«Politics and policy: Rome and Liguria 200-172 B.C.

Stephen Dyson's The Creation of the Roman Frontier employs various anthropological models to explain the development of Rome's republican frontiers. His treatment of the Ligurian frontier in the second century BC posits a Ligurian ‘policy' crafted largely by the Senate and Roman ‘frontier tacticians' (i.e. consuls). Dyson consciously avoids incorporating the pressures of domestic politics and the dynamics of aristocratic competition. But his insistence that these factors obscure policy continuities is incorrect. Politics determined policy. This thesis deals with the Ligurian frontier from 200 to 172 BC, years in which Roman involvement in the region was most intense. It shows that individual magistrates controlled policy to a much greater extent than Dyson and other scholars have allowed. The interplay between the competing forces of aristocratic competition and Senatorial consensus best explains the continuities and shifts in regional policy. / The Creation of the Roman Frontier, l'œuvre de Stephen Dyson, utilise plusieurs modèles anthropologiques pour illuminer le développement de la frontière républicaine. Son traitement de la frontière Ligurienne durant la deuxième siècle avant J.-C. postule une ‘politique' envers les Liguriennes déterminer par le Sénat et les ‘tacticiens de la frontière romain' (les consuls). Dyson fais exprès de ne pas tenir compte des forces de la politique domestique et la compétition aristocratique. Mais son insistance que ces forces cachent les continuités de la politique Ligurienne est incorrecte. The First Illyrian War: A study in Roman Imperialism

This paper presents a detailed case study in early Roman imperialism in the Greek East: the First Illyrian War (229/8 B.C.), Rome's first military engagement across the Adriatic. It places Roman decision-making and action within its proper context by emphasizing the role that Greek polities and Illyrian tribes played in both the outbreak and conclusion of the war. It argues that the primary motivation behind the Roman decision to declare war against the Ardiaei in 229 was to secure the very profitable trade routes linking Brundisium to the eastern shore of the Adriatic. It was in fact the failure of the major Greek powers to limit Ardiaean piracy that led directly to Roman intervention. In the earliest phase of trans-Adriatic engagement Rome was essentially uninterested in expansion or establishing a formal hegemony in the Greek East and maintained only very loose ties to the polities of the eastern Adriatic coast. However, Rome did exercise a certain influence in the decision-making processes of these polities in the decades following the war. Nonetheless, the absence of a Roman presence in the region following the war led directly to further intervention in the region a decade later. / Ce mémoire se veut être une étude de cas approfondie de l'impérialisme romain naissant dans l'Orient grec : le cas de la Première Guerre illyrienne (229/8 av. J.C.), la première entreprise militaire romaine de l'autre côté de l'Adriatique. L'approche choisie situe le processus décisionnel et les actions de Rome dans leur contexte propre en insistant sur le rôle que les communautés grecques et illyriennes eurent à jouer à la fois dans le déclenchement et dans la conclusion de la guerre. Cette étude soutient que la déclaration de guerre de Rome contre les Vardéens en 229 fut principalement motivée par le désir de s'assurer le contrôle des lucratives routes de commerce reliant Brundisium à la côte orientale de l'Adriatique. Ce fut en fait l'incapacité des principales puissances grecques à mettre un frein à la piraterie vardéenne qui mena directement à l'intervention romaine. Rome ne montra d'abord que peu d'intérêt envers une expansion ou l'établissement d'une quelconque hégémonie dans l'Orient grec. Elle ne maintint que de vagues relations avec les communautés de la côte est de l'Adriatique. The military policy of the Hellenistic Boiotian League

This thesis analyzes the military history of the Boiotian League during the Hellenistic period (338-200 BC). It argues that Boiotia experienced a large population increase in the fourth century BC followed by a steady population decline throughout the next two centuries caused primarily by environmental collapse. During the late Classical period (490-338 BC), one of the Boiotian League's primary focuses was protecting its plentiful population and agricultural land through an extensive network of fortifications. After the defeat they suffered in the battle of Chaironeia in 338 BC, the Boiotians became vulnerable to attack, and their federal government no longer possessed the resources to maintain this extensive defensive system. The Boiotian League then began to move towards more flexible modes of defense, but this proved too little too late when the Aitolian League inflicted a major defeat on the ill-prepared Boiotians in 245 BC. This forced the government into reforming its military on the model of the Makedonian army and instituting a rigorous training regimen for all Boiotian troops. The environmental and demographic decline occurring at this time drove many Boiotians to poverty, however, and many poor farmers were unable to spare the time to undergo intensive training during the second half of the third century BC. The Boiotian military thus became smaller, more professionalized, better coordinated, and ultimately better able to defend the large territory under the League's control. This allowed the federal government to face foreign threats with a flexible and dynamic defensive force despite the crisis of declining arable land and population it faced at this time. / Cette thèse analyse l'histoire militaire de la Confédération béotienne cours de la époque hellénistique (338-200 av. J.-C.). Il fait valoir que Béotie connu une croissance démographique importante dans le quatrième siècle av. The transformative power of Paideia or Paideia transformed? Paideutic culture during the Second Sophistic

The present study contends with the commodification and decadence of Hellenism and paideia (intellectual and cultural sophistication) during the Second Sophistic. It charts the path that Hellenism took from an esoteric ethnic essence to a universal and inclusive ethic. Given this inclusiveness, anyone in the empire who adopted a paideutic character had the chance of becoming a "Hellene," especially sophists. Upon establishing an ecumenical Hellenism, competition for audiences with other forms of entertainment compelled sophists to adopt a more theatrical lecture style, where the aesthetics of performance were more important than edification, and laid the foundation for commodification. The socio-political Roman context encouraged dissembling, actively commodifying the role of the sophist and philosopher. In the end, the empty pleasures of spectacle allowed for a new moral code to adopt and adapt Greek philosophic education, heralding a slow decay of ancient Hellenism. / L'étude présentée ici discute la marchandisation et la décadence de l'Hellénisme et de la paideia durant la Seconde Sophistique. L'essence de l'Hellénisme a dû changer d'une ethnique ésotérique à une éthique universelle et inclusive. La compétition pour une audience obligea les sophistes à adopter un style de cours davantage théâtral, dans lequel les apparences et le divertissement étaient plus importants que l'enseignement. Le contexte socio-politique romain encouragea également la dissimulation en marchandant activement le rôle du sophiste et du philosophe. À la fin, les plaisirs superflus du spectacle permirent à un nouveau code moral d'adopter et d'adapter une éducation philosophique grecque, annonçant un lent déclin de l'Hellénisme ancien.

Ambitus in the Late Roman Republic (80-50 B.C.)

This study provides an analysis of the electoral practice of ambitus, usually translated as electoral bribery, during the last generation of the Roman Republic (80-50 B.C.). It offers a broader definition of ambitus as "an exaggeration of traditional electoral practices" and argues that it should not be considered a form of corruption in the context of late Republican politics. Ambitus had several important symbolic and practical functions that made it an indispensable part of canvassing, but was not primarily a method for candidates to obtain the votes of poorer citizens. Opposition to ambitus, whether in the form of legislation, prosecutions or invective, did not stem from moral outrage but from practical concerns and the specific political goals of individual aristocrats. Senators hoped to use legislation and prosecutions against ambitus to advance their own careers. At the same time, aristocratic competition had intensified due to the constitutional reforms enacted during Sulla's dictatorship. It was recognized that ever increasing expenditure was necessary to win elections. The political elite thus considered the rising scale of ambitus to be a destabilizing factor in late Republican politics and attempted to regulate it. / Cette étude offre une analyse de la pratique électorale d'ambitus, traduit habituellement comme corruption électorale, au cours de la dernière génération de la république Romaine (80-50 avant J.-C.). The history of the Areopagos council from the origins to Ephialtes

The Areopagos Council was one of Athens' most archaic and respected institutions. Despite the efforts of historians in antiquity and today its origin, importance, and functions remain ambiguous. Most scholarship on the Areopagos focuses on isolated events in the council's history or the particularities of its powers. This has produced a series of specific studies, which in isolation do not help historians understand the Areopagos' greater role in Athens' political culture. This investigation will re-examine ancient literary accounts and epigraphic evidence in order to reassess the early history of the Areopagos from Athens' monarchical period to the reforms of Ephialtes. It will be demonstrated that the Areopagos originated as an informal council of elders during Athens' monarchical period and evolved into a powerful governing body whose importance waned only after Ephialtes' reforms. Assessing the changing role of the Areopagos over time will allow scholars to better understand the development of this institution and the changing nature of Athenian government. / Le conseil de l'Aréopage était une des institutions les plus anciennes et les plus respectées d'Athènes. Son origine, son importance et ses fonctions demeurent ambigües en dépit des efforts des historiens anciens et modernes. La plupart des travaux modernes sur l'Aréopages se concentrent sur des événements isolés dans l'histoire de ce conseil ou sur les particularités de ses pouvoirs. Cela a donné lieu à une série d'études spécifiques qui, lorsqu'on les considère individuellement, ne sont pas d'un grand secours aux historiens pour apprécier le rôle d'ensemble de l'Aréopage dans la culture politique d'Athènes. Cette enquête réexaminera les sources littéraires et épigraphiques pour tenter de réévaluer l'histoire de l'Aréopage de la période monarchique jusqu'aux réformes d'Éphialtès. Reconstructing religion: Augustus and the «Fratres Arvales»

The following thesis is an examination of the underlying reasons for the re-establishment of the cult of the Arval Brothers under Augustus, the first Roman Emperor (31 BC-AD14). It aims to prove that the re-foundation of this archaic Roman cult fits within the parameters of Augustus' religious, as well as political reforms after the victory at Actium in 31 BC. Moreover, it seeks to determine the reasons behind the choice of this particular cult. Although Augustus had significantly reduced the number of men in the Senate, there was still a bottleneck for the few major political offices available. Thus, he decided to give out priesthoods as thanks to his loyal supporters, and to reward those that had crossed over to his side. The members of the brotherhood in 21 BC are highly prominent men both militarily and politically, and this shows that Augustus wanted to solidify his support among the members of the aristocracy. / La présente thèse est une examination des raisons sous-jacentes du rétablissement du culte des Frères Arvales sous Auguste, le premier empereur Romain (31av. J.-C.-14 de notre ère). Elle propose de prouver que le rétablissement de ce culte romain archaïque s'accorde avec les paramètres des réformes politique et religieuse suivant la victoire à Actium en 31 av. J.-C. De plus, elle cherche à déterminer les raisons derrière le choix de ce culte en particulier. Malgré qu'Auguste avait réduit le nombre d'hommes siégeant au Sénat, il y avait toujours une route étroite menant aux offices les plus prestigieuses. Donc, il octroya des prêtrises pour remercier ses supporteurs et pour récompenser ceux qui avaient choisi de changer de camp. Les membres de la fraternité des Frères Arvales en 21 av. J.-C. sont des hommes très proéminent dans les domains de la politique ainsi que dans l'armée, et ceci démontre qu'Auguste voulait solidifier l'appui des membres de l'aristocracie.

Democracy and the lot: the lottery of public offices in classical Athens

This thesis examines the use of election by lottery in Classical Athens and the political and institutional context within which this procedure was adopted and employed. Through an examination of the theoretical aspects of election by lottery, specifically the break in rationality that occurs when lottery is used as a method of selection, both the positive and negative effects of employing this procedure are explored. Election by lottery was employed primarily as a method of safeguarding against the potential dominance of a political faction which would threaten the democracy. The historical context of the procedure's adoption and implementation demonstrates this motivation behind the institutionalisation of the procedure. Furthermore, the use of election by lottery necessitates careful maintenance of the pool of viable candidates and thus the implementation of this procedure lead to a restricted definition of Athenian citizenship. Moreover, there are a multitude of other institutional changes related to the implementation of election by lottery which reveal similar ideological motivations, specifically the desire to safeguard against oligarchy and the firm belief that Athenian citizenship should be a restricted and exclusive status. The use of election by lottery embodies these two fundamental ideological holdings of the Athenian democracy and, therefore, is integral to a holistic understanding of Athenian society in the Classical period. / Ce mémoire examine l'utilisation du hasard pour déterminer le résultat d'une élection à Athènes pendant l'époque classique ainsi que le contexte politique et institutionnel dans lequel cette procédure fut adoptée et employée. Les aspects négatifs et positifs de l'utilisation du hasard sont explorés à travers un examen des aspects théoriques de cette méthode d'élection, particulièrement en ce qui concerne la rupture avec la rationalité qui se produisait lorsque le hasard était choisi comme moyen de sélection. L'utilisation du sort pour déterminer le résultat d'une élection était avant tout un moyen d'éviter la domination potentielle d'une quelconque faction politique qui aurait pu menacer la démocratie. Le contexte historique de l'adoption de cette méthode et son application mettent en évidence la raison derrière l'institutionnalisation de cette procédure. En effet l'utilisation du hasard pour déterminer le résultat d'une élection nécessite de soigneusement maintenir une réserve de candidats potentiels. L'utilisation de ce système électoral a donc mené à une définition restreinte de la citoyenneté athénienne. Il y eu également de très nombreux autres changements institutionnels liés à la mise en œuvre d'un système électoral basé sur le hasard. Ces changements révèlent une motivation idéologique semblable, plus particulièrement la volonté de se prémunir de l'oligarchie et l'idée que le droit de cité athénien devrait être restreint et exclusif. L'utilisation d'un système électoral basé sur le hasard incarne ces deux principes fondamentaux de la démocratie athénienne et est donc essentiel à la compréhension globale de la société athénienne de la période classique.

Some minor magistrates of the Roman Republic: a political history of the quaestorship and the aedileship

This work deals with the evolution of the magistracies of quaestor and aedile in the Roman Republic (509-49 BC). The treatment of the subject is based primarily upon an analysis of the importance of these magistracies within the political realm and within the context of the political career of the individual aristocrat on the path of the cursus honorum. Firstly, the origins and the development of these magistracies during the first centuries of the Republic are discussed. Secondly, it turns to a discussion of the political role of the magistracies; the office of quaestor allowed its occupants to acquire important administrative experience and establish ties with the most important members of the Roman aristocracy. The post of aedile permitted its occupants to obtain the support of the electorate with the holding of games and spectacles, an advantage that was limited by the Senate with unexpected and perverse effects. Both magistracies contributed significantly to the administrative development of the city of Rome and its Empire, but most of all to the process of aristocratic competition which first defined it as a political community before weakening it critically. / Cet ouvrage traite de l'évolution des magistratures de questeur et d'édile dans la République Romaine (509 à 49 avant J.C.). Le traitement du sujet est axé surtout sur une analyse de l'importance de ces magistratures sur le plan politique et dans le contexte de la carrière politique de l'aristocrate romain individuel sur la piste du cursus honorum. En premier lieu, les origines et le développement de ces magistratures durant les premiers siècles de la République sont discutés. Ensuite, il est question du rôle politique des magistratures; le poste de questeur a permis à ceux qui l'ont occupé d'acquérir une importante expérience administrative et de tisser des liens avec les membres les plus importants de l'aristocratie Romaine. Le poste d'édile a permis à ceux qui l'ont occupé d'obtenir l'appui de l'électorat avec la tenue de jeux et spectacles, un avantage qui fut limité par le Sénat avec des effets inattendus et pervers. Les deux magistratures ont contribué significativement au développent administratif de la ville de Rome et de son Empire, mais surtout à la concurrence aristocratique qui l'a défini comme communauté politique avant de l'affaiblir.
