No. of bitstreams: 1 2013_EvandroDeSouzaSilva.pdf: 3244007 bytes, checksum: ebc64b8309f7ee4d913a1b1e2fcc7d45 (MD5) / Esta dissertação tem o objetivo de compreender a expansão do setor sucroenergético no Estado de Goiás desde o início dos anos 2000, dando ênfase aos fatores que favoreceram a realização de investimentos em novas plantas industriais e ao momento vivido pelo Complexo Canavieiro brasileiro na virada do século XX para o século XXI. Para isso, é necessário compreender como esta indústria se estruturou no Brasil ao longo do século XX, período marcado pela proximidade entre os empresários e o Estado brasileiro e pela reestruturação do Complexo Canavieiro na década de 1990. Assim, será possível entender o momento vivido pela indústria da cana no início dos anos 2000 e compreender as condições que permitiram a realização de novos investimentos no Centro-Oeste brasileiro, inclusive no Estado de Goiás. Inicialmente, sob uma perspectiva teórica, procurou-se compreender as ideias do economista austríaco Joseph Alois Schumpeter sobre a importância das inovações para o crescimento das empresas e o desenvolvimento econômico. Adotou-se essa abordagem porque que o setor sucroenergético investiu em novas tecnologias e incorporou novas práticas corporativas com o intuito de tornar mais eficiente à gestão das empresas e aumentar a produtividade no campo e na indústria. Entretanto, ao longo da pesquisa, percebeu-se que outros fatores também são relevantes para a compreensão do processo de expansão do Complexo Canavieiro nacional no Centro-Oeste brasileiro. Além da adoção de inovações, é preciso considerar a expansão do mercado internacional de açúcar, a expansão do mercado de etanol no Brasil, o aumento dos preços do petróleo no mercado internacional, a realização de investimentos estrangeiros diretos (IED) por trading companies e multinacionais do petróleo, interessadas na produção de etanol ou de açúcar. Fatores como a disponibilidade de áreas agricultáveis adequadas ao cultivo mecanizado da cana-de-açúcar, regiões com clima e relevo favoráveis, a saturação das áreas agrícolas no Estado de São Paulo, o custo da terra, a existência de uma infraestrutura local para o transporte da produção (rodovias, ferrovias e hidrovia) também foram levados em conta pelos grupos que investiram no setor sucroenergético do Estado de Goiás. _____________________________________________________________________________ ABSTRACT / This dissertation aims to understand the expansion of the sugarcane industry in the State of Goiás since the early 2000s, focusing on the factors that favored investments in new plants and the moment lived by Brazilian Sugarcane Complex at the turn of the twentieth century for the twenty-first century. For this it is necessary to understand how the industry was structured in Brazil throughout the twentieth century, a period marked by the proximity between the entrepreneurs of this industry and the Brazilian State and the restructuring of Sugarcane Complex in the 1990s. So, we be able to understand the moment experienced by the sugar cane industry in the early 2000s and we be able to understand the conditions that allowed the realization of new investments in the Brazilian Midwest, including the State of Goiás. First, from a theoretical perspective, we sought to understand the ideas of the Austrian economist Joseph Alois Schumpeter about the importance of innovation for business growth and economic development. We adopted this approach because the sugarcane industry has invested in new technologies and new business practices incorporated in order to make more efficient the management of enterprises and increase the productivity at the farm and industry. However, during the research, it was realized that other factors are also relevant for understanding the expansion process of National Sugarcane Complex in the Brazilian Midwest. In addition to the adoption of innovations, it is necessary to consider the expansion of the international sugar market, the expansion of the ethanol market in Brazil, the increase of oil prices in the international market, the realization of foreign direct investment (FDI) by trading companies and oil companies, interested in the production of ethanol or sugar. Factors such as the availability of farmlands suitable for mechanized cultivation of cane sugar, regions with favorable climate and topography, the saturation of the agricultural areas in the State of São Paulo, the cost of land, the existence of a local infrastructure for transportation production (roads, railways and waterways) were also taken into account by groups who invested in the sugarcane industry in the State of Goiás.

The history of national tin industry is analyzed from its initial stages, going through the development of the 1980-1990 decade, with all the consequences for the international market. The changes in the Brazilian Economy and Industry that took part during the 90 s are emphasized, showing how they led to the current scenario. Other than that, this work points out the importance of the Amazon occupation and exploration model in the process of the industry development, thus the government role in the sector. It also analyzes the insertion of national production in the international market and its consequences, such as the collapse of the so far existing cartel. / O presente trabalho tem por objetivo analisar a evolução da indústria do estanho na economia brasileira, verificando as bases de sua formação e seu desenvolvimento, tendo como ponto de partida as características de oligopólio concentrado no âmbito internacional. Os estágios iniciais do setor nacional com sua trajetória foram analisados para que fosse possível observar o desenvolvimento apresentado na década de 1980, incluindo as conseqüências no mercado internacional. Dando continuidade, são observados os anos 1990, enfatizando as mudanças na economia brasileira e na indústria, a fim de verificar como este cenário conduziu para a atual conjuntura. Destaca-se ainda no trabalho, a importância do modelo de ocupação e exploração econômica da Amazônia no processo de desenvolvimento da indústria, reforçando o papel do governo para o setor. Apresenta-se uma análise das conseqüências da inserção da produção brasileira no mercado internacional e a sua colaboração para o colapso do cartel até então existente, as conseqüências da extinção do conluio e a trajetória do setor no Brasil.
