A comparative analysis of housing policies of Namibia and South Africa

Both Namibia and South Africa have had mixed success in their housing policies since the advent of democracy in both countries in the 1990s. This paper proceeds from the hypothesis that each country can learn useful lessons from each other in respect of housing policy. The primary purpose of this research was to describe and systematically compare the housing policies of Namibia and South Africa. The historical backgrounds of the countries, existing policies and the manner in which the policies are implemented were investigated. The research examined the housing policies of Namibia and South Africa in terms of their similarities and differences and to consider the impact and implications. Namibia and South Africa vary in their expenditure commitments to provide affordable homes. Their housing policy strategies also differ. Differences reflect different levels of prosperity and differences in governance and institutional arrangements. The study concluded that the policies of Namibia and South Africa are, in the main, similar in that both Namibia and South Africa have enacted legislation that govern matters related to housing – either as housing relates to financing and affordability or as a function of ownership. South Africa stands out, however, in that the right to adequate housing is a prescript of the constitution. In both the investigated countries, there is evidence that their policies are committed to a housing process built on the foundations of people’s participation and partnerships. But there are also differences with regard to implementation. In this study, it is brought to bear on both countries that the provision of housing was not all that successful. But good policies are a good start to a successful outcome of a process.

The housing experiences of young people on the Isle of Mull

This thesis explores the experience of young people on the Isle of Mull and whether and how institutional innovation could help to alleviate housing market constraint for young people living in rural areas. The research identified that young people were particularly constrained in housing markets due to lack of finance and being in the early stages of employment with difficulty accessing housing compounded by the 2007/08 economic downturn. A review of the literature on rural housing markets revealed that challenging supply and demand issues impacted upon the development of housing and constrained rural markets restricted the housing market for young people, limiting choice. The research explored the agency of young people in rural areas and the structure of the housing market, specifically the institutional actors involved in rural housing markets including, but not limited to, the construction industry, land owners, planners, government and third sector organisations. The research focused on the Isle of Mull, off the west coast of Scotland, to explore the experiences of young people living in a remote rural environment and the problems associated with rural housing markets. Questionnaires were completed by young people who were at school on the Isle of Mull and thirty-three semi-structured interviews were conducted with institutional actors involved in rural housing markets and young people living on the Isle of Mull. The research adopted Clapham's (2005) housing pathways approach to explore the choices of young people in the rural housing market, and Williamson's (2000; 1998) New Institutional Economics framework (Economics of Institutions) to examine the structure of the housing market on the Isle of Mull. The research highlighted that third-sector organisations could help to bring institutional actors together in the rural housing market and therefore help to alleviate housing constraint for young people on the Isle of Mull.

Sheltering has been one of the basic rights of human beings during the history of civilization. As it is stated in the Article 25 of Universal Declaration of Human Rights, dated 1948, housing right is one of the basic human rights. Therefore, housing is always taken as one of the core issues for the life of individuals and states undertake this matter on behalf of its citizens. However, a full supply of proper housing to meet the housing need of particularly low income groups is still an unresolved issue in many countries. Therefore, states take different actions for the solution of the issue. In Turkey, TOKI has become the single authority in meeting the housing need of lower income households. Within this context, this thesis focuses on the adequate supply of housing in meeting housing need in provinces and searched for the housing provision of TOKI as a governmental agency and a significant housing provider. In order to show this, a case study was conducted on provinces in Turkey by comparing the total number of dwelling units and dwelling units provided by TOKI with newly formed households / in addition by calculating the number of dwelling units per 1000 households per year. The case study covered the populations and annual housing starts in the municipalities of 81 provinces. The hypothesis of the thesis that expects to find mismatch between housebuilding by TOKI, which produces housing on publicly owned land, and housing need is not fully confirmed in this study. It appears that TOKI has intensified producing housing in many eastern and south-eastern provinces where the number of authorized housing built has been less than the need.

This diploma thesis deals with housing policy and rent housing in Czech republic. First basic terms of housing and consequences of rent housing are described. The second chapter concentrates on the rent housing, in detail particular kinds of this sort of housing are described. The third chapter introduces historical development and reasons of rent restriction in Czech republic. The next part concentrates on the development of law and conception documents in the field of housing policy and current legal form of rent housing. The last part analyses financial availability of housing, it presents the development of restricted rent prices and introduces the prediction model of impacts of rent liberalization applied on the law of unilateral increase of rents. It suggests also possible compensations of these effects.
