From the case study method developed by Robert Yin (2001), this research sought to understand the structure of the Secretariat, the mechanisms by which it develops its role both as articulator and public policy makers in their field and the key challenges on the horizon of transversal management of public policies. Based on a theoretical framework on the concepts of transversality and intersectoriality and their relationship with the public policies on human rights and social participation six variables were established for analysis that guided this research – peopleand administrative management, information management, federalism, political and institutional capacity, strategic management and social participation. Resulting from the analysis, this research concludes that the radicalization of transversality as a management model enables the universalization of public policies on human rights in the city of São Paulo. Proposals were formulated to contribute to transversal management of public policy, under the perspective of defending and promoting human rights and social participation and thereby strengthen the coordinating role of the Secretariat throughout the City. / Este trabalho apresenta propostas para a implementação e gestão do Centro de Convenções de Pirituba, que deverá ser construído por ocasião da Exposição Universal de 2020 – e mesmo que São Paulo não seja selecionada para sediar o evento. A importância desse equipamento se justifica pela necessidade de suprir a carência de espaços para a realização de eventos de negócios na cidade, e impulsionar melhorias socioeconômicas na região de Pirituba, tornando-a um novo eixo de desenvolvimento na metrópole. Este trabalho propõe que o Centro de Convenções seja também usado para promover a cultura, ampliando seu acesso aos moradores de Pirituba e entorno. Para conciliar harmonicamente esses objetivos, além de responder às crescentes demandas por maior eficiência e transparência na gestão dos recursos públicos, propomos um modelo inovador que combina Parceria Público-Privada (PPP), para edificação e atividades-meio do Centro de Convenções, e Organização Social (OS), qualificada na área da Cultura, para a gestão Administrativa e programação cultural do equipamento. Propomos, ainda, que a interação entre esses dois modelos ocorra por meio de uma Comissão Multilateral.
