L’économie sociale et solidaire est un pan qui représente 10% de l’économie en termes d’emplois et de PIB. C’est un champ composé de structures économiques protéiformes qui s’intègre dans les politiques de développement économique depuis une quinzaine d’années. L’objet de cette thèse est d’interroger les régimes territoriaux de l’économie sociale et solidaire à l’oeuvre dans la construction et la réalisation d’une action publique dédiée au niveau intercommunal : jeux d’acteurs, luttes d’institution, enjeux socio-politiques, interprétations cognitives. L’institutionnalisation politique de l’ESS au niveau intercommunal n’est pas uniforme et admet des réalités très différentes d’un territoire à l’autre. Intégré au sein d’un cabinet de conseil, le chercheur développe une analyse de terrain, concrète qui vise à éclaire les mécanismes à l’oeuvre dans l’institutionnalisation d’une politique publique dont les frontières sontfloues et interprétables. / The social business is a pan which represents 10% of the economy in terms of jobs and GDP. It is a field composed of different economic structures that has been part of economic development policies for the last fifteen years. The aim of this thesis is to examine the territorial regimes of the social and solidarity economy at work in the construction and realization of a public action dedicated to the ntermunicipal level: games of actors, institutional struggles, socio-political issues, cognitive interpretations. The political institutionalization of the social-business at the intermunicipal level is not uniform and recognizes very different realities from one territory to another. Integrated within a consulting firm, the researcher develops a concrete field analysis that aims to illuminate the mechanisms at work in the institutionalization of a public policy whose borders are fuzzy and interpretable.
