Social housing sidelined : an assessment of the institutional framework for social housing in eThekwini Municipality.

The post-1994 era saw a deluge of housing legislation designed to shake the foundations of repressive Apartheid housing policy. Regrettably, the social housing sector began operating without the support of relevant legislation to guide social housing delivery. Institutional arrangements for social housing only came into effect in the late 2000s. This study sought to evaluate the institutional arrangements for social housing to assess why they have failed to deliver adequate social housing output to satisfy the latent demand on the market. Therefore, the study sought to assess whether the limited delivery of social housing was a result of institutional inertia in the planning, provision and management of social housing in eThekwini Municipality post-1994. Qualitative information on institutional arrangements for social housing was sourced through semi-structured interviews conducted with key informants involved in social housing development in eThekwini Municipality. The information gathered from the interviews was analysed using thematic analysis. After analysing the information, it was discovered that disjointed institutions have contributed to inadequate social housing whose shortage should be viewed not as primarily an issue relating to limited supply and excessive demand, but as reflective of the underlying institutional power struggles arising from the ad hoc and silo process of implementing social, land and economic policies. Therefore, the research concluded that the social housing sector would continue to deliver inadequate social housing output unless a supra-institution that integrates social, economic and land policies is enacted. To maximise the allocation and use of land and financial resources needed for social housing delivery, the intent of the legislations within the institutional arrangements for social housing must be synchronised to have clear strategies and procedures to deliver social housing at scale in inner city areas. / Thesis (M.Housing)-University of KwaZulu-Natal, Durban, 2011.

An assessment of the capacity of waterfront developments to adapt to climate change : a case study of the Point Waterfront Area, Durban.

This research set out to investigate the resilience of the Point Waterfront Development in Durban, South Africa, with regards to climate change. Considering that South Africa is a Third World country, the assumption was that Point Waterfront area would fall short of resilience when it comes to climate change. This research made use of primary and secondary data from the Point Waterfront case study. Primary data were obtained through semi-structured interviews with key stakeholders of the Waterfront development. These are The eThekwini Municipality Planning and Economic Development units, Laurusco Developments, Durban Point Development Company and the local Ward Committee and Councilor. Secondary data were obtained through recent publications in the form of municipal reports, newspapers, internet articles, and books had the relevant data on the resilience of Waterfront developments to climate change. Findings suggest that the Point Waterfront is relatively safe unless something of very extreme nature comes along in terms of sea level rise from the Indian Ocean. All the stakeholders are aware of what climate change might do to the development but the municipality is, the findings suggest, the only stakeholder that goes an extra mile as to improve the resilience of the Point Waterfront and of the city of Durban at large. There seems to be some irregularities when it comes to funds as the municipality does not have enough to tackle adaptation on its own. As a recommendation, waterfront developments should be approved only aftermeasures that enable them to be resilient to climate change have been put in place.Developers must ensure efforts to mainstream the issue of climate change adaptation. Policies should be put in place to formalize adaptation among residents. Integrating sustainable livelihoods approach in rural housing.

This study was conducted in the rural community of Makhabeleni in Kranskop. This community is under the traditional leadership of Inkosi M Dlomo. One of the Development projects undertaken is the rural housing subsidy scheme, implemented through the Provincial Department of Housing in KwaZulu-Natal. A random sample of 30 respondents was drawn from a population of local residents who are already occupying the constructed houses. The study aims at highlighting the implications of lack of integration of sustainable livelihoods approach in rural housing projects. It argues that the packaging of rural housing projects should incorporate both sustainable livelihoods and community participation approaches. These approaches in housing development should not only focus on the top structure or the shelter, but on other factors, such as infrastructure, electrification, agriculture water and sanitation services. Such an integrated and holistic approach requires proper co-ordination on the part of all stakeholders so as to create sustainable livelihoods and contribute in the elimination of poverty. The findings in this study are that local sustainable livelihoods are the way of life of people, therefore should be considered in the housing delivery process. The conclusion and recommendations drawn from the findings are that integrated rural housing development should be coordinated to promote sustainable livelihoods and local economic development initiatives. Such integration would have a ripple effect in attracting local people, who work in urban areas, to return to their rural communities and invest in housing and also improve the housing conditions in their communities. / Thesis (M.T.R.P.)-University of Natal, 2001.

Migration into new housing developments : an examination of RDP housing in Northern KwaZulu-Natal.

Objectives. First, the study aims to explore demographic and socio-economic characteristics of residents who moved into Indlovu village. Second, the study will explore if the housing development attracted the intended beneficiaries as outlined in the policy document of the RDP and the targeted households as specified by the local authority. Third, the study will examine whether there is differential selection of people at places of origin into new housing developments. Background. Since 1994 when South Africa attained independence, the major thrust of the new government was to improve the welfare of the people who were previously underprivileged, especially the Black population. Affirmative policies aimed at the black population were formulated. The Reconstruction and Development Programme (RDP) was formulated in 1994 and was aimed at addressing housing, health, education and economical problems for people who could not afford. South African citizens with low socio-economic status, without proper shelter and previously disadvantaged were provided with subsidised houses. These RDP houses induced an influx towards urban areas in informal settlement, further swelling the waiting-list for RDP houses. Methods. This study utilises data from the Africa Centre Demographic Information System (ACDIS). The Demographic Surveillance Area (DSA) is located in rural KwaZulu Natal. The surveillance area includes a new RDP housing development called Indlovu village. The analysis examines the socio-economic and demographic characteristics of people who moved into Indlovu village between 2003 and October 2006. In bivariate and multivariate logistic regression analysis, the determinants of movement into RDP houses were estimated. The dependent variable ‘moved’ was defined as a binary, where 1 was assigned to those who moved from elsewhere within the DSA to the RDP development scheme and 0 to those who never moved. However, some of the people who have moved into Indlovu Village could have moved from other places outside the DSA and these were analysed separately. Results. There are equal numbers of male and female headed households in Indlovu. Bivariate analyses suggest that there is a statistically significant difference between individuals who moved to Indlovu and those who did not move from the DSA with a p-value <0.001. When controlling for age, sex, marital status, education, employment, household socio-economic status and place of origin, multivariate analysis suggests that people from the rural part of the DSA are more likely than those from urban and peri-urban areas to move into the RDP housing area. Looking at age, more elderly individuals were more likely to be allocated the houses relative to the younger age groups, however, this was not statistically significant. Individuals in the middle age were less likely to move relative to the younger age groups. Equal proportions of females and males benefited from the development and these findings agree with the requirements of the policy. Those in a relatively high socio-economic status were more likely to move than those in the relatively low socio-economic status. Multivariate analysis suggests that the currently married people were more likely to move to Indlovu village. However these findings were not statistically significant but they were significant in the bivariate analysis. Also those from households with dependents were more likely to move relative to those who stayed alone. These findings were not significant after adjusting for other variables. Again this is consistent with the requirements of the policy which stipulates that married people and individuals with dependants have to benefit from these housing developments. The Indlovu housing scheme target people living in and around the DSA, but the development mostly benefited those originating from far away places. Almost 60% of the residents in Indlovu came from places outside the DSA while only 36% originated from within the DSA. Conclusions. This analysis aimed to determine the socio-demographic determinants of individuals who move into RDP houses, using the case study of movement from the Africa Centre DSA into Indlovu village. The findings revealed that the housing development was able to attract individuals from household with average socio-economic status and those from high and very high socio-economic status relative to the very poor households. The RDP policy required that poor individuals with low socio-economic status should be the ones who benefit, however this is contrary to the current study’s findings. However, though by demographic characteristics (gender, age and marital status) most of the beneficiaries met the criteria for eligibility for RDP housing, most came from places further than communities surrounding these housing schemes, disadvantaging the intended beneficiaries. In-situ upgrading of informal settlements : a case study of Barcelona 1 - Lamontville, Durban.

This study examines the case for in-situ upgrading of informal settlements. The housing delivery process as set out in the housing policy has been slow and, to an extent, qualification for subsidy has tended to exclude some sections of the society. The main objective of the study is to identify the social, economic and physical characteristics of informal settlements that would justify in-situ upgrading as opposed to relocation of the residents to a Greenfield development. Both primary and secondary sources of data were utilised in data collection. The research confirmed residents of Barcelona 1 need proper houses with basic services. The general use of land; is also problematic, there are no roads and the residents walk in between shacks to access their sites. Living conditions in Barcelona 1 do not match up with what is proposed in the recent Breaking New Ground (BNG) policy initiative, which states that everyone should have access to sustainable human settlement conditions with basic services such as water, electricity and sanitation. Community Based Organizations (CBOs) focus on assisting the community with socio-economic activities, and have contributed in the development of the settlement by providing training skills workshops on small business and issues concerning HIV/AIDS. The present study sees a need for the settlement to be upgraded on site, in preference to other options less favourable to people’s needs, such as greenfield development which disrupts social and economic networks when people are relocated far from their workplaces and burdened with added transportation costs. By comparison, in-situ upgrading will create minimal disruption for the inhabitants of the settlement. Among the recommendation put forward is that the government, the housing department, non-government organisation and community based organisations should all intervene in the upgrading of informal settlements. The study concludes with none of the development promised by the government having yet taken place in the study area, any forthcoming housing policy implementation should take account of the impact of different development option on informal settlements. It can be argued that government and the housing department alike have failed to satisfy housing demand in South Africa, since people continue to suffer from inadequate housing. Secondly, in-situ upgrading rather than relocation to Greenfield where feasible should be the preferred from development option given the social, economic benefits and networks of existing informal settlements. / Thesis (M.Housing)-University of KwaZulu-Natal, Durban, 2012.

Housing layout design and crime reduction in RDP developments : a case study of Chesterville, Durban in KwaZulu-Natal.

It is argued that housing designs and layout systems for crime prevention can have either positive or negative implications on the actual prevention of crime. Therefore, this research explores the exact implications that housing designs and layout systems have in relation to crime in RDP development neighbourhoods. Various principles such as defensible space principles and crime prevention through environmental design are emphasized in this study: Surveillance, territoriality, access control, image and milieu. Other supporting characteristics like housing design principles including housing structures, support activities and gated communities are highly elaborated, as well as street layout. These analytical criteria were used to examine the Chesterville RDP developments. Procedurally, the evaluation entailed analysing both street layout and housing design and analysing the views and perceptions of people living in the area. The findings indicate that residents of Chesterville display high level of perception of safety although they do acknowledge that there is petty crime once in a while. The researcher asserts that overall housing design and layout systems for crime prevention have positive implications on crime reduction in residential areas. The study also investigated the type of criminal activities that occur in the area. The study analysed the types of criminal activities which were related to housing and layout in Chesterville RDP developments. Data was collected by conducting household surveys and an interview with the community leader. Local and international case studies that were used revealed interesting scenarios of the usage of environmental design to aid crime prevention. In the context of Chesterville the main findings showed that there is a sense safety in the area although assault was found to be high. The study thus proposed recommendations in an attempt to improve crime reduction in Chesterville as a whole. This dissertation is structured as follows: The chapter one introduces the research problem, research questions, hypothesis, and the research method used to conduct the study. Chapter two provides both the theoretical framework and the literature review for the topic being studied. International and national case studies are used to support the flow of the argument. Chapter three introduces the geographical and historical background of case studies in which the study was conducted. This historical background is linked to the topic of study to help to understand the phenomenon of crime prevention.
