GestÃo de pessoas por competÃncias: um estudo de caso em organizaÃÃo do setor industrial de Sobral-CE / People management skills by: a case study in an organization of the industrial sector of Sobra l- EC

nÃo hà / Esta pesquisa tem como objetivo central identificar, segundo a percepÃÃo de lÃderes e nÃo lÃderes, as principais mudanÃas ocorridas na gestÃo de pessoas com a implantaÃÃo da gestÃo por competÃncias em organizaÃÃo do setor industrial de Sobral/CE. A relevÃncia deste estudo està em verificar a ocorrÃncia ou nÃo de melhorias nos resultados globais dessa empresa, em termos de desenvolvimento de aÃÃes mais integradas; atuaÃÃo mais estratÃgica da empresa por meio de seus colaboradores, quanto ao alcance de resultados estratÃgicos; maior foco no desenvolvimento e valorizaÃÃo dos colaboradores; alinhamento entre as expectativas das pessoas e da empresa; maior eficÃcia em relaÃÃo Ãs pressÃes de mercado, etc. Este estudo parte, essencialmente, dos pressupostos de que a gestÃo de pessoas em organizaÃÃo industrial associada à gestÃo por competÃncias aprimora a qualidade e os resultados dos processos de recrutamento e seleÃÃo da organizaÃÃo; de que a gestÃo de pessoas em organizaÃÃo industrial associada à gestÃo por competÃncias aprimora a qualidade e os resultados dos processos de treinamento e desenvolvimento da organizaÃÃo; e de que a gestÃo de pessoas em organizaÃÃo industrial associada à gestÃo por competÃncias aprimora a qualidade e os resultados dos processos de cargos, carreiras e salÃrios da organizaÃÃo. Foi realizado para o embasamento teÃrico um levantamento sobre gestÃo de pessoas, gestÃo estratÃgica de pessoas e gestÃo por competÃncias. Na metodologia apresenta-se o estudo de caso como mÃtodo de pesquisa, no qual a coleta de dados ocorreu por meio da aplicaÃÃo de entrevistas individuais semiestruturadas, nas quais foram utilizados dois roteiros e dois formulÃrios para registro dos dados das entrevistas, e como tÃcnica de anÃlise de dados foi utilizada a anÃlise de conteÃdo, e o software NVivo 10 para anÃlise dos dados. Constituem-se sujeitos dessa pesquisa a gestora da Ãrea de Recursos Humanos e 27 colaboradores da respectiva empresa. Os achados da pesquisa indicam que a gestÃo por competÃncias proporcionou mudanÃas nos subprocessos da Ãrea de gestÃo de pessoas, tornando-os mais alinhados e estratÃgicos, alÃm de ter gerado uma sÃrie de melhorias nos resultados globais da empresa

Combining Balanced Score Card and Data Envelopment Analysis for Analyzing the Performance of Small Scale Fisheries

The balanced scorecard (BSC) is an accepted methodology for putting strategy into action. The BSC provides a comprehensive performance measurement for an organization with respect to both financial and non-financial perspectives, including the triple bottom line of planet, people, and profit. Through various implementations to companies, organizations, and sectors, balanced scorecards have been used widely both for strategic purposes, as well as for more tactical focus for auditing current performance. BSC implementation is particularly adequate when integrated with the operational processes of the organization. The integration between the strategic plan and the financial and operational plans proceed via the business process model that covers the operational processes associated with the objectives of the organization in the strategy map. In this way, BSC is a tool for real-time monitoring of performance as well as providing the crucial linkage to the organization’s strategy that enables the proper implementation of the organization’s strategy. Data envelopment analysis (DEA) has been widely applied for measuring the efficiency of a specific decision-making unit (DMU) against a projected point on an efficiency frontier. DEA is therefore particularly suitable for measuring the organizational efficiency based on the BSC indicators, which are defined as Key Performance Indicators (KPIs). In the commercial fisheries sector, sustainable strategy of fisheries organizations can be gained by running the current operations more effectively, and by integrating processes enabling adaptation to change. The efficiency frontier of the DEA model can be used to calculate the efficiency of fisheries operations. The proposed research is undertaken as part of the Canadian Fisheries Research Network (CFRN) to investigate the application of BSC and DEA for defining commercial fisheries performance evaluation variables with respect to the objectives of environmental sustainability, economic viability, and social and cultural stability in compliance with, and in the absence of, performance monitoring alleged in the Fisheries and Oceans, Canada Integrated Fisheries Management Plans (IFMP). The combination of BSC-DEA methodologies is developed in this research as a required performance monitoring system suitable for IFMPs for analyzing the relative efficiency of commercial fisheries case studies across Canada towards incorporating best sustainable practices in the industry.

Effect of foreign direct investment inflows on economic growth : sectoral analysis of South Africa

A number of developing countries have been on a quest to attract foreign direct investment (FDI) with the intention of increasing capital inflow through technological spillovers and transfer of managerial skills. FDI can increase economic growth and development of a country by creating employment, and by doing so, increasing economic activity that will lead to economic growth. South Africa is one of the economies that strive to attract more FDI inflows into the country to be able to improve its economy, and the country has adopted policies that drive the motive to attract FDI inflows. This study investigated the effect of FDI on sectoral growth over the period 1970–2014. The purpose was to find out where in the three key sectors of South Africa FDI is more significant. The review of theoretical and empirical literature on FDI revealed that FDI has a diverse effect on economic growth, both in developed and developing countries. Theoretical literature analysed the behaviour of multinational firms and the motive behind multinationals investing in foreign countries. According to Dunning (1993), firms have four motives to decide to produce abroad, namely natural resource-seeking, market-seeking, efficiency-seeking and strategic asset-seeking. Empirical studies on sectors show that FDI inflows affect different sectors in different ways, and that the agricultural sector does not usually gain from FDI inflows, whereas subsectors in the industry and services sector grow from receiving FDI inflows. Sectoral analysis revealed that the services sector receives more FDI inflows, when compared to the agriculture and industry sector. The study followed an econometric analysis technique to test the effect of FDI inflows on the agriculture, industry and services sectors. The augmented Dickey–Fuller and Phillips–Perron tests were used to test for unit root. Both tests revealed that variables were not stationary at level, but that they become stationary at first difference. Vector autoregressive (VAR) models were estimated, and four types of diagnostic tests were performed on them to check the fitness of the models. The tests showed that residuals of the estimated VARs were robust and well behaved. The Johansen cointegration test suggested there is cointegration and that there is a long-run relationship between variables. Following the existence of cointegration, the estimated Vector error correction model (VECM) results showed that FDI has a significant effect on the services and industry sector, but has a negative effect on the agricultural sector. Impulse response analysis results revealed the correct signs, and confirmed the VECM results. FDI inflows explain a small percentage of growth in agriculture and industry, but a sizable and significant percentage in the services sector. / Economics / M. Com. (Economics)
