Norms and Greek foreign policy : 1981-2000.

From the end of WWII to the end of the Cold War Greek foreign policy was shaped by the dynamics of the Cold War. The major issues facing Greek foreign policy decision makers in the post-cold war era are its relations with its Northern neighbors, Albania, The Former Yugoslav Republic of Macedonia (FYROM), and Bulgaria, its relations with Turkey, and Greece's future in the European Union. Although the three issues overlap there is consensus among the Greek political elite that the relationship with Turkey is the most pressing since Turkey poses the most immediate security threat. In the last twenty-five years the two countries came to the verge of war three times over the continental shelf in the Aegean and Cyprus. The latest crisis was in 1996. Since then Greek policy makers have embarked on a conciliatory road towards Turkey that has gained momentum in the last three years. The purpose of this dissertation is to describe the process of the recent change in Greek foreign policy vis-a-vis Turkey, as reflected in the words and deeds (speeches, interviews, statements, policies) of the Greek policy makers. In addition, the study seeks to understand how this change is related to rules existing at the global, regional, and domestic levels. The central question to be asked is: how do rules existing at these levels regulate and constitute the foreign policy process of the Greek government. I utilize the theoretical insights and concepts provided by constructivism in order to carry out my research. The analysis establishes the relationship between the agents (Greek foreign policy makers) and the various rules and explores this relationship as an ongoing process by ascertaining the social context within which this process is unfolding.

The impact of the changing weaving industry on the culture and socioeconomic development of maya women in Guatemala

Growing demand for handwoven Maya textiles from Guatemala parallels recent international fascination with Maya civilization. This thesis surveys the effects of increases in demands for artisan textiles in Guatemala, and explores the reactions of women involved in Aj Quen, a weavers' association. The hypothesis is that the well-being of Maya women depends on their participation in the association. This is tested by using indicators of the weavers' attitudes defined as their "well-being" regarding 1) health, 2) education levels, 3) child care practices, and 4) economic stability. Interviews were conducted with 127 Maya women. Data were documented, providing a crucial missing link in the current literature of "women in Guatemala." The results of this study yield baseline data demonstrating that health and child care practices are not directly related to women's participation in the association. Their education levels increased as a direct result of working with the association, as did economic stability, although less consistently.

The international legal thought of Carl Schmitt : towards a critique of the contemporary international order

The aim of the thesis is to develop a critique of current liberal conceptualizations of international order. In order to conduct this critique, this thesis revisits the arguments first put forth by the German legal and political theorist Carl Schmitt. Schmitt conceptualizes a tripartite unity between law, order, and place. This unity, established at the constituent moment of land-appropriation, forms a concrete nomos, which subsequently creates the contours of the legal and political order. The establishment of the concrete order is necessarily the construction of a territorial boundary that designates an inside and an outside of the polity. By speaking of a nomos of the earth, Schmitt globalized this understanding of concrete order by looking at the various historical developments that created a "line" between the concrete applicability of interstate norms and a region where the exceptional situation prevails. The critique presented in this thesis is concerned with the lack of concrete boundary conditions within the current international legal order. It is argued that this lack of a well-defined boundary condition is what results in extreme forms of violence that were traditionally bracketed.

Democratization, stabilization and social movements : the Bolivian case

In this thesis I assessed the state responses to social movements and in turn the impact of these movements on state policy within the context of the democratization occurring in Bolivia. The democratization process is affected by the conflict between political and economic goals. Politically the governments are faced with the demands from social groups. At the same time, the Bolivian government faces an economic crisis which requires stabilization, impairing the same individuals needed for legitimacy and political support. Two cases which depicted the key issues of this thesis are: the indigenous groups in the Bolivian Beni region and the coca growers, mainly of the Chapare area in the Cochabamba department of Bolivia. To achieve support and legitimacy, the new civilian administrations had no choice but to listen to the requests of the social mobilizations. Because of the economic crisis, conflicting domestic pressures and international influence, however, the government could not accede to all their demands.

An analysis of the impact of the Islamic revolution in Iran on Iranian women

This study compares the status of women under the secular government of the Pahlavi Dynasty with the Islamic Republic of Iran. It relies on Hisham Sharabi's theory of neopatriarchal society and Fatima Mernissi's psychological analysis of the dynamics of gender relations in Islam. Both the Pahlavi dynasty and the Islamic regime promoted a perception of women's rights which were conducive to the ideologies of secularism and Islamism. Both regimes, however, worked within the framework of a patriarchal society by instituting policies that were misogynous in nature. This study found that the majority of Iran's female population was not greatly affected by the overthrow of the Pahlavi dynasty and the subsequent implementation of the Islamic regime. The basis of this argument lies in the fact that despite the contrasting ideologies of both governments, where women's issues are concerned, the patriarchal social structure remained virtually intact.

Cooperation within nato: the influence of european democracies on U.S. foreign policy

Two NATO allies, Great Britain and France, exerted greater influence on US foreign policy than most analysts assume. They did so even during the 1950s and early 1960s when the United States enjoyed undisputed economic and military supremacy in the alliance. This study hypothesizes that the British and French influence on US foreign policy is explained both by the existence of transnational and transgovernmental coalitions and by the cohesion of weak allies toward the alliance leader. Yet although both cohesion and coalitions are complementary in influencing US foreign policy, the relationship between coalitions and influence is more critical. To investigate the proposed relationships, the study relies on an analysis of three events during which both Great Britain and France challenged US policies: the Korean War, the Suez crisis, and the 1958-1963 test ban negotiations.

The social development strategy of the shiites in Lebanon

This study examines what many scholars have neglected to investigate when addressing post Civil War issues in Lebanon. Most studies have addressed political issues surrounding activities of Shiite movements, such as Harakat Amal or Hizb Allah, while socioeconomic issues have been neglected. Imam Musa Sadr challenged the power of traditional Shiite leaders by creating official Shiites institutions and movements like Amal. The Iranian Revolution and the Israeli invasion of Lebanon in 1982 sparked the creation of Hizb Allah which, not only struggled against its foes, but also provided social services to the Shiites. This development program has been central in creating political legitimacy for Hizb Allah, regardless of its military situation, which suggests that socioeconomic development can transform a militia into a legitimate actor on the Lebanese political scene. The survivability of Shiite parties is therefore tantamount to not only their military might, but also to their social involvement.

The new Jamaican migration : implications for theory and practice

While analysis of the effect which education and migration have on development is neither clear cut, nor obvious, regimes such as those of Jamaica have traditionally placed great emphasis on development through education at all levels. The process of human resource development and the accumulation of human capital is intended to unlock the door to modernization. Nevertheless, our findings indicate a considerable loss of professional and skilled personnel -- the same group that embody a disproportionate amount of educational expenditure relative to the population. Insofar as planning is concerned this migration represents a negative factor. The developing country of Jamaica is unintentionally supplying the developed world with an "annual gift" of human capital which its economy cannot afford. The major issue becomes: to what extent can any government "protect" its investments by restricting movements of capital and people. The general assumption of this paper is that the question of human rights cannot be ignored especially in democracies (which Jamaica decidedly is), where movement is seen as an ingrained human right. During the 1970s and 1980s, Jamaica and the Caribbean as a whole has lost much through intellectual capital migrations. Yet brains may also die in their own environment, if deprived the ability to create their own criteria and goals. Forcing people to stay with their money and know-how may only serve to produce and economic environment overgrown with weeds of lethargy, indolence and mediocrity.

The Central European initiative : an approach to regional stabilization and democratic consolidation

This thesis examines how multilateral institutions can contribute to democratization and regional stability. It is a case study of the Central European Initiative (CEI), a regional intergovernmental organization founded by Italy and Austria in 1989 to undertake a regional integration process, and of its role in stabilizing post-communist democracies. Documents were collected at the CEI offices in Trieste, Italy, and interviews conducted with CEI officers, and data obtained from the websites of related organizations and of CEI member countries. The thesis probes the relevance of concepts derived from theories of international regimes and social constructivism. It shows that the CEI diffuses norms and institutional rules conducive to consolidating democracies, including the development of a free civil society, a relatively autonomous political society, rule of law, state bureaucracies that are usable by the new democratic governments, and functioning free market economies, addition, and fosters habits of dialogue, socializes participants, and supports the creation of supra-national identities.
