M.Comm. / In this study the role and function of an Industrial Strategy in South Africa was investigated within the context of the Macroeconomic Strategy for rebuilding and restructuring the economy through growth, employment and redistribution and keeping in line with the goals set out. in the Reconstruction and Development Programme. The findings of the research can be summarised as follows: The industrial strategies of the past were seen as a mechanism to protect South Africa's local industries and to support the policy of import substitution. Against this background the current policy documents guiding South Africa's industrial strategy were evaluated. From this it was gathered that the change from a demand side to a supply side industrial strategy is in line with the above policy documents. The industrial strategy is ideally suited to provide a development service contributory to all aspects of economic development (namely the institutional, economical, physical and social aspects thereof). International experience and development information gathered should be used extensively as a continuous planning and evaluation instrument as this will ensure that the industrial strategy is relevant, accountable and influential. In view of the magnitude of economic development challenges in South Africa (inter alia directed towards overcoming the inequalities of the past) the research conclusions reached were a) that the industrial strategy has indeed a rightful place as part of the bigger macro-economic strategy in South Africa, but b) for the industrial strategy to play its economic role to the full, the strategy must keep in line with international developments.

Informing industrial policy in Uganda: interaction between institutions, technology and market reforms

This study examines the motive ideas and assumptions that have informed industrial policy in Uganda since 1945. I deploy a historical perspective in order to understand the process of industrial policy and hope to capture the practices of industrial policy so as to explain the failure to pursue a successful industrialisation process in the country. The objective is to explain the nature of Uganda’s industrial policy practices, historically, with the view to deepening our understanding its impact on the industrialisation process. The study contends that industrial policy and industrialisation are often products of numerous historical, social, economic and political considerations. The major finding of this thesis is that the lack of a coherent industrial policy was a major contributing factor in the explanation of Uganda’s stunted industrialisation process. Secondly, the study analyses industrial policy practices in light of the imposition of Structural Adjustment Programmes (SAPs) on the country. Apart from the specific policies and institutional framework under SAPs, the study endeavours to explain their impact on industrial sector and it is focused on three themes: i) effects of liberalisation and privatisation on industry, ii) the sources of finance for industry and iii) the technology policy and its implications for industrial policy. The study as well addresses the public-private sector interactions which are seen as an expression of embryonic embedded autonomy. The study contends that for industrial policy to be effective at the national level and enhance competitiveness of industry there should be a selective, sectoral focus approach rather than a general regulation of the entire economy. Given the variant sectoral characteristics and features, the understanding of specific sectoral needs is critical to avoid a generalised industrial policy practices. The focus on sectors brings out similarities and differences which may inform state policy towards each of them. To illustrate the differences and similarities between sectors and the need for differentiated industrial policy options, we take the cases of the textile and fish processing industry sub-sectors. In conclusion, the thesis contends that to advocate for industrial policy in the current global context constitutes a movement away from traditional interventionism and goes beyond the market versus the state dichotomy and recommends their close interactions to realise sustained industrialisation. In this case, the interaction between institutions, technology and market reforms as the basis of a coherent industrial policy. From a policy perspective, this study attempts to provide an analysis that may lead to improved industrial policy-making within Uganda’s broad political economy.

The internationalisation of the economy and its effects on regional economic policies

This thesis studies the effects of the internationalisation of the economy on various regional economic policies and is organised as follows: Chapter 1 provides a general introduction. Chapter 2 studies the effects of industrial policy on manufacturing firms' location decisions. Industrial policy provides a productive local public good, financed by locally-raised tax revenues. Building on the 'new economic geography' literature, two new, opposing agglomeration forces are described: first, taxation reduces the market size - making a region less attractive - second, production cost fall - making a region more attractive for firms. We analyse the conditions under which a less-developed region can attract industry from a more-developed region. Chapter 3 incorporates ideas of the 'new international trade' literature into a 'fiscal federalism' framework with local public goods. In a two-region model, local public goods are underprovided if they are productive in nature and financed by domestic tax revenues. The degree of underprovision depends on the volume of trade between the two regions. This result arises as the benefit of provision has to be shared with the other region's citizens whereas the cost of provision falls entirely on the local citizens. Finally we show that delegating tax policies to a supra-regional body solves this problem. Chapter 4 analyses zoning policies on an urban level. We show that welfare under zoning is higher than in the market equilibrium if residents and monopolistically-competitive firms compete for land in a fixed-sized city with one central business district (CBD). Assuming an additional out-of-town business district (SBD), we find that the optimal size of the CBD depends crucially on whether the SBD is developed by the citizens or by an absentee land-developer: in the latter case the CBD should be expanded to minimise the outflow of rental income. Chapter 5 concludes.
