O tema da dissertação é a gestão da tecnologia nas indústrias de primeira e segunda geração do Pólo Petroquímico do Sul. Foram analisadas sete empresas, relatando-se o processo de aprendizagem tecnológica, a estrutura de PO e a vinculação entre P&D e estratégia. A aprendizagem tecnológica resultou no domínio da tecnologia de produção. Ao longo das etapas de projeto, montagem e operação, as empresas procuraram dominar o processo, diminuir os custos e aumentar a produtividade. Como resultado dessa preocupação com a absorção de conhecimentos e com a introdução de inovaçoes, cada empresa estruturou um setor de P&D que coordena, de forma sistemática, o processo de inovação e de formação de uma crescente capacitação técnica. À tecnologia, apesar de ser considerada um recurso estratégico, não possui um papel pró-ativo na formulação do planejamento global. As estratégias tecnológicas adotadas pelas empresas colocam-nas como seguidoras das grandes empresas transnacionais. Ao mesmo tempo, aumentando a flexibilidade de produção, as empresas procuram novas oportunidades de negócios pela ocupação de nichos específicos de mercado e pelo lançamento de novos produtos. O reforço das atividades de P&D para o domínio do know-why, numa estratégia tecnológica ofensiva, poderá trazer, no futuro, vantagens competitivas às empresas do Pólo Petroquímico do Sul. / The subject of this dissertation is the management of technology in the firms located in the Petrochemical Complex of Southern Brazil. Seven firms were analysed. The process of technological learning, the R&D structure and the links between technology and strategy were described. The technological learning resulted in the control of the production technology. During the phases of project, construction and operation of the plants, the firms tried to control the process, reduce costs and increase productivity. As a result of this concern with the acquisition of technology, each fira created a R&D department that coordinates, in a systematic way, the innovation process and the formation of a growing technical capability. In spite of being considered a strategic resource, technology does not have a pro-active role in the overall business strategy. The technological strategies adopted by the firms place them as followers of the international firas. At the same time, with the increase of flexibility, the firms try to search for new business opportunities through the occupation of market niches. The strengthening of the R&D activities in order to dominate the knowwhy, in an offensive technological strategy, might bring, in the future, competitive advantages to the firms of the Petrochemical Complex of Southern Brazil.
