Na primeira parte da dissertação, parte-se da demonstração de alguns traços que foram presentes na dinâmica de desenvolvimento das cidades brasileiras em geral e como esse processo encontrou amparo na produção da legislação urbanística. Demonstra-se como essa dinâmica esteve submetida à lógica mercantil e como suas regras organizadoras pautaram-se em padrões de diferenciação. Em uma segunda parte, percebe-se as especificidades desse processo nos municípios costeiros e a influência da atividade turística nesse contexto. São verificadas como o histórico da ocupação e, posteriormente, a indústria turística, influenciaram a apropriação das áreas costeiras brasileiras. Sobre Ilhabela, foco da terceira parte dessa dissertação, a questão da segregação sócio territorial é abordada a partir da análise de três eixos. No primeiro, a pa.rtir de dados do IBGE, PNUD-ONU, Fundação SEADE e Ministério do Trabalho, analisa-se a evolução dos parâmetros referentes à qualidade de vida e seus impactos no processo de inclusão/ exclusão no município. No segundo, analisa-se a influência da componente territorial no processo de exclusão, ou seja, avaliando desde a precariedade da legalidade urbanística até influência que o Parque Estadual tem na distribuição e na ocupação do solo no município. Finamente, no terceiro eixo, é feita uma análise de como a legislação influi nesse processo, sendo estudados tanto a legislação em vigor (98/80), como o Plano Diretor em elaboração e sua relação com o Estatuto da Cidade / Abstract: The aim of this paper is to expose the ways in which socio-territorial segregation presents itself in the township of Ilhabela, São Paulo, and its singularities as a town on the coast of São Paulo state. In the first part, the demonstration of characteristics present in the development dynamics of Brazilian cities in general were used and examples of how this process encountered support in the production of urbanistic legislation. It deals with how mercantile logic conditioned this dynamic and how its organizational miles were guided by differentiation standards. The second part analyzes the specific details of this process in coastal towns and the influence of tourist activities in this context. The history of occupation and in its aftermath, the tourism industry, are studied to determine their influence in the appropriation of Brazilian coastal areas. The third part of this paper deals with the issue of socio-territorial segregation in Ilhabela by viewing it from a .three-pillar" analysis. The first, supported by data from IBGE, PNUDONU, Fundação SEADE and Ministério do Trabalho, analyzes the life quality parameters and their impact on the process of inclusionlexclusion in the city. The second analyzes the territorial influence on the exclusion process; in other words, an evaluation, from the precarity of urbanistic legislation to the influence that the State Park has in the distribution and occupation of municipal land. Finally, the third pillar focuses on how the legislation influences this process, where both the current legislation (98/80), as well as the Master Plan under elaboration are analyzed, and their relationship with the City Statute / Mestrado / Análise Ambiental e Dinâmica Territorial / Mestre em Geografia
