Acoustic and satellite remote sensing of shallow nearshore marine habitats in the Gwaii Haanas National Marine Conservation Area

The ability to map nearshore habitat (i.e. submerged aquatic vegetation) is an integral component of marine conservation. The main goal of this thesis was to examine the ability of high resolution, multispectral satellite imagery and a single-beam acoustic ground discrimination system to map the location of marine habitats in Bag Harbour, found in the Gwaii Haanas National Marine Conservation Area Reserve. To meet this goal, two objectives were addressed: (1) Using the QTC View V sing-beam acoustic ground discrimination system, identify which frequency (50 kHz or 200 kHz) is best suited for mapping marine habitat; (2) evaluate the ability to map nearshore marine habitat using WorldView-2 high resolution, multispectral satellite imagery and compare the results of marine habitat maps derived from the acoustic and satellite datasets. Ground-truth data for both acoustic and satellite data were collected via towed underwater video camera on June 3rd and 4th, 2012. Acoustic data (50 and 200 kHz) were collected on June 23rd and 24th, 2012, respectively. The results of this study are organized into two papers. The first paper focuses on objective 1 where the QTC View V single-beam acoustic ground discrimination system was used to map nearshore habitat at a site within the Gwaii Haanas National Marine Conservation Area using two survey frequencies – 50 kHz and 200 kHz. The results show that the 200 kHz data outperformed the 50 kHz data set in both thematic and spatial accuracy. The 200 kHz dataset was able to identify two species of submerged aquatic vegetation, eelgrass (Zostera marina) and a red algae (Chondrocanthus exasperatus) while the 50 kHz dataset was only able to detect the distribution of eelgrass. The best overall accuracy achieved with the 200 kHz dataset was 86% for a habitat map with three classes (dense eelgrass, dense red algae and unvegetated substrate) compared to the 50 kHz habitat classification with two classes (dense eelgrass and unvegetated substrate) that had an overall accuracy of 70%. Neither dataset was capable if discerning the distribution of green algae (Ulva spp.) or brown algae (Fucus spp.), also present at the site. The second paper examines the benthic habitat maps created using WorldView-2 satellite imagery and the QTC View V single-beam acoustic ground discrimination system (AGDS) at 200 kHz (objective 2). Optical and acoustic remote sensing technologies both present unique capabilities of mapping nearshore habitat. Acoustic systems are able to map habitat in subtidal regions outside of the range of optical sensors while optical sensors such as WorldView-2 provide higher spatial and spectral resolution. The results of this study found that the WorldView-2 achieved the highest overall accuracy (75%) for mapping shallow (<3 m) benthic classes (green algae, brown algae, eelgrass and unvegetated substrate). The 200 kHz data were found to perform best in deeper (>3 m) regions and were able to detect the distribution of eelgrass, red algae and unvegetated substrate. A final habitat map was produced composed of these outputs to create a final, comprehensive habitat map of Bag Harbour. These results highlight the benefits and limitations of each remote sensing technology from a conservation management perspective. The main benefits of the WorldView-2 imagery stem from the high resolution (2 x 2 m) pixel resolution, with a single image covering many kilometers of coastline, and ability to discern habitats in the intertidal region that were undetectable by AGDS. However, the main limitation of this technology is the ability to acquire imagery under ideal conditions (low tide and calm seas). In contrast, the QTC View V system requires more hours spent collecting acoustic data in the field, is limited in the number of habitats it is able to detect and creates maps based on interpolated point data (compared to the continuous raster data of the WorldView-2 imagery). If, however, the objectives of the conservation management to create high resolution benthic habitat maps of subtidal habitats (e.g. eelgrass and benthic red algae) at a handful of sites (in contrast to continuous coastal coverage), the QTC View V system is more suitable. A comparative analysis of co-management agreements for national parks: Gwaii Haanas and Uluru Kata Tjuta

Co-management agreements for land and resource management can be viewed as emerging forms of a participatory planning model. They strive for equal aboriginal involvement and result not only in more equitable management strategies, but also incorporate aboriginal worldviews and traditional knowledge. This type of planning model is an iterative learning process for all parties involved and is most effective when mechanisms and processes to develop a co-management agreement are situational and contextually appropriate to each location and aboriginal group involved. Co-management agreements should be valued as interim forms that bridge restrictions on and exclusion of aboriginal peoples’ use and influence in relation to land and natural resources, on one side, and complete control through self-government, on the other. This practicum assesses levels of co-management for two case studies by: reviewing relevant literature, analyzing the co-management agreements and plans of management and surveying key personnel at Uluru – Kata Tjuta National Park in Australia and the Gwaii Haanas National Park Reserve and Haida Heritage Site in Canada. The study does conclude that the degree of involvement of aboriginal participation is still wanting, but is higher than it would be if no such framework had been applied. To achieve the full benefits of equality in power distribution, the author suggests that co-management at the highest level should be negotiated either within or as part of land claims agreement or as part of a land title transfer to traditional owners. / October 2005

Making collaboration work: an evaluation of marine protected area planning processes on Canada’s Pacific Coast

It is widely agreed that marine protected areas (MPAs), which can provide long-term protection to marine ecosystems of high ecological, economic, social and cultural value, will only be successful if they are designed and implemented with the involvement and support of stakeholders and other key actors. Putting a collaborative approach into practice is not easy, though. Appropriate governance structures, which formalize and facilitate information sharing, consensus building, and decision making are necessary, but insufficient. Also needed is a shared interest on the part of all groups – beginning with MPA agencies themselves – to work together, notwithstanding the often considerable investments of time, effort and material resources that are required. Perhaps most fundamentally, effective collaboration depends on trust, and strong interpersonal relationships. Consistent with a global trend in favour of more inclusive and participatory approaches to protected area planning and management, Canada’s federal government has set out to develop a national system of MPAs in cooperation with a broad array of interest groups, including marine resource users and other stakeholders; government actors with responsibilities and authorities for oceans activities that relate to the objectives of MPAs; and Aboriginal communities and organizations within whose territories MPAs are situated. The overarching goal of the study was to understand the extent to which federal MPAs in British Columbia (BC), Canada, are established collaboratively, and what is required to overcome obstacles to successful collaboration. This goal was pursued through an in-depth investigation of two MPA planning processes in BC: the proposed Race Rocks MPA, at the southern tip of Vancouver Island; and the Gwaii Haanas National Marine Conservation Area Reserve and Haida Heritage Site, in the Haida Gwaii archipelago. Data for the study was collected through semi-structured interviews; documentary research; and a participant questionnaire. The study found that, while MPA agencies engaged with outside parties in a variety of ways to plan Race Rocks and Gwaii Haanas, these processes fell short of expectations for genuine collaboration in a number of respects. In the case of Race Rocks, this has resulted in the failure (for a second time) to designate the MPA. Paleoethnobotany of Kilgii Gwaay: a 10,700 year old Ancestral Haida Archaeological Wet Site

This thesis is a case study using paleoethnobotanical analysis of Kilgii Gwaay, a 10,700-year-old wet site in southern Haida Gwaii to explore the use of plants by ancestral Haida. The research investigated questions of early Holocene wood artifact technologies and other plant use before the large-scale arrival of western redcedar (Thuja plicata), a cultural keystone species for Haida in more recent times. The project relied on small-scale excavations and sampling from two main areas of the site: a hearth complex and an activity area at the edge of a paleopond. The archaeobotanical assemblage from these two areas yielded 23 plant taxa representing 14 families in the form of wood, charcoal, seeds, and additional plant macrofossils. A salmonberry and elderberry processing area suggests a seasonal summer occupation. Hemlock wedges and split spruce wood and roots show evidence for wood-splitting technology. The assemblage demonstrates potential for site interpretation based on archaeobotanical remains for the Northwest Coast of North America and highlights the importance of these otherwise relatively unknown plant resources from this early time period. / Graduate / cohenjenny2@gmail.com
