The first part of the thesis is concerned with questions arising from the dual society of "tribesmen and townsmen", as the distinction is often briefly but inaccurately described. Nearly two thirds of the rural population and more than half of the total population may be regarded as having their social centre of gravity still in some form or other of tribal organisation. 1. British policy towards the tribes, as it shaped at first after the occupation of the country during the last war, stood in contradiction to the axiom which had been common to all the changing patterns of Turkish tribal policy. Far from being intent on destroying tribalism, it favoured its preservation. But the experiment in indirect administration of tribal areas came to an end in 1920. In some districts conditions forbade its introduction, in others its introduction courted failure. With the establishment of the provisional Arab Government the emphasis shifted back towards the bureaucratic administration of tribal areas. With the assistance of the British Royal Air Force, the establishment of direct administration in the outlying districts proceeded steadily. After the release from the Mandate, the Iraqi army proved its ability to act efficiently in face of serious tribal opposition. The ascendancy of the central Government faces tribalism with difficult problems of re-adjustment.

Approved for public release; distribution is unlimited / France opposed the US-led intervention in Iraq in March 2003 while Italy supported it. Domestic dynamics, including popular opinion and growing concern for Muslim sentiment, exerted a secondary influence on those decisions. Other factors that influenced the leaders of France and Italy to take opposing stances on the prospective intervention included security and threat assessments. Discord in US-French relations was exacerbated by disagreements over other international issues, especially the role of the UN Security Council. This thesis assesses the relative weight of these various factors in the French and Italian decisions, and examines the interplay of the key national decisions made by American, French and Italian leaders. The thesis concludes that French and Italian decisions were influenced by factors in addition to the issues in question-that is, whether the Iraqi regime had complied with the UN Security Council resolutions calling for the elimination of weapons of mass destruction and certain delivery means and, if not, whether the use of force was an appropriate and justified course of action. It also concludes that the severe damage to US-French relations may be overcome as Paris and Washington cooperate in meeting international security responsibilities. The European Union's Common Foreign and Security Policy may face greater challenges, owing to the significant intra-EU differences revealed during the Iraq crisis. / Major, United States Air Force

Approved for public release, distribution unlimited / The violent and diffuse nature of the Iraqi insurgency has become a major obstacle to reconstruction and the withdrawal of coalition military forces. The central problem with the coalition's counterinsurgency strategy is that it fails to take into account the diverse goals and historical motivations of the groups involved. A coalition counterinsurgency strategy flexible enough to deal with Iraq's insurgent groups differently as opposed to monolithically will be more effective in achieving stability in Iraq. This thesis argues that the Iraqi insurgency can be disaggregated into categories that will better assist policy makers in identifying and understanding insurgent groups. Sunni, Shi'ite, and transnational categories are used to divide insurgents, showing each to have specific traits. Categories of insurgents are further divided, where insurgent groups are examined in more detail. Based on the disaggregation, recommendations for counterinsurgency strategy orientations are proposed. America's longterm legacy in the Middle East will depend on the conditions of our departure from Iraq. It is only through a more thorough understanding of Iraq's insurgent groups and the proper application of a counterinsurgency strategy which accounts for the differences between groups that America will be able to make this legacy a positive one.

This dissertation contends that a revolutionary situation built up in Iraq during the last decade of the monarchic system. Opposition to constraints on civil rights, close ties with Britain, accession to the Baghdad Pact, the semi-feudal economic system in rural areas, and the plight of the unemployed in the slums of the big cities fanned revolutionary sentiments in Iraq during the monarchic era. The ambitious development program financed with Iraq’s considerable oil revenues did not address these problems, however, since the program focused on large-scale and long-term projects which did not rapidly improve the situation of the poorer strata of the population. Furthermore, external events such as the formation of the Baghdad Pact in 1955 and the Suez Crisis of 1956 directly fueled anti-regime sentiments in Iraq, since students and intellectuals contended that the monarchy’s foreign policy had contributed to these events and isolated Iraq from its Arabs neighbors. The regime managed to remain in power, however, through heavyhanded suppression of any public manifestation of political opposition. This left the army the only force in Iraqi society capable of effectuating change. The regime was convinced of the army’s complete loyalty and therefore made the mistake to dismiss intelligence on coup plans. This dissertation further argues that the Free Officers coup of July 14, 1958, was the initial phase of a social, economic, political, and psychological revolution. The fact that Baghdadis took to the streets in massive numbers on the morning of July 14 shows strong popular support for and participation in the Free Officers coup. The foreign and economic policies of the new regimes also constituted a revolutionary departure from those of the monarchy. Furthermore, the new government declared that Iraq’s foreign policy would be based on the principle of neutralism, and that its economic policy would eliminate the semi-feudal system in the rural areas to build an equitable society. Iraq’s decision not to withdraw from the Baghdad Pact and not to nationalize the Iraq Petroleum Company was made for security reasons, and did not signify a continuation of the policies of the previous regime. / text
