An evaluation of development-induced relocation process in the Ingquza Hill Local Municipality

The development of the Eros-Vuyani-Neptune 400 kV transmission powerline has seen some of the people of Ingquza Hill Local Municipality in the Eastern Cape relocated from their original place of residence. This research evaluated the process that was implemented when relocating the affected people in the Ingquza Hill Local Municipality, covering villages within Lusikisiki and Flagstaff towns. This study provides a response to the research question, which was: “Did the relocations improve the socio-economic and environmental sustainability of the people in Ingquza Hill Local Municipality?” The evaluation process of the study followed a systematic methodology, which entailed i) investigating and analysing the social impact indicators identified during the relocations; ii) evaluating and comparing key socio-economic and environmental indicators in Ingquza Hill Local Municipality; and iii) making recommendations to improve the relocation process. The study also formulated five key indicators of relocations, utilised to compare the social receptors before and after the relocation phase of the project. The utilised key indicators are: 1) quality education; 2) quality health care; 3) affected age groups; 4) community linkage; and 5) employment conditions. The results of the research highlighted the need for a comprehensive and, most importantly, inclusive process when relocating people from their homes. This research concluded that the relocation process needs to be formalised and adopted hand in hand with development instead of being treated as a separate process. The research study further recommends that the process of relocating communities, as a companion of development, needs to be effectively monitored and managed in order to curb the socio-environmental impacts thereof. / Environmental Science / M. A socio-economic study of East London, Cape Province, with special reference to the non-European peoples

From Forward: The development of gold mines in the Orange Free State is likely to be to modern East London what Kaffir Wars were to old East London. "The Fighting Port", as it is commonly called, is the nearest harbour to these mines and is linked by good rail, road and air facilities. A wide variety of industry is already established. Development is likely to be rapid. At present the City contains over 80,000 persons, and with the addition of peri-urban suburbs has doubled its population in just over fifteen years. In the past is has claimed to be the healthiest holiday resort in the Union. This year a City-wide campaign has been organised to fight tuberculosis, as the City's statistics indicate that it has one of the highest rates of anywhere in the world. Within twelve years two government sided commissions of enquiry have sat in the City and reported on the administration and living conditions of the city's African populaton. Extremely strong adjectives have been used to describe, and drastic recommendations made to improve the socio-economic and general conditions of the African people. Under the holiday atmosphere of the City lies a very serious, complex, and potentially dangerous human problem.

Urban agriculture for sustainable livelihood : a case study of migrants' women in Johannesburg

This research examines how urban agriculture contributes to the sustainable livelihood of migrants’ women living in the inner city of Johannesburg. The study focuses on the Cameroonian women community living in Turffontein. It explores the significant process of migration into the Republic of South Africa and the inspiration behind the choice of urban agriculture in the inner city of Johannesburg by women. The research report assesses the impact of urban agriculture on sustainable livelihood in the life of Cameroonian women living in Turffontein. It also examines the constraints encountered by these Cameroonians women in Turffontein in the practice of urban agriculture for sustainable livelihood. The findings of this study reveal that urban agriculture is used as a strategy for sustainable livelihood to a lot of Cameroonian migrants’ women living in Turffontein. The study has also shown how through urban agriculture these migrants’ women have been able to raise substantial income to support their respective families both in South Africa and in Cameroon. The study is based on a purposeful sample of Cameroonian migrants’ women living in the inner city of Johannesburg practicing urban agriculture. It uses a mixed method of approach with a transect walk to the area where this women practice the urban agriculture. It also included an in-depth face to face interactive interview and written sources such as journals, books and research reports where combined to gather relevant data. Thematic content analysis was used to analyse the data.

The reintergration of South African political returnees / The reintegration of South African political returnees

This study examines the reintegration of South African political returnees into South African society from a sociological perspective after the unbanning of the African National Congress (ANC), South African Communist Party (SACP) and the Pan Africanist Congress (PAC) in 1990. It specifically looks at the role of liberation movements, government, the International Organization For Migration (10M), the United Nations High Commissioner For Refugees (UNHCR) and the South African Council of Churches (SACC) in the pre- and post- 1994 period. This study contends that for refugee reintegration to succeed, primary prerequisites include a relatively good and sustainable economy and, most significantly, positive governmental intervention. A central argument of the study is that the ANC-Ied government has played a significant role in the repatriation and long-term reintegration of political returnees. Of significance is the economic dimension of this process since it facilitates reintegration at the social level. The assessment of the role of the ANC-Ied government in the political returnee reintegration process is undertaken primarily through the Special Pension and Demobilization Acts of 1996 which constitute the focal point of analysis of this study. The findings of this research are that the International Organization For Migration, the United Nations High Commissioner For Refugees, the African National Congress, the Pan Africanist Congress, the South African Communist Party and the South African Council of Churches played a significant role in the repatriation and early reintegration of political returnees in South Africa in the pre-independence phase. In the post-independence period, the ANC led government played an important role in long-term reintegration through legislative means, namely, the Special Pension and Demobilization Acts of 1996. The recommendations of the study are that the United Nations High Commissioner for Refugees should continue conducting large scale political refugee repatriations because of its expertise in international repatriation, programmes and processes of this magnitude. More research on the long-term socio-economic implications of the refugee reintegration process needs to be conducted in view of the fact that this area of study has not been sufficiently problematized. Finally, from a policy perspective, there is a need for governments with returning refugee populations to be more proactive in addressing this problem through legislative measures. / Sociology / D. Effects of migration on municipal planning : a case of Greater Tubatse Local Municipality in Limpopo Province

Thesis (MPA.) -- University of Limpopo, 2017 / The purpose of this qualitative research was to investigate the effects of migration on municipal planning using the case of the Greater Tubatse Local Municipality in the Limpopo Province. The research derives its origin from the notion that municipal planning, which does not consider population dynamics, is incomplete. Municipalities in South Africa are mandated to provide services to community members within their jurisdiction with limited available resources. To achieve this municipalities are expected to develop plans, referred to as Integrated Development Plans (IDPs). The IDPs are informed by various aspects for their completeness, namely: alignment with the national development perspective and consideration of population dynamics. The research was designed to explore the experience and understanding of municipal officials who are responsible for planning activities in the Greater Tubatse Local Municipality and the manner in which migration affects such municipal planning. This qualitative research employed a phenomenological method as the most appropriate to capture the perspective, understanding and experiences of individuals who were differently involved in migration and municipal planning processes. The research revealed how migration affects planning within municipal invironment in South Africa by using the experiences of municipal officials who are involved in planning activities in the Greater Tubatse Local Municipality. Among others,the research revealed the following findings, namely; (1) Migration in the Greater Tubatse Local Municipality is caused by several factors such job opportunities in the mines, better services in towns and townships among others,(2) the Greater Tubatse Local Municipality does not consider migration during community consultation processes, needs prioritisation and resource allocation, (3) the Greater Tubatse Local Municipality does not have effectivemigration data management system, (4) there is a lack of co-operation between the Greater Tubatse Local Municipality with otherspheres of government which are responsible for migration management, (5) Powers and functions delegated to the Greater Tubatse Local Municipality inhibit migration management and municipal planning and (6)there is sufficient legislative framework regulating migration management and inter-governmental relations in South Africa, however there is no implementation of such legislative framework by government officials. iii The overall experience of participants with regard to migration and municipal planning generally confirms findings of previous researches (Blase & Landau, 2014; Hofisi, 2014; Netswera & Phago, 2011) who for example, argue that migration is not taken into consideration during municipal decision making processes, need prioritisation and resource allocation. However, unlike the findings in previous researches (Friedementle & Misago, 2014; Mpehle, 2014) which highlight that municipal officials have negative attitudes towards migration this research revealed that municipal officials in the Greater Tubatse Local Municipality appreciate migrants. Municipal officials interviewed in this research appreciate migration and the challenges it poses to the municipality. Furthermore, contrary to what some reports highlight, participants in this research did not experience xenophobic attacks in the area despite the high prevalence of migration. Participants recommended that more powers and functions such as provision of water, electricity, migration management and others should be devolved to local municipalities as the sphere closest to the people. Participants further recommended that a dedicated research unit be institutionalised within municipalities to collect data which will supplement those of Statistics South Africa, and that other spheres of government should co-operate and capacitate local municipalities. This qualitative research is significant because the data gathered were analysed to develop themes which provide insight into how migration affects municipal planning, which planners in municipal environment can learn from and apply. It also contributes to a growing body of scholarly work and provides a conduit for future studies concerning the central phenomena - migration and municipal planning. This is vital, given the increasing pressure exerted by migration on municipalities and their limited resources.

An evaluation of rural-urban migration and its link to informal settlement pattern : a case study of Disteneng in Polokwane Municipality in Limpopo Province

Thesis (M.Dev.) --University of Limpopo, 2010 / Urbanization and rural-urban migration are processes that are surrounded by a great deal of controversy and pose as significant challenges in contemporary South Africa. In dealing, controlling, and managing urbanization and rural urban migration, the South African government has developed a number of policies to respond to this to these challenges such as Urban Development Framework of 1997 which aims to promote effective urban reconstruction and development, to guide development policies, strategies and actions of all stakeholders in the urban development processes and other policies that are geared towards urban development management. In this study, an effort is made to evaluate rural-urban migration and its link to informal settlement patterns at Disteneng area (Limpopo Province). The study used both qualitative and quantitative approaches to collect data. Questionnaires, formal interviews and observations were used to assemble primary data. Policies, journals, books were used to gather secondary data. The study found that there are quite number of issues that lead to rural-urban migration such as rural poverty and unemployment. It also established that policies that have been developed to control rural-urban migration and urbanization are not comprehensive enough to respond to rural-urban migration. They need to be revitalized and reviewed. The study also found out that the main reason for the backlog in services and development relate to a lack of commitment, capacity and experience of officials mandated to bring development to the study area. Recommendations of the study include community empowerment, skills development, monitoring of performance and capacity building for officials. There is a direct link between rural-urban migration and the sprawling of urban informal settlements calling for multi-pronged interventions from multiple government agencies to address the phenomenon. The Disteneng area is a melting pot which requires urgent attention.

Relevance of the Todaro model in explaining Black migration to and within the Durban Functional Region.

Until recently it was fashionable to describe Durban as one of the fastest growing cities in the world. For those who held this view, the proliferation of informal settlements in and around the city pointed to massive rural-urban in-migration from the rural areas. Migration, itself, it was conceived, was typically the outcome of a direct move from the rural areas, whereby the migrant simply arrived in the city and took to squatting on any available land he or she could find. In actuality, while research has pointed out that substantial rural-urban in-migration is indeed a feature of the urban landscape, little light has been shed on the extent and nature of such migration. The aim of this dissertation is therefore to elucidate on these two features of the migration phenomenon. A brutal harvest: The roots and legitimation of violence on farms in South Africa

Extensive evidence of atrocities committed against black workers on white-owned farms has consistently been uncovered by progressive organisations working in the rural areas in South Africa. The evidence suggests the need for a thorough and systematic investigation of the nature and extent of violence on the farms, as well as a more systematic exposure of the findings. For the most part, the personality of rural South Africa remains a mystery to urban dwellers. The Black Sash and its rural project, the Transvaal Rural Action Committee (TRAC), approached the Project for the Study of Violence to undertake this research and this report was first presented at the Project's seminar programme at the University of the Witwatersrand. Its findings have provoked strong responses from the farming sector. Kobus Kleyhans, the Deputy Director, General Services of the South African Agricultural Union (SAAU), was quoted in The Star as saying, ‘According to my observations, the situation (on the farms) is quite different. I reject these findings with contempt; they are nothing near the real situation... I will not deny, that some farmers do not treat their workers as they should, but this sort of information is not representative’. (The Star; October 1990) In reply, it should be emphasised that firstly, while this study was conducted only in the South Eastern Transvaal, the case studies in this report are not isolated incidents but were selected out of a large range of similar occurrences in the area. Secondly, rural advice offices in the Western and Northern Transvaal, have reported similar cases of violent abuse of labourers on white owned farms in their areas. Although the specific contours of the communities in these regions have not been investigated, some of the case studies directly corroborate the findings of this report. The timing of this report is opportune as it coincides with President De Klerk’s announcement that the Land Acts of 1913 and 1936 are to be abolished. These Acts have been pivotal in forging and determining the violent and exploitative relations on the land. The announcement is therefore welcomed as a significant step towards creating the conditions for changing the balance of power on the land. At the same time, this report serves as a warning against the belief that the scrapping of the Land Acts will put an end to the varying forms of violence on the farms. Just as repealing these laws will not necessarily ensure equitable redistribution of the land in South Africa, so too do they not necessarily signal a move towards more equitable labour relations on white farms. This report makes this clear in three ways. Firstly, the racist attitudes and convictions of many white farmers is shown to underpin much of the violence on the farms. These attitudes will prevail well after the scrapping of the Acts. A reversal of these attitudes will only take place after a lengthy educative process undertaken by groups such as the local churches, the South African Agricultural Union, the Rural Foundation etc. Secondly, it is the very fear of white farmers and their increasingly vulnerable position, that has contributed to a growing pattern of abusive behaviour against farmworkers. The strength of the opposition of hundreds of white farmers to the scrapping of the Land Acts was demonstrated in their march on the union buildings just after the announcement was made. Thirdly, the networks that have contributed - directly and indirectly - to the violence on the farms, such as the courts and police, are still firmly entrenched in the rural areas. For these reasons, a campaign against against farmworker abuse is more pertinent than ever before. We are calling for several steps to be taken. / Revised Edition

The rural-urban interface: the ambiguous nature of informal settlements, with special reference to the Daggafontein settlement in Gauteng

The thesis is concerned with the rural-urban interface. It questions and argues against the validity of what used to be called the rural-urban divide, and presents the rural-urban interface as a single social field. The research makes use of Daggafontein informal settlement in Gauteng, providing a general socio-economic overview of this settlement by discussing the ways in which people in this settlement make a living. Most of the people come from rural areas and the patterns of their association within the settlement reveal that they associate themselves with people from their own rural homes of origin. Movement between Daggafontein and rural areas show some level of commitment to home areas. Perceptions of the urban-rural interface by people of Daggafontein informal settlement show that these two areas are not necessarily separate from each other, but are part of the same continuum as socio-economic relations continue to straddle the rural and the urban. As people, perceptions and values move in both directions along the rural-urban interface, the classification of the informal settlement becomes highly ambiguous, because it contains both rural and urban elements.
