A pobreza urbana em ParnaÃba, Piauà (1890-1920)

CoordenaÃÃo de AperfeÃoamento de Pessoal de NÃvel Superior / This dissertation analyzes the âarts of resistanceâ of the poor people in Parnaiba city, PiauÃ, between 1890 and 1920. In the first chapter we broach dimensions of Parnaibaâs history, in which we can observe the search for a city pattern inspired by the European urban model, translated in the works of âinfrastructure of progressâ, placing tensions between the dominant and subaltern ones. In the second chapter we discuss the daily life and housing of the poor people in their quest for survival in insanitary suburbs, a âlabyrinth of huts and hovelsâ, sometimes reached by the IgaraÃu River floods. The third chapter socially situates the disease and methods of isolation, demonstrating that certain diseases affected a specific part of the Parnaiban society: the working poor. For this, we consider essential to understand the hygienist discourse, according to theories from that period. The fourth chapter observes instruction practices for poor people in Parnaiba and the struggle against illiteracy and the desire to correct positions that are unfavorable to the idea of progress and modernity. These are public or private schools where teachers strive to teach, usually in some precarious room of their own house. They are Catholic schools where fear of God is preached. They are night schools of the Mutualistic Associations, where they teach many trades and principles of the workerâs morals. It is in the School of Marine Apprentices where the promise of a better life is dissolved by its precariousness and rigid military discipline. In the fifth chapter we analyze the popular, civic and religious festivities, carnival and football in Parnaiba, those moments when the poor workers celebrate in novenas, drumming, or when the neighborhood team wins the âball gameâ, almost always awakening the watchful and moralizing look of the many instances of power and control. / A presente dissertaÃÃo estuda as âartes da resistÃnciaâ dos pobres na cidade de ParnaÃba, PiauÃ, entre os anos de 1890 a 1920. No primeiro capÃtulo, abordamos dimensÃes da histÃria de ParnaÃba, quando se percebe a busca por um padrÃo de cidade inspirado no modelo urbano europeu, traduzido nas obras de âinfraestrutura do progressoâ, situando aà tensÃes entre os dominantes e os subalternos. O segundo capÃtulo discute o cotidiano e a moradia dos pobres na busca da sobrevivÃncia nos arrabaldes insalubres da cidade, um âlabirinto de palhoÃas e casebresâ, por vezes alcanÃado pelas cheias do rio IgaraÃu. O terceiro capÃtulo situa socialmente a doenÃa e os modos de isolamento, demonstrando que determinadas enfermidades acometiam uma parcela especÃfica da sociedade parnaibana: os trabalhadores pobres. Para tal, consideramos essencial compreender o discurso higienista, consoante Ãs teorias vigentes no perÃodo. O quarto capÃtulo estuda as prÃticas de instruÃÃo aos pobres em ParnaÃba, em torno do combate ao analfabetismo e ao desejo de corrigir posturas destoantes ao ideÃrio do progresso e da modernidade. SÃo escolas pÃblicas ou particulares, onde o professor se esforÃa para ensinar, geralmente em algum precÃrio cÃmodo de sua prÃpria casa. SÃo escolas catÃlicas, onde se predica o temor a Deus. SÃo as escolas noturnas das AssociaÃÃes mutualistas, onde ensinam ofÃcios vÃrios e os princÃpios da moral operÃria. à na Escola de Aprendizes Marinheiros, onde a promessa de vida melhor se desfaz ante sua precariedade e a rÃgida disciplina militar. No quinto capÃtulo sÃo analisadas as festas populares, cÃvicas e religiosas, o carnaval e o futebol em ParnaÃba, momentos em que os trabalhadores pobres festejam nas novenas, nos batuques, ou quando o time do bairro vence o âjogo de bolaâ, despertando quase sempre o olhar vigilante e moralizador das diversas instÃncias de poder e controle.
