Ziel des vorliegenden Beitrags ist es, die Erscheinungsformen und Bestimmungs-gründe der makroökonomischen Zyklen zu untersuchen, die während der Jahre 1952-1978 in der VR China zu beobachten waren. Ausgehend von einer detaillierten Darstellung der in diesem Zeitraum zu verzeichnenden sieben Wachstumszyklen werden zunächst die ordnungs- und entwicklungspolitischen Rahmenbedingungen der Periode diskutiert und auf dieser Grundlage schließlich die ursächlichen Faktoren der zyklischen Entwicklung analysiert. Eine systembedingte, überschießende Investi-tionsneigung gepaart mit einer unzureichenden Koordinations- und Regulationskapa-zität des Staates werden letztlich als die primären Ursachen der zyklischen Wirt-schaftsentwicklung in dieser Periode identifiziert.

The report summarizes the main results of the SME research that has been conducted in the framework of the Sino-German Cooperation Program in Empirical Economic Research, with the ifo Institute, Germany as the core unit to provide methodological support. The program focused on business cycle analysis and structural analysis of SME development in China. The SME survey was based on a representative sample with a two-stage samplib procedure on a national scale (1600 enterprises), and consisted of four special surveys on finance, supply and marketing, human resources and innovation. Main insights are the clear diagnosis of financial repression and discrimination against SME and a very serious lack of technical expertise in Chinese SME.

Can Japan mobilise enough venture capital to finance its promising venture firms and to support its advance into high-tech? The authors use institutional economics, and the principal-agent as well as the transaction cost approach in particular to answer this question. Firstly, a number of stylised facts is presented to substantiate Japan's problem. Afterwards, the theory-based viewpoint is introduced to show why Japan still has difficulties to effectively process venture capital. The authors survey changes taking place and look at topical policy issues. They conclude that Japan is moving towards more functional venture capital financing, but that the financial system will remain hybrid in the sense of relying both on relational contracts typical of credit-based systems and on the more explicit contracts of arms'-length markets.

Der vorliegende Beitrag trägt zentrale statistische Daten zur Entwicklung der europä-isch-chinesischen Wirtschaftsbeziehungen zwischen 1976 und 2001 zusammen. Die graphisch aufgearbeiteten Daten werden einführend kommentiert und sollen einen schnellen, leicht zugänglichen Einblick in Entwicklung und relative Bedeutung der bilateralen Wirtschaftsbeziehungen der europäischen Staaten mit China ermöglichen.
