The diploma thesis deals with the system of national account of the Czech Republic with a focus on the development of government debt and deficit. The first chapter explains the nature, the aim and the development of the field of national accounts. The second chapter concentrates on the system of national accounts of the Czech Republic. Special attention is paid to the sector of government institutions, as the national government accounts are the basis for the prediction of the government deficit, debt and the Convergence program for adoption of the common currency Euro. The third chapter defines the terms closely related to the general government sector and financial statistics. The closing chapter analyses the development of government debt and deficit in the period since 1995.

The goal of this thesis is focusing on analysis of fiscal arrangements that has been passed by the government in accordance with the public budget stabilization act, which should be proper reaction to improve bad development in public finance of the Czech Republic and in general government debt, which has been mainly caused by increasing of the mandatory social expenditures. After defining the main essence of the public finance theory, the work is focusing on quantify and evaluate the main effects of reform arrangements divided into three main parts, such as effects of taxation, effects of social sphere and effects of the health finance. The period of the concern of this analysis is the year of 2008, first year of reform arrangements validity. After evaluation, the next part of the interest is public deficit and the analysis of general government debt. The main aim is to define what are the basic factors, which affects the ratio of government debt on GDP nominal called as "relative ratio of government debt" The thesis also includes a few calculations of how the relative ratio could be if we change some of factors of determination of the model.

The general purpose of this thesis is to define the concept of quantitative easing, to explain the reasons for its use, to evaluate its impact to macroeconomic aggregates in selected countries and put it into context with consumerism and government debt. The main goal is to evaluate the impact of quantitative easing in Czech Republic and valorize it as a tool for solving government debt problem.

The impacts of fiscal developments on the yield curve / Vliv fiskální politiky na výnosovou křivku

The thesis analyzed the impacts of fiscal developments on the yield curve using quarterly data on the Czech economy over the period 2000:1 -- 2012:4. This thesis thoroughly reviewed the previous theoretical and empirical literature in order to sort out the rather inconclusive results of previous studies according to their main findings and implemented methodology. The empirical part consists of the estimation of the effects of budget deficits and government debt on the spread between the three-month and five-year interest rates, which closely reflects the effects of fiscal policy on the yield curve. The reduced-form equation was estimated by OLS. Since the estimated coefficients were not statistically significantly different from zero, this thesis did not confirm the conventional macroeconomic view of positive impacts on yields.

This thesis deals with the problems of the global financial crisis and its impact on the Czech Republic since 2007 with a more specific focus on the period 2011 - 2013. The first part focuses on the definition of the financial crisis, to analyze its cause and also to the effects of crisis on the global economy and world financial markets. In the second part of the study evaluated the effects of crisis on the real economy of the Czech Republic in terms of selected indicators. The third part is devoted to expressions of crisis in the income and expenditure of the state budget, the budget deficit and government debt and the effect of crisis for the fulfillment of the Maastricht convergence criteria. The conclusion is devoted econometric modeling, which aims to prove the hypothesis that the work analyzes the selected indicators have influenced the development of indicators of ratio of government debt to the GDP and the proportion of public deficit to GDP in the period.

This thesis describes the actual trends of accumulation of the public indebtedness and the various views on the existence of fiscal deficit and public debt. The main purpose of the thesis is to analyze the public debt management - its objectives, operations and organisation. The quantitative criteria for debt portfolio determined by the Ministry of Finance of the Czech Republic are analyzed and compared with the development and structure of the czech central government debt. The analytical part of the thesis includes the rules for issuance of the government bonds, the analysis of the interest costs and the thoughts about the sustainability of the czech central government debt.

In conclusion, I appraise the latest variant of the system presented by the Ministry of Finance of the Czech Republic and introduce my own proposal of the system, which is based on previous economic analysis.

Objective of this diploma thesis is to process analysis of development of revenues, expenditures and deficit of the state budget in the Czech Republic and to characterize the main economic trends, state of public funds and the economy at large. There are identified shares of exogenous influences, accepted reforms and measures in the economic development during the period from 1993 up to 2010. Theoretic -- methodological part is divided into three parts, the first one describes fiscal policy in general. The second part deals with the state budget, its revenue and expenditure side and very current field of debt financing. In the last part there is processed tax theory and conception of the flat tax from theoretical point of view. Practical part is introduced by description of the economic starting state of the Czech Republic. This is followed by the list of economic events and political measures that formed the final shape of public funds. Furthermore there is carried out the analysis of state budget development. Subject of the analysis is the extent and structure of both revenue and expenditure side of the state budget, budget balance and the government debt. Part of this thesis is also the analysis of development of macroeconomic indicators, specifically it is the GDP growth, unemployment rate and inflow of foreign funds. In the conclusion of the diploma thesis there is the successfulness of examined budget and fiscal policy evaluated and there are drawn some suggestions for the field of public funds in the coming years.

Spreads obligataires souverains et transmission de la volatilité entre les marchés financiers de la zone euro / Sovereign bond spreads and volatility in Euro area financial markets

Cette thèse se propose de déterminer les facteurs explicatifs des spreads des rendements obligataires souverains d’un échantillon de pays de la zone euro, lors des crises survenues au cours de la dernière décennie, et d’étudier l’impact de ces crises sur la dynamique du marché obligataire souverain, et sur son interaction avec le marché boursier et celui des CDS. L’identification des déterminants des spreads de chaque pays fait appel aux modèles de type GARCH, et aux modèles à effets fixes et aléatoires pour l’ensemble de l’échantillon. L’étude de la contagion emploie les modèles MS-VAR et DCC-MVGARCH. Les résultats montrent que la variance des spreads est expliquée principalement par le risque global et celui relatif à la liquidité. Les spreads des pays périphériques apparaissent plus sensibles aux facteurs de risque que ceux du cœur. Les coefficients des facteurs de risque sont aussi trouvés plus significatifs lors des périodes de crise des sub-primes et de la zone euro. Pour l’étude des interactions entre les marchés financiers de la zone euro, les tests menés ont permis de mettre en lumière la présence de phénomènes de contagion et de « fuite vers la qualité ». / This thesis focuses on explaining the determinants of sovereign bond yield spreads in selected euro area countries during the financial crises of last decade. It examines the impact of those turmoil periods on sovereign bond market dynamics, and on its interactions with stock and CDS markets. GARCH-type models are used to identify determinants explaining spreads of each country, while panel data analyzed within fixed and random effects models, and run on crisis and non-crisis periods, identify whole sample determinants. To assess contagion effect, both MS- VAR and DCC-MVGARCH models are used. Results suggest that global risk and liquidity factors are the significant drivers of the spreads volatility. For the periphery countries in the euro zone, spreads are found to be more responsive to explanatory risk factors than those of the core countries. The role of these factors is also found stronger during the sub-prime and euro area crises. The analyses of the financial markets interactions within the euro area demonstrate the existence of a contagion effect, as well as a “flight to quality” phenomenon.
