The measurement of research output of public higher education institutions in South Africa : hurdle or handle?

The measurement of research output is common practice among public institutions internationally, and is increasingly contested and controversial. The term “research” is itself contested and can cover quite a wide range of activities, from carefully designed studies by independent, university-based researchers to analysis of data for particular administrative or political purposes to arguments for specific policy positions that may be more or less well grounded in evidence. Such measurement of research output is needed for decisions about professional staff and resource allocations. Measures of research productivity, covering both quantity and quality at national level, support government decisions on setting priorities and funding. With increasing competitive allocation of research funding and declining public funds for higher education, institutions around the world are facing increasing pressure to produce research outputs. The revenue generated through published research has therefore come to assume greater and greater significance in institutional budgets and in academic reward systems. Moreover, research in public institutions is funded mainly according to the number and quality of publications of members of staff. On the other hand, the growing international trend towards ranking institutions in competitive terms has assigned considerable value to research output as a measure of institutional standing in the global marketplace. What counts as an acceptable unit of measurement therefore becomes the subject of considerable debate within and outside institutions as they seek to enhance institutional standing and revenue. Whilst measurable output such as scientific publications and research reports are usually considered for government subsidy, it is difficult to accept that other output types such as patents, software, advisory work for government, consulting, or technical assistance, are not measurable, and do not have any relevance with respect to research subsidy. This thesis was set out to critically examine the effects that current government policy on the measurement of research output of public higher education institutions will have on the performance of South African Higher Education Institutions (HEIs). The purpose of this study was to trace and explain the differential impact of new government policies on the measurement of institutional research output in four different university faculties. The thesis is focused on the system of funding public universities in the Czech Republic. At first, the basic characteristics of university education are presented and the connection between university education, externalities, human capital and economic growth is outlined. Then we proceed to define the system of funding public universities and the development of individual indicators in this process. Briefly, following the university education, also the demographic development is mentioned. The last part of the thesis analyzes the impact of introducing the qualitative criteria into public universities and the expert interviews are used to determine how these changes affect the actual public universities.

Řízení a realizace projektové činnosti ve školství / Management and implementation of project procedure in educational system

In my final thesis I focus on process and implementation of project procedure. The main aim of this thesis is to show possibilities of how to work with projects in the nonprofit field of educational resort. The opening part is a summary of six chapters. I tried to summarize my own, as well as other theoretical knowledge and basic information concerning the branch of the project procedure, which are important for the following practical part of the thesis. I deal with individual phases of the project procedure, in which I explain terms such as project framework, the lifecycle of project, evaluation methods of projects, the use of information technology, risks that might appear in project procedure etc. Further in my thesis, which is very important, I focus on possibilities of project fundraising in schools. I present basic information about The European Business Academy in Decin, where I am employed. I also deal with options that teachers and students have to extend their education abroad, so called "the mobility of students and teachers". The main part of my thesis includes projects which are being prepared at The European Business Academy in Decin. As an example, I enclose a project which was conducted by students together with teachers and its implementation into use. The second project is a project objective which was not implemented. The third project is being processed and the fourth one has been approved. Another aim of my thesis is to show to other schools how to work with projects and give them a guideline how to involve not only teachers or other employees but also students. Since 2010 students of the final grade will create team projects and the process and defence of the project will be included in the final school-leaving examination.

Education becomes more and more important and the investment in it is quite significant. The aim of this thesis is to bring comprehensive description of the Danish system of funding education at all levels and focus on the support of students in Denmark. The first part deals with describing the structure of the education system in Denmark and the quality assurance. The second part first compares the expenditures on education with other states, according to different levels of education in absolute terms and as a percentage of the total expenditure to GDP and also focuses on the taximeter system, the type of performance funding, which Denmark uses in some levels of education. The thesis also focuses on the description of the funding of different levels of education including PhD studies and also the funding of research and adult education. The last part describes the student support system and its development, which consists of grants and loans. It also deals with the total revenue generated by the student, whether the grants are sufficient, or whether the student uses other incomes additional.

The subject of this thesis is to present the characteristics of stagione type of theatre as part of a comprehensive typology of theatres in the Czech Republic presented on example of the Municipal Theatre Jablonec nad Nisou. The theoretical part of the work that is created based on the evaluation of secondary data, describes the legal base of theatres, their funding opportunities, both from public and private sources, further managerial style and the specifics of cultural marketing. The theoretical part is followed by the practical part, which deals primarily with the analysis of the Municipal Theatre Jablonec nad Nisou, along with a glimpse at the activities of the F. X. Šalda Theatre in Liberec and comparison of both theaters. The analytical part is based on in-depth interviews and questioning of the author, and is complemented by research on the perception of the theatre by its visitors. The aim is to determine whether the stagione type of theatre is a perspective for the Czech theatre culture in the future, whether it plays supporting role or merely is only a transitional form.

Zdroje financování investic krajů / Sources of founding of regional investments

The thesis deals with the sources of funding of regional investments. Financing the investments by own resources is very difficult and maybe even impossible. Regions gained the opportunity to co-finance investments using European subsidies after the accession to the European Union. This thesis tries to find out what is the meaning of these subsidies to finance regional investments. The primary objective of this work is to determine the share of European subsidies on regional investments. Furthermore the thesis focuses on finding the common features of these investments and subsidies. The results of the analysis shows that proportion of European subsidies on capital expenditure is significantly different between regions. The amount of share is between 23-99%. European subsidies are mainly used for large investments, especially in investments in transport infrastructure. Regions usually utilize subsidies only from the regional operational programs. The conclusions of this work can be used in determining goals of EU regional policy.

In the first part of the thesis, the present state of the Prague theatre network is introduced and the preconditions and possibilities of its further development are discussed. The introduction is followed by the analysis of the funding of the Prague theatres and cultural policy focusing on the system of subsidies and grants, transformation of the theatre network and other means of support. In the second part of the thesis, a thorough analysis of the six theatre venues that have emerged in the last six years, namely Studio Hrdinů, Company.cz in Divadlo Komedie, Venuše ve Švehlovce, Vila Štvanice, Jatka 78 and Panoptikon Barikáda, is provided. The analysis focuses on various factors influencing the venues: their location, relationship with the lawful owner of the property, legal form, their relationship with the audience, and last but not least the way they are funded. In the conclusion, the comparison of the situation of the six venues is provided.

This part deals with the reasons of supporting the field of sport, its use, success and future. The third part is a research of public awareness of sports marketing of Czech insurance companies. The last part contains a financial analysis.

The aim of the present thesis is to draw a complex picture of the project cycle in the international development cooperation of the Czech Republic and to focus on the matter of the practical implementation of the project cycle in the case of a grant. The theoretical part of the thesis studies the character of the foreign development cooperation policy of the Czech Republic and describes the theory of its project cycle. The thesis describes the individual phases of the project cycle, explains their purpose, notices the roles of all stakeholders and describes the required project documentation. The practical part of the thesis deals with a particular case study. The study presents a description of the project based of an analysis of its project documentation, compares the form of the project cycle implementation with the theory described in the first part and suggests solutions leading to increasing the project cycle's effectiveness in the implementation of future development interventions.

Thesis (MPA.) -- University of Limpopo, 2016 / In Limpopo Province, the delivery of social welfare services is the joint responsibility of the Limpopo DSD and NPOs. The current NPO sector is organisationally configured to have strong partnerships with the public and corporate sectors due to diminished donations from individual and private donors. The Limpopo DSD conserves this beneficial partnership by providing financial support to organisations that render services that are in line with its priorities and also address the strategic objectives of the department. All these partners play a crucial role in ensuring that the poor, vulnerable and excluded people within the South African society secure a better life for themselves. The aim of this study is to determine the reasons behind the incongruence in the funding of NPOs and the services they offer to communities as expected by the Limpopo Department of Social Development in South Africa. The literature reviews concur that successful implementation of developmental social welfare services depends on role players who bring expert knowledge, skills, financial resources and commitment to achieve the desired results. A qualitative research approach was used in this research and data were gathered through the semi-structured interviews. The study proposed that delivery of social welfare services require working together in developing budget and performance reporting arrangements that meet accountability obligations and also contribute to the collective attainment of the outcome. The recommendations made were augmented by the information gathered from the interviewed respondents and were written in such a way that it can address the identified challenges if there are implemented appropriately.
