For years, scholars have investigated the effectiveness of aid dollars Some
scholars measure aid effectiveness at the country level in terms of achieving good
governance, promoting democratic accountability, accomplishing growth goals, or
attaining macroeconomic goals This study looks at the aid flowing through nongovernmental
organizations (NGOs) It posits that effective aid consists of resources and
processes that promote sustainability It attempts to uncover the meaning of
sustainability for the NGOs and recipients that are involved in agriculture while
surveying how the aid process works It looks at NGOs and recipients, resource flow, and
activities, and sought to understand the elements that could render aid more or less
effective in achieving sustainability in agricultural sectors This study uses a qualitative
case study research strategy that focused on developing theory/hypotheses grounded in
the data and the literature (Agranoff, Radin, & Perry, 1991) This approach is adopted because (a) the
meaning and promotion of sustainability is a complex topic, (b) aid effectiveness is a
multi-faceted puzzle, (c) NGOs represent a diverse group, (d) the collaborative process is
complicated, and (e) the context (Haiti) is a challenging place It uses a data triangulation
process (Denzin, 1989, 1997) by combining different types of data and sources (personal
interviews, observations, and documentation) to arrive at a convergent understanding of
the elements that are more or less likely to influence the NGO aid process in the
promotion of sustainability in agriculture
This study finds that most NGOs and recipients focus on one or two dimensions
of sustainability (economic or environmental); the social or cultural dimensions are
somewhat neglected I also find that funding and funding horizons are two of the major
issues that impede the promotion of sustainability in addition to communication and
collaboration in the design of the plans, execution, and follow-up Recipient education,
paternalistic attitude, and poverty levels also play a major role in promoting

The efficacy of the United Nations in conflict resolution: a study of the response of the security council to the Darfur conflict in the SudanFabrice, Tambe Endoh January 2012 (has links)
Sudan is located in the Northern part of the African continent and has a total land mass of 2.5 million square kilometres, with an estimated population of about 39.15 million people.1 Before the secession that established the South as an independent state from the North, Sudan was the largest country on the continent and hitherto was administered as a colony under the British mandate. From 1898 the United Kingdom (UK) and Egypt administered Sudan as an Anglo-Egyptian territory but North and South Sudan were administered as separate provinces of the condominium.2 In the early 1920s, the British passed the Closed District Ordinances which stipulated that passports were required for travelling between the two zones. Permits were also required to conduct business from one zone to the other, and totally separate administrations prevailed.3 However, in 1946 the British administration reversed its policy and decided to integrate North and South Sudan under one government. The South Sudanese authorities were informed at the Juba Conference of 1947 that they will be governed in the future under a common administrative authority with the north.5 From 1948, 13 delegates nominated by the British authorities represented the South in the Sudan Legislative Assembly. Many Southerners felt betrayed by the British as they were largely excluded from the new government. To them, it was a strategy by the British aimed at protecting their interest as far as colonial legacy is concerned.6 They complained that the language of the new government was Arabic and they were under represented. Of the eight hundred positions vacated by the British in 1953, only four were given to the Southerners. The political structure in the South was not as organized as that in the North and for this reason, political groupings and parties from the South were not represented at the various conferences that established the modern state of Sudan. As a result, many southerners did not consider Sudan to be a legitimate state. Although the Sudanese state was considered illegitimate by the Southerners, the Sudanese parliament unilaterally declared Sudan’s independence on 1st January 1956.8 Subsequently, the Arab-led Khartoum government reneged on promises it had made to Southerners to create a federal system. This led to a mutiny led by Southern army officers and sparked off a civil war after independence in 1956.9 Besides the issues highlighted above, the Abyei region of Sudan is rich in natural mineral resources and has been a bone of contention between the North and South. It has also affected Darfur negatively as most of the rebel groups involved in the Darfur conflict, like the Sudan Liberation Movement (SLM) and the Justice and Equity Movement (JEM), also seek for a share in the wealth of the region.10 However, before the June 2011 referendum, the UN Secretary-General, Ban Ki-moon called for the Sudan to withdraw all police officers from the Abyei region of South Sudan.11 Although the referendum resulted in the Republic of South Sudan, separating it from the North which remains the Republic of Sudan, political views expressed by the provinces in the North region have further captured more attention from the international community.12 The quest for Arab domination is common in this area and, one among the leading regions that have fallen prey to this practice is Darfur

A Field Evaluation of Tools to Assess the Availability of Essential Health Services in Disrupted Health Systems: Evidence from Haiti and SudanNickerson, Jason W. January 2014 (has links)
Background: This thesis presents three research papers that evaluate the current tools and methods used to assess the availability of health resources and services during humanitarian emergencies.
Methods: A systematic review of peer-reviewed and grey literature was conducted to locate all known health facilities assessment tools currently in use in low- and middle-income countries. The results of this review were used to generate a framework of essential health facilities assessment domains, representative of seven health systems building blocks.
Using this framework, a field-based evaluation of tools used to assess the availability of health resources and services in emergencies in Haiti and the Darfur states of Sudan was conducted. The collected assessment tools from these countries were compared against the framework from the systematic review, as well as the Minimum Standards for Health Action in the Sphere Humanitarian Charter and Minimum Standards in Humanitarian Response, and the Global Health Cluster’s Set of Core Indicators and Benchmarks by Category. A coding system was developed using all of these frameworks that enabled the comparison of the assessments collected in both countries.
Field-based interviews were conducted with key informants using a convergent interviewing methodology, to gain perspectives on data collection and the use of evidence in formulating health systems interventions in emergencies.
Results: 10 health facility assessments were located in the systematic review of the literature, generating an assessment framework comprised of 41 assessment domains. Of the included assessments, none contained assessment criteria corresponding to all 41 domains, suggesting a need to standardize these assessments based on a structured health systems framework.
In Haiti and Sudan, a total of 9 (Haiti, n=8; Sudan, n=1) different assessment tools were located that corresponded to assessments of the availability of health resources and services. Of these, few collected data that could reasonably have corresponded to the different assessment domains of the health facilities assessment framework or the Sphere Standards, nor could many have provided the necessary inputs for calculating the Global Health Cluster’s indicators or benchmarks. The exception to this was the one tool located in Sudan, which fared reasonably well against these criteria.
The interviews with participants revealed that while evidence was viewed as important, systematically-collected data were not routinely being integrated into program planning in emergency settings. This was, in part, due to the absence of reliable information or the perceived weaknesses of the data available, but also due uncertainty as to how to best integrate large amounts of health system data into programs.
Conclusions: Greater emphasis is needed to ensure that data on the availability and functionality of health services during major emergencies is collected using methodologically-sound approaches, by field staff with expertise in health systems. There is a need to ensure that baseline data on the health system is available at the outside of emergency response, and that humanitarian health interventions are based on reliable evidence of needs and capacities from within the health system.

Ghost Rations: Empire, Ecology, and Community in the Ottoman East, 1839-94Ghazarian, Matthew January 2021 (has links)
“Ghost Rations” draws on environmental history and the history of capitalism to explain the development of the communal conflicts that tore apart the multi-ethnic, multi-confessional Ottoman Empire. It focuses on the Ottoman East in 1839-94, a period that began with a Sultanic declaration of religious equality and ended with a dramatic wave of communal violence, the Hamidian Massacres (1894-97). Recent work has described how communal boundaries hardened thanks to the rise of new discourses and symbols of belonging put forth by powerful agencies like the Ottoman state, European colonial powers, and Protestant missionaries. This project builds on these discursive and intellectual explanations for ethnic and religious divides, but it argues that in order to understand how new ideas about difference and belonging came into practice, we must account for provincial partners and the material conditions that assisted in their spread and uptake. To accomplish this, “Ghost Rations” takes up famine, the most intense of material conditions, in the decades before the Hamidian Massacres. The first half focuses on the 1839-76 expansion of imperial institutions that worked to define and police communal boundaries. The second half analyzes three cases of famine between 1879 and 1894, when these reform-oriented institutions wielded outsized influence by distributing life-saving humanitarian aid. These institutions, however, also had the effect of distributing hardship and trauma unevenly along ethno-religious lines. New technologies like the telegraph, environmental forces like El Niño, and financial changes like the spread of banking combined to distribute hunger and hardship along confessional lines. Suffering unequally borne radicalized communal tensions and set the stage for unprecedented violence in subsequent years.
