Listening for the words and the music : learning about community development from low-income residents of Vancouver’s Downtown Eastside Strathcona

This thesis presents the story of what members of a low-income and marginalized community see as appropriate community development for them, an understanding of which involves appreciation of the words AND music of community development. In presenting this story, the thesis explores the role of community development in addressing social exclusion in inner-city areas and identifies how the knowledge and experiences of lowincome communities can inform theory and practice. Based on qualitative research undertaken in Downtown Eastside Strathcona, an innercity neighbourhood in Vancouver, British Columbia, this thesis also endeavors to exemplify research that is situated in the practice of the researcher, in my own community practice. To achieve this, I, a practitioner-researcher, worked with a community group with which I was already involved to develop a guide to community development from their perspective. The guide, entitled Getting the Words AND the Music, and the conversations that informed the preparation of it, were analyzed to determine the contributions that are made to community development theory and practice. In this research, I identified four key principles to which these residents of Downtown Eastside Strathcona make a unique and valuable contribution: community development needs to be inclusive of all community members, particularly the marginalized; resident involvement in decision-making should be promoted; social justice through the equitable distribution of goods and services should be pursued; and the contribution of residents and agencies working together to strengthen their community should be celebrated. While these principles are clearly evident in community development theory, the analysis suggests that fulfillment of these principles requires a commitment to resident-centred approaches, to learning to listen to residents, to promoting the voice of the voiceless, to ensuring access to services to meet basic needs, and to redefining community to be inclusive of all. I conclude this thesis by showing that, in the experience of this researcher, a commitment of this nature may require personal change and a comfort level with messy, unpredictable practice. This change, while at times uncomfortable, may also be a gift - an ability to discern the music of community development as understood by low-income communities.

In South African cities, the subdivision of the social world and spaces which the public inhabits tends to manifest and reflect itself in the leisure choices that the public makes. It has been proven that leisure choices and experiences affect an individual's mental state and experience and in addition, they superimpose a long lasting structure onto human societies. Contemporary inner city housing developments are infested with antisocial challenges which are in the form of delinquency, alcohol abuse and drug trafficking. If such challenges go by unchecked, it may lead to a totally deteriorated society and environment. The aim of this dissertation is to explore the possibility of facilitating social and economic upliftment amongst inner city youth through provision of adequate and appropriate leisure facilities and spaces. From a planning and an architectural approach, the intention is to reveal how architecture may be used to alleviate the social ills that have infested the residential inner city. This thesis for the Master of Architecture degree focuses on urban renewal, in particular on revitalization of run down inner city neighborhoods. My chosen site is the area outside the main station in Dresden currently a wide open field with a monument of Lenin. It forms an important entry to the city center, to which it connects via the Prager StraBe, once a proud and glamorous shopping street, now a uninviting, wind-swepted pedestrian zone. This area was heavily destroyed (95°x) through Allied bombing on February 13, 1945. The reconstruction after the war disregarded the context more or less completely and was executed in a modernist town planning style which disregards of the history of the place and human scale.The analytical part deals with the existing structures, spaces and services. A catalogue of problems was established in order to be able to discuss objectives and propose strategies for possible solutions. As a result, I developed the program for the scheme.The creative project attempts to solve these problems: the urban form, the reduced density, the traffic situation, the pedestrian zone etc. and demonstrate a reasonable design solution for the area. It consists of a hotel, a convention center, a administration center, various mixed use buildings with retail at ground floor, office units above and residential penthouses. The design for the hard landscaping of the square and the soft landscaping for the public gardens helps to define the public realm. An anticipated future metro station is linked to a underground shopping arcade and to the new station concourse. / Department of Architecture
