la población; prevaleció la injerencia y oportunidad de financiamiento de Perú LNG para la atención de los afectados del proceso constructivo. Un ejemplo notable es la comunidad de Cochas, 5 veces más grande que las otras comunidades, dónde sólo la tercera parte de la población se vio beneficiada, el resto clama hasta la fecha ser atendidos; tampoco se entregó el paquete completo a las otras poblaciones, sobre todo, el sistema de riego tecnificado ─ un serio error en términos de justicia y derechos humanos, que no reducen las brechas de pobreza y exclusión social ─. De este modo, se evidencia la necesidad de mejorar los mecanismos y procesos de gestión, con enfoque sistémico y de sostenibilidad, permitiendo plantearse las acciones correctivas de orden técnico, financiero, estratégico, social, etc.; articulándose las propuestas con los problemas y necesidades de la población. 3 / This research seeks to establish whether the first component of the Haku Wiñay Program called “Family Production System” developed in the province of San Miguel, department of Ayacucho, was consistent with the Economic Inclusion policies promoted by FONCODES, versus the needs of the population. The basis of this component focuses on the provision of productive assets and technical assistance that are aimed at strengthening the human and social capital of households for the development of peasant capacities and the generation of sustainable income, linked to food security and agriculture sustainable. The social policy of the Haku Wiñay Program is classified as successful in the fight against poverty and extreme poverty in rural communities; knowing the benefits and limitations of this public policy is essential for social management, in order to achieve lessons and propose improvements to strengthen similar experiences in other areas of the country. The research techniques used in the field stage were: Semi Structured Interviews, Focus Group and Participant Observation. The technological package proposed by the Haku Wiñay Program was appropriate to the needs of the participants, who demonstrated satisfaction and civic values for participating; however, they did not meet the needs of the total population. The success of the program lies in the delivery of the complete package, within which it includes the technified irrigation system that optimizes the use of water in times of dryness. The perception of the population in general is that the technological package did not have the expected effect in solving the productive problems of the entire population; Peru LNG prioritized the interference and financing opportunity for the attention of those affected by the construction process. A notable example is the community of Cochas, 5 times larger than the other communities, where only one third of the population was benefited, the rest is still claiming to date to for the benefits; nor were the complete package delivered to the other towns, especially the technified irrigation system ─ a serious error in terms of justice and human rights, which do not reduce the gaps in poverty and social exclusion ─. In this way, the need to improve management mechanisms and processes is evidenced, with a systemic and sustainability approach, allowing to consider the corrective actions of a technical, financial, strategic, social, etc.; articulating the proposals with the problems and needs of the population. / Tesis
