A gestão de recursos humanos no setor calçadista: o caso de Franca- SP

And, specifically, looks a relation betwen the modernization of the management of the human resources and the size of the searched companies. For such, a explanatory research between companies of small, average and great sizes in the Franca-SP footwear industry, a region with great representation in the national industrial sector. This sector is little tied with the ample transformations of the capital. The low barriers to the entrance that this sector presents, allow that people with a cultural source decrease changed themselves into entrepreneurs. The perception of these actors is come back toward the production, for the world of the work in itself, and not for an administrative perception. And this reflects in all the industrial sizes of this industry. Through structuralized interviews applied to the entrepreneurs and/or to the RH management of the considered sample, it was possible to evidence a picture of practical enterprises that characterize the Franca-SP industry of footwear in this direction. The results disclose that the practical ones related to the management of the employees in the searched companies, in its majority, approach to the practical ones of Personal Department. In this sample, only in two of great size searched companies exists a RH functional area with practices more evolved for the people administration. / O presente trabalho aborda as práticas organizacionais ligadas à gestão dos Recursos Humanos que caracterizam o setor industrial calçadista. E, especificamente, procura uma relação entre a modernização da gestão dos recursos humanos e o tamanho das empresas pesquisadas. Para tal, foi realizada uma pesquisa exploratória entre empresas de pequeno, médio e grande portes na indústria calçadista de Franca-SP, um pólo com grande representatividade no setor industrial calçadista nacional. O setor calçadista é pouco vinculado às transformações mais amplas do capital. As baixas barreiras à entrada que este setor apresenta, permitem que pessoas com uma matriz cultural baixa transformem-se em empresários. A percepção destes atores é voltada para a produção, para o mundo do trabalho em si, e não para uma percepção administrativa. E isso se reflete em todos os portes industriais desta indústria. Através de entrevistas estruturadas aplicadas aos empresários e/ou responsáveis pela gestão de RH da amostra considerada, foi possível evidenciar um quadro de práticas empresariais que caracterizam a indústria calçadista de Franca-SP neste sentido. Os resultados revelam que as práticas relacionadas à gestão dos funcionários nas empresas pesquisadas, na sua maioria, se aproximam das práticas de Departamento Pessoal. Nesta amostra, apenas em duas empresas de grande porte pesquisadas existe uma área funcional de RH com práticas mais evoluídas para a administração de pessoas.

A miríade de atores produtivos na terceirização do calçado em Franca / The myriad of productive actors in the outsourcing of footwear production in Franca

The aim of this study is to analyze how outsourcing manifests in the Francas footwear industry, interior of São Paulo, and to bring up the consequences of this process for the labor market in this area and for its workers. The research shows that outsourcing has increased segmentation of the labor market in this sector, which was present before, and has fragmented the footwear working class into innumerous atypical forms of work situations, among these the self-employment, domiciliary work, the providers micro-firms and the formal and informal outsourced workers. The outsourcing in Franca calls into question the predominance of the classic industrial work and promotes the dismantling of the workers rights through the flexibilization of the workforce management. The study focuses not only on the technical aspects of outsourcing but, mainly on the experience and subjectivity of the productive actors that experience this process, mentioning the everyday work and the labor relations established in these small productive units.
