Avoiding the Windshield Wiper Effect: A Survey of Operational Meteorologists on the Uncertainty in Hurricane Track Forecasts and CommunicationHyde, James Tupper January 2017 (has links)
The first line of defense for the threat of an oncoming hurricane are meteorologists. From their guidance, warnings are drafted and evacuation plans are made ready. This study explores uncertainty that operational meteorologists encounter with hurricane prediction, and more importantly, how meteorologists translate the uncertainty for the public. The study is based on a web survey of individual meteorologists, in cooperation with the National Weather Association (NWA). The survey received 254 responses with an estimated 18% response rate. Specifically, the study focuses on three key areas: displaying uncertainty in hurricane track forecasts, perceived relationships between the public and the media and message characteristics on various platforms (e.g., television, web, and social media), and reliance on numerical weather prediction in the forecasting process. Results show that tracking graphics are varied between their use and usefulness and meteorologists think that they have a bigger role in information dissemination than previously thought. / National Science Foundation (NSF) Grant CMMI1520338

Missed Opportunities: Examining The LiteracyExperiences Of African American Students Displaced By Hurricane Katrina.Pollard, Tamica McClarty 12 1900 (has links)
The purpose of this study was to examine how five African American middle school students, who were displaced by Hurricane Katrina represent their literacy experiences before, during, and after their displacement. Specifically, the two research questions were: (a) What are the stories that these middle school students tell about their lives, before, during, and after their displacement, and (b) What do their stories reveal about their literacy experience before, during, and after their displacement? Narrative Inquiry was the chosen methodology for the study, which allowed the participants to tell their experiences from a first-person perspective. It also encouraged the participants to reflect upon these experiences, in order to give meaning to their thoughts and emotions. Employing a critical lens and perspective, I constructed a narrative profile for each participant, which was then analyzed using these methods. Each narrative profile detailed the literacy experiences of the participants before Hurricane Katrina, during the transition period, and current literacy experiences now that the participants are resettled and attending school in the host city. These data were supplemented by archival data such as report cards, individual education plans (IEPs), and Texas Assessment of Knowledge and Skills (TAKS) scores. Data analysis of the five participants’ literacy experiences revealed common themes. These participants have pleasant memories of school literacy before the storm and mentioned “choice” as a component of those experiences. During the transition period, few or no literacy experiences took place. Hence, there were missed opportunities for the participants to use literacy experiences to make connections to their new world. Participants reported current classroom and school experiences were controlled environments that led to controlled literacy experiences. This compartmentalization of literacy experiences is not consistent with the critical literacy perspective adopted in this study. Their interviews suggested that they that they saw no connection between school literacy and their literacy experiences outside school.

Survival and Growth Performance of Two Oak Species and Three Planting Stocks on Lands Disturbed by Hurricane KatrinaDowdy, Andrew Dees 09 May 2015 (has links)
Survival and growth of two oak species, water oak (Quercus nigra) and swamp chestnut oak (Quercus michauxii), and three planting stocks: 1-0 bareroot, conventional containerized, and EKOgrownTM seedlings were compared for two growing seasons. Conventional containerized seedlings had the best survival. Bareroot seedlings had the second highest survival and EKOTM seedlings had the lowest at the end of two growing seasons. Conventional containerized planting stock exhibited greater groundline diameter (GLD) growth for both species at the end of the first growing season compared to bareroot and EKOTM planting stock. Bareroot seedlings had similar GLD growth to EKOTM seedlings for both years. Conventional containerized seedlings height differed in water oak but did not differ in swamp chestnut oak at the end of year two compared to bareroot seedlings. EKOTM seedlings exhibited severe dieback at the end of both growing seasons and the least amount of height growth.

An analysis of the effects of climatic oscillations and hurricane intensification on the destructiveness of Gulf Coast hurricane landfallsLewis, Michelle 13 December 2019 (has links)
Hurricanes are the leading cause of economic loss in the United States, and recent studies have shown that they have increased in intensity. The growth of population and wealth to coastal regions has exacerbated catastrophic losses. The purpose of this study is to examine the role of three modes of natural climate variability as well as hurricane intensification on destructiveness along the Gulf Coast. The study utilized R programming software to create raster grids and evaluate spatial and temporal relationships between intensification, intensity, sea surface temperatures and destructiveness. Destructiveness was synthesized using the Pielke Landsea 2018 (PL18) normalized losses dataset. The principal findings revealed that the Atlantic Multidecadal Oscillation (AMO) has the greatest influence on hurricane intensification and associated damages. The study offers a contribution to research on hurricane intensification and destructiveness associated with natural climate variability and urges stakeholders to dedicate funds for mitigation measures to reduce the vulnerability to Gulf Coast counties.

Hurricane Katrina And The Perception Of Risk: Incorporating The Local ContextCampbell, Nnenia 01 January 2009 (has links)
This paper identifies social conditions that shape perceptions of risk to environmental toxins among residents in the Gulf Coasts of Louisiana and Mississippi following Hurricane Katrina. Demographic information from a randomly selected sample of 2,548 residents was used to explore the concept of the "White male effect" as discussed in previous literature, which has found that white males are particularly risk accepting compared to all other race and gender groups. This analysis also evaluated the influence of trust in government and beliefs about environmental justice on perceived exposure and compared responses from residents within and outside the City of New Orleans to determine whether there is evidence of location-specific differences. Hierarchical regression analysis revealed strong support for the combined race and gender effects proposed by previous literature. Additionally, hypotheses regarding the influence of trust in government and belief in environmental injustice were supported. Suggestions for future research and policy implications are discussed.

Commute Travel Changes and their Duration in Hurricane Sandy's AftermathKontou, Eleftheria 31 January 2014 (has links)
Hurricane Sandy struck the New York City-New Jersey region on October 29, 2012, with severe consequences to the transportation network, including both the road network and the transit system. This study used survey data from nearly 400 commuters in the New York City Metropolitan Area to determine the transportation disruptions and socio-demographic characteristics associated with travel changes and their duration for the home-to-work commute after Hurricane Sandy. Multi-variable binary logit modeling was used to examine mode shifting, cancelling the trip to work, route changing, and modifying departure time. Transit commuters were more likely to change modes, cancel the trip, and depart earlier. Women were less likely to change modes or depart later. Carpool restrictions encouraged mode changing and earlier departures. Delays/crowding increased the probability of route changes, canceled trips, and earlier departures. Durations of commute travel changes were modeled with accelerated failure time approaches (Weibull distribution). New Jersey Transit disruptions prolonged the time to return to the normal working schedule, telecommuting time, and the time of commuting patterns alterations. Gasoline purchase restrictions extended commuting delays and the duration of alteration of normal commute patterns but decreased the duration of the change of working schedule and location. The mode used under normal commute conditions did not have an impact on the duration of the changes, even though it has a significant impact on the selected changes. The results underline the need for policy makers to account for mode-specific populations and lower income commuters during post-disaster recovery periods. / Master of Science

Hurricane Sandy hit New York City on October 29, 2012 and greatly disrupted transportation systems, power systems, work, and schools. This research used survey data from 397 respondents in the NYC Metropolitan Area to develop an agent-based model for capturing commuter behavior and adaptation after the disruption. Six different recovery scenarios were tested to find which systems are more critical to recover first to promote a faster return to productivity. Important factors in the restoration timelines depends on the normal commuting pattern of people in that area. In the NYC Metropolitan Area, transit is one of the common modes of transportation; therefore, it was found that the subway/rail system recovery is the top factor in returning to productivity. When the subway/rail system recovers earlier (with the associated power), more people are able to travel to work and be productive. The second important factor is school and daycare closure (with the associated power and water systems). Parents cannot travel unless they can find a caregiver for their children, even if the transportation system is functional. Therefore, policy makers should consider daycare and school condition as one of the important factors in recovery planning. The next most effective scenario is power restoration. Telework is a good substitute for the physical movement of people to work. By teleworking, people are productive while they skip using the disrupted transportation system. To telework, people need power and communication systems. Therefore, accelerating power restoration and encouraging companies to let their employees' telework can promote a faster return to productivity. Finally, the restoration of major crossings like bridges and tunnels is effective in the recovery process. / Master of Science / Natural and man-made disasters, cause massive destruction of property annually and disrupt the normal economic productivity of an area. Although the occurrence of these disasters cannot be controlled, society can minimize the effects with post-disaster recovery strategies. In this research, commuter behavior and adaptation after the hurricane were captured by using a survey data that asked questions from people living in NYC metropolitan area about their commuting behavior before and after Hurricane Sandy. An agent-based model was developed and six different recovery strategies were tested in order to find effective factors in returning people to normal productive life faster.

Comparison of two planting stocks and two species for regenerating oak seedlings on Hurricane Katrina impacted sitesMadden, Michael 30 April 2021 (has links)
Many bottomland hardwood stands in southern Mississippi lacked management prior to Hurricane Katrina. Following removal of overstory oaks, no seed source was available to naturally regenerate these stands. Artificial regeneration became the most viable option, but information was lacking on how to successfully reestablish thousands of acres of bottomland forests quickly and successfully. Bareroot and conventional containerized seedlings of Nuttall oak (Quercus texana) and swamp chestnut oak (Quercus michauxii) were planted on two sites in southern Mississippi. After two growing season’s Nuttall oak exhibited similar survival to (93.4%), better groundline diameter growth (13.0 mm) than, and better height growth (68.8 cm) than swamp chestnut oak (92.5%, 6.6 mm, 43.9 cm, respectively). Bareroot seedlings had the highest survival (94.5%), best groundline diameter growth (10.3 mm), and best height growth (66.6 cm), though conventional containerized seedling survival (91.4%), groundline diameter growth (9.3 mm), and height growth (46.0 cm) were all acceptable. Considering seedling cost and overall performance, bareroot seedlings provide the most effective option for artificial regeneration on high quality bottomland hardwood sites.

This investigation focuses on the effects of hurricane Katrina on the structure, performance, capacity, and future of the lumber industry in the impacted area. The basis of the examination is a survey of both hardwood and softwood lumber mills in Mississippi, Louisiana, and Alabama. Total response rate was 42.4%. Results support the hypothesis that the storm did have a significant and negative effect on the commerce of responding facilities. Contribuing factors, such as raw materials supply and procurement, physical damage tothe mill and resulting variations to operation, productivity and quality issues, as well as human resources, were impacted in differing magnitudes. The extent to which the results have been experienced can be based upon what type of wood a mill utilizes, its geographic location, and its ownership of timberland. Raw material security will be paramount to determining a facility’s ability to remain competitive in the industry.
