Role of house leaders in the Canadian House of Commons

This thesis deals with the role of House leaders in the organization and conduct of business in the Canadian Parliament. The position of House leader in the parliamentary parties has emerged out of a complexity of factors and pressures placed upon the parliamentary system during the last thirty years. It may now be said that House leaders form the primary communication channel between the political parties concerning the business of the Canadian House of Commons. The adversary system in parliament, reinforced by the traditional position of the opposition, requires that the parties cooperate in organizing the conduct of parliamentary business. The House leaders meet informally and privately to negotiate and to arrange the timing of debates and other matters. The House leaders perform other important duties within their parties. The Government House leader is responsible to the prime minister and cabinet for the overall management of the House, management of the government's legislative schedule, and assistance in the development of legislation. The contemporary Government House leader is also involved in long-range legislative planning. Opposition House leaders keep their parties informed about House activities and perform important strategy and organizational duties. All House leaders are involved in procedural debates and parliamentary reforms. House leaders are appointed from within the parliamentary party and any authority they possess for making interparty agreements comes from the party. That they are normally senior and respected members and have unique contacts with the other House leaders are factors which usually enhance their influence and persuasive powers over the party. The development of the position of House leaders has decreased the influence of party whips; yet the whips remain and the roles of House leaders and party whips may now be seen as complementary. House leaders naturally must operate within the formal rules of the House, and changes in these rules affect the role of the House leaders. The inability to develop a working time allocation mechanism for Commons legislative activity leaves informal communications between the House leaders as the crucial method of scheduling and limiting these debates. The role performed by House leaders has become more significant and it is now recognized that House leaders hold powerful positions in the Canadian House of Commons. As government business increases yet further in amount and complexity the role of House leaders may be expected to become still more significant in the Canadian parliamentary process. / Arts, Faculty of / Political Science, Department of / Graduate

Thirty years of reform : House of Commons Select Committees, 1960-1990

This thesis is a study of the development of investigatory select committees of the House of Commons during the twentieth century, with a particular emphasis on the period between 1960 and 1990. Synthesising existing analysis as well as presenting new evidence, it describes the early origins of such committees as an integral part of the work of the House, and then considers the House’s apparent loss of interest in select committees between 1920 and 1960. The thesis next discusses the reasons behind the introduction of new select committees in the mid-1960s, and traces further changes to committees during the 1970s. These developments are set in the political context of the period, and in particular the growth of backbench dissent in both major parties during the 1970s. The thesis then analyses the process by which departmentally-related select committees came to be established in 1979. Finally it assesses the quantitative and qualitative evidence about the activity and impact of the new departmental select committees in their first decade up to 1990, relating them closely to the political environment created by the government of Margaret Thatcher.

Canada's House of Commons and the Perversion of the Public Sphere

Jürgen Habermas’ The Structural Transformation of the Public Sphere has been described as outdated and incompatible with 21st century democracies. Among other things, Habermas’ initial formulation excluded the state from the public sphere. Recently, a revised model of the public sphere has emerged that positions the state and other law-making bodies at its centre. Although some theorists have embraced this revised model, others continue to exclude the state or oversimplify its role. While some research has examined how parliaments fit into this revised model, no research has been published on this in a Canadian context. This thesis attempts to fill this gap by answering the research question: Does the Canadian House of Commons constitute a form of the public sphere? To answer this question, the Canadian House of Commons is explored along three dimensions of the public sphere – structure, representation, and interaction. This system of classification conforms to the essential function and institutional criteria of classical theory and also accounts for revised models of the public sphere. Ultimately, this work argues that the Canadian House of Commons satisfies the structural and representational dimensions of the public sphere. Its interactional dimension, however, is found to be inconsistent with public sphere theory due to a lack of real deliberation and the pervasiveness of party politics.

Irish Members of Parliament and the Home-Rule Bill of 1912

This thesis examines speeches made by Irish members of the British House of Commons concerning the Government of Ireland Bill (1912). The most significant source use was the Parliamentary Debates of the House of Commons, 1912 to 1914. The organization of the Irish political parties is outlined in Chapter One. The next two chapters deal with their view of Irish history during the eighteenth and nineteenth centuries. The fourth chapter focuses upon the bill in committee, and the fifth chapter examines the more general debate on the bill. The conclusions of the final chapter suggest that advocates of the bill were motivated by Irish nationalism, while opponents were motivated by economic ties to Great Britain.
