With a steady growth of the human population and the subsequent increased demand for food, it is imperative that the resources of our waters are managed for the optimal social and economic development of all South Africans. The ownership of the resources are vested in the state and it is, therefore, the state's responsibility to ensure that the chosen form of fisheries management promotes both sustainability and equity.
