Fishing, like agriculture, is dependent on factors which are outside of man's control. The most important of these factors are: weather, related and nonrelated biological factors, and the resource. To some extent man has made it possible to circumvent these factors by weather forecasts, fishing season regulations, ever more sophisticated electronic equipment, and designs for swift boats.
