Traditional understanding of the Canadian federation includes a belief that leadership from the federal government is necessary for effective intergovernmental relations and collective policy. The ability of the federal government to set a national vision has waned in the years since the constitutional negotiations. In its place has been a rise in interprovincial collaboration and leadership. A 30 year review of policy regarding the economic union and internal trade reveals that provincial asymmetry and incremental bilateral or regional action has shown an ability to contribute to a renewed pan-Canadian consensus. From this we can see how the system of interprovincial relations that has developed can serve to advance innovative policy and critical intergovernmental collaboration needed in the Canadian federation. / Graduate

The thesis examines the influence of the Romantic elements of Harper Lee's To Kill a Mockingbird upon the novel's characterizations, structure, tone, and themes. Chapter One contains a critical survey of criticism about the novel and a list of Romantic elements. Chapters Two, Three, and Four present the three most important of those elements. Chapter Two is the exploration of the novel's Gothic traits. Chapter Three explores the Romantic treatment of childhood's innocence and perspicacious vision as it pertains to Dill, Jem, and, in particular, Scout. Chapter Four is a detailed study of Atticus Finch, the novel's Romantic hero, who expresses or incorporates many of the most important elements of Romanticism in the novel.

The purpose of this master's thesis is to examine Frances Harper's narrative strategy and moral didacticism in Iola Leroy: or Shadows Uplifted (1892) as she strives to achieve consubstantiality and a "heightened consciousness" within her characters and her audience while adhering to the literary and feminist paradigms of the late nineteenth century. Harper identifies with her African-American male audience's dilemma of "double-consciousness" and their veil of androcentrism. She also identifies with her Euro-American female audience's delicate and matriarchal roles, while also attempting to uplift their position of the "Other" to the "One." Finally, with her African-American female audience, Harper identifies with their complex situatedness of "double-consciousness" and the "Other," while also attempting to uplift them from a historically imposed position of selflessness to one of empowerment.

Canada’s Cuba policy has been an important aspect of Canadian foreign policy in the last five decades. Generally, during that period Canada’s Cuba policy has been different from the US policy. Canada's approach has been to engage with the island through bilateral relations instead of isolation and pressures. This Canadian strategy of engagement towards Cuba had its heyday during the Chrétien administration in the 1990s through the so-called policy of “constructive engagement”. The goal of this approach was to promote democratic change in Cuba's political system using cooperation instead of isolation. Nonetheless, under Harper the orientation of Canadian foreign policy in general, and consequently of Canada’s Cuba policy have evolved towards a different path. Under the Conservatives, Canada has attempted to improve its overall relations with the US through closer cooperation in the political and defense contexts at the international level, and to avoid frictions on conflicting issues that could affect the relationship. The main purpose of this shift is to secure the cardinal interests of the Canadian economic elite with its southern neighbor. Harper’s Cuba policy is in keeping with his general foreign policy orientation: to refrain from pursuing any initiative that implies even a minimal confrontation with Washington. Besides, Cuba’s “constructive engagement” belongs more to the so-called middle power approach or Liberal internationalist model of Canadian foreign policy, where Ottawa preferred to follow a more diplomatic strategy at the international stage. The Harper administration is involved in shifting that paradigm, and is not particularly interested in constructive engagement even though the policy has not been abandoned officially.
