Hydrological Impacts of Irrigation Schemes and Dams Operation in the Upper Niger Basin and Inner Niger Delta.Maiga, Fatoumata 09 April 2019 (has links)
The Upper Niger Basins (UNB) and the Inner Niger Delta (IND) are integral parts of the Niger River Basin, which flows through 10 countries and constitutes the third longest river in Africa. Natural climate variability and human interventions are two major factors affecting the hydrological regime in the UNB and IND. This study focuses on the later factor, by assessing the hydrological impacts of key existing and planned manmade structures and irrigation schemes in the UNB: the Sélingué (existing dam in Mali), four variants of the Fomi/Moussako dam (planned in Guinea), and Office du Niger (irrigation scheme located in Mali). The Fomi /Moussako dam will be located in the headwaters of the UNB and therefore, is expected to alter the hydrological regime in large parts of the watershed. Expected impacts include a reduction of the flood peak which will adversely affect critical ecosystems in the IND, and higher flows directly downstream of the dams in the dry season to sustain irrigation. These higher flows will, however, be consumed by Office du Niger irrigation scheme, leading to possible severe water shortages downstream of the irrigation scheme and in the IND. This is likely to affect the Malian economy and the poorest parts of its population, as the IND is crucial for the socio-economic and ecological preservation and development of the population surrounding it. The hydrological impacts of the dams and the irrigation scheme were evaluated in this study by developing a model of the IND and UNB using SWAT (Soil and Water Assessment Tool). After the model was calibrated, the effects of the dams and the irrigation scheme on selected flow statistics (mean and standard deviation) were determined at fourteen hydrological stations. In general, the results have shown that (1) the Fomi/Moussako dam will noticeably reduce the downstream high flows, and reduce the average flow; (2) if the Fomi/Moussako dam was to be built, the alternatives with the least storage volume (Moussako 388.5') will have the least impacts on the downstream flows. To assist in related decision making for various users, a Decision Support System (DSS) was also developed. The goal of the DSS is to help users analyze the effects of dams and irrigation on the flow regime by performing a comparative analysis (presence and absence of dams and irrigation in the river). A number of potential adaptation measures were also proposed.

The decision to commence the Ord River Irrigation Scheme in the East Kimberley region of Western Australia had extensive political repercussions in national and state politics . The thesis is introduced with an analysis of the decision in relation to the literature of decision making theory, in particul are the two most actively supported decision making theories the rational and the incremental approaches. The thesis demonstrates that the Ord River Scheme accords with the empirical patterns of incremental decision making, The processes of decision making on the Ord River Scheme involved a seemingly endless sequence o f small, incremental and unco-ordinated adjustments on the part of both the Commonwealth and the Western Australian governments.
The initial chapters trace the early exploration of the Kimberley region, the state encouraged experiments in tropical agriculture in the 1920's and the early plans for settlement in, and development of the area. Later chapters analyse the main decisions made by both the Commonwealth and Western Australian governments relating to the development of the region - decisions concerning the establishment of Kimberley Research Station, the construction of the Ord River Diversion Dam and early farming developments. The thesis then examines the attempt by both the Commonwealth and Western Australian governments to inject some rationality into the decision making process on the Ord, in the form of cost benefit analysis , the Commonwealth government's agreement of 1967 t o finance the construction of the Main Ord Dam and finally, the Western Australian government's decision in 1974 to abandon cotton growing.

An assessment of women’s participation in agricultural production: a case study of Marange Irrigation Scheme in ZimbabweSimango, Patience Masimba January 2015 (has links)
Magister Artium (Development Studies) - MA(DVS) / Agriculture is the chief economic activity in many rural communities and women who make up the majority of the rural dwellers play a focal role in this sector. Despite efforts aimed at promoting women’s rights and ensuring gender equality in development, researchers have shown that women are still marginalised and have less access to productive resources needed for effective agricultural production. Using quantitative and qualitative research methodologies, the research investigated the nature and the extent of women’s participation in agricultural production at Marange Irrigation Scheme in Marange Communal Land, Zimbabwe. The participatory development theory was employed to guide the research. Data collection tools utilised in this study were a well structured questionnaire, semi-structured individual interviews and observation. Analysis of quantitative and qualitative data was done using descriptive statistics and thematic analysis respectively. The results of this study showed high level of women’s participation in most farm activities but low participation in extension programmes. The socio-economic variables considered for Pearson’s correlation tests – age, household income, education, land size and number of dependents – showed no significant relationship with the level to which women participate in agricultural activities. The findings of this study revealed that the key factors constraining women’s participation in agricultural activities were lack of capital, limited agricultural inputs, market constraints and water shortages. In addition, the research showed that farmers were not fully involved in every step of the irrigation development project. Consequently, women’s agricultural productivity was low and the sustainability of the project was uncertain. Despite these challenges, the results of this study revealed that participating in farming can instil a sense of ownership, enhance capacities and improve livelihoods. The level of women’s participation in farm decision-making was found to be high. This study advances that addressing women’s agricultural needs and improving their access to agricultural productive resources could result in effective participation of women in agriculture and meaningful agricultural productivity. In line with the participatory development theory, the study further contends that the full participation of women, as well as other intended beneficiaries, in the development process could be the key to sustainable rural development initiatives. This could help bring the much needed transformation in rural areas.

The main aim of this research was to gain a better understanding of the surface and groundwater systems in order to sustainably manage the resource for both current and future generations. Three aquifers are present within the Hinds Rangitata Plain. Aquifer one extends from near surface to approximately 40 - 50 m, aquifer two occurs from approximately 40 - 90 m, and aquifer three occurs from approximately 90 - 150 m. Aquifer one is shown to occur as a series of permeable, iron stained, poorly connected and laterally discontinuous lenses, within and often separated by less permeable sandy or tight claybound gravels. Lenses range from a few centimeters to 20 m wide and from a few centimeters to 1 m thick. These permeable layers are known to be the dominant sources of groundwater from aquifer one. In all three aquifers depth to groundwater and water seasonal water level fluctuations increase with increasing distance inland from the coast. Aquifer one gains and loses groundwater along different sections of the Hinds and Rangitata Rivers. The Hinds Rangitata Plain can be broken into seven distinct zones based on differences in the dominant source (s) of groundwater recharge within each zone. The boundaries for each zone were determined by comparing the short-term seasonal water level fluctuations observed over the course of this study and the long-term water level records, with rainfall, river flows and Mayfield-Hinds Scheme recharge. The majority of the zones also have distinctly different groundwater chemistry and oxygen-18 (d18O) values. Flows in drains and the Hinds River were highly influenced by groundwater levels. Drains and springs within the Mayfield-Hinds Irrigation Scheme were highly influenced by irrigation recharge where as those closer to the coast were more influenced by rainfall. A regional water balance of the Hinds Rangitata Plain was carried out for a one period, between September 2005 and August 2006. During this period, total recharge was 375 m3 x 106, total discharge was 227 m3 x 106, and the outflow was 148 m3 x 106. Data collected during the course of this study showed that rainfall recharge was dominant, accounting for 67 % of the total recharge. The Mayfield-Hinds Irrigation Scheme accounted for 30 % of the total recharge, with a relatively small contribution each from the Rangitata Diversion Race and Hinds River. In terms of discharge, the combined discharge from the drains and Rangitata River terrace springs, accounted for 62 % of the total discharge, with the remaining discharge from coming from groundwater abstraction. There are no overall losses to groundwater from either the Rangitata River or from stockwater race.

Determining the influences of land use patterns on the diatom, macroinvertebrate and riparian vegetation integrity of the Lower Harts/Vaal River systems26 May 2010 (has links)
M.Sc. / Water resources in South Africa are scarce and need to be protected and managed in a sustainable way for future generations. Food supply is a great priority worldwide and the pressure to produce enough food has resulted in the expansion of irrigation and the steadily increasing use of fertilizers and pesticides to achieve higher yields. Rivers are impacted by agriculture through increased suspended sediment loads (which affects primary production, habitat reduction and introduction of absorbed pollutants), elevated nutrient inputs (which may increase the abundances of algae and aquatic plants), salinization and pesticide runoff (which eliminates species intolerant to these conditions and therefore impacts on the normal production of the river system). Aquatic biota plays an integral part in the functioning of aquatic ecosystems. Biological monitoring is used to assess ecosystem health and integrity. Biological communities reflect the overall integrity of the river ecosystem by integrating various stressors and therefore provide a broad measure of their synergistic effects. The research area falls within the Lower Vaal Water Management Area (WMA), which lies in the North-West and Northern Cape Provinces. The lower Vaal River and the Harts River (one of the tributaries of the Vaal) are the river systems under investigation in this study. Farming activities ranges from extensive livestock production and rain fed cultivation to intensive irrigation enterprises at Vaalharts (such as maize, cotton and groundnuts). The Vaalharts is the largest irrigation scheme in South Africa. Salinity is of concern in the lower reaches of the Harts- and Vaal Rivers, due to saline leachate from the Vaalharts irrigation scheme. Agricultural inputs are known to affect aquatic communities and chemicals (e.g. pesticides, herbicides, fertilizers) are extensively used in the Vaalharts irrigation scheme. At present there are no data on the effect of these chemicals on the aquatic biota of the lower Harts- and Vaal Rivers. The aims of this study were to assess the diatom- and macroinvertebrate community structures, ecosystem integrity and macroinvertebrate feeding traits (functional feeding groups – FFGs) in relation to land use.

Validation and implementation of an ecological risk assessment (ERA) framework for pesticide use in the Vaalharts irrigation schemeMalherbe, Charl Wynand 25 November 2013 (has links)
D.Phil (Aquatic Health) / Pesticides have been used to control and eliminate agricultural pests for many years thereby increasing crop yield in agriculture; however, the increasing human population worldwide has put increased pressure on agriculture to produce food. This is especially true in developing countries where the population growth has exceeded the predicted growth. Agriculture has therefore become more reliant on pesticides to increase the crop yield to meet the food demand. Many of the pesticides that are used in developing countries are not well studied in these countries and only limited information on their effects on the local environment is known. The information that is available is often from temperate regions and the effects of the pesticides in more arid, subtropical areas are not known. This is especially true in South Africa where a limited amount of studies on pesticides and their effects on the environment have been completed. The problem developing countries (including South Africa) face is the lack of funding which limit the studies on pesticides. Thus, a method was developed in Sri Lanka and Thailand whereby the risk and effects of pesticides to the environment, specifically non-target organisms, can be estimated using an international database which contains predominantly temperate data of pesticides. The first time this model was tested in South Africa was on the Crocodile River (West) Irrigation Scheme in the North West province. This model is initially dependant on the input of information from local farmers on the usage of pesticides. The data were then combined with secondary data on the pesticide characteristics to establish a preliminary risk posed by the pesticides. This risk could then be validated through biological monitoring and the actual pesticide values measured in the environment. This current study was initiated to test these probabilistic models in another part of South Africa with a more arid climate. The Vaalharts Irrigation Scheme (VHIS) comprises an area of 40 000ha where intensive agriculture activities take place and pesticide use is evident. The water for the irrigation scheme is transferred from a weir in the Vaal River to various irrigation canals and dams downstream. Water is then pumped out of the dams to irrigate the various crops. The runoff and drainage water is routed to drainage canals that return to the Harts River. The main crops in the area are wheat, maize and groundnuts, and a wide range of pesticides are used from the time the crops are planted until they are ready to be harvested. The current study was based on the Crocodile (West) River study in terms of the methodology followed, to further validate the use of the risk assessment methodology in southern Africa. Based on a situation analysis of the study area the following two hypotheses were formulated: the predictive and integrated risk models can be used to assess the ecological risk of pesticides when applied on the VHIS; and the risk information generated with these models can be communicated in an effective manner by using a Decision Support System (DSS).

The overall objective is to assess the trends in women’s participation in agricultural activities and to find out if this enhances their livelihoods. The study seeks to answer four core questions: 1) To what extent do women at Tshiombo Irrigation Scheme participate in agriculture, and what is the nature of their participation, e.g. in respect of labour provision, decision-making, and determining who benefits? (2) What are the main factors that over time lead men to withdraw from agriculture
and women’s role in agriculture to become more prominent? (3) To what extent does women’s increased participation in production activities contribute to a better and more secure livelihood for themselves? (4) What are the main challenges women experiences in agriculture at Tshiombo Irrigation Scheme?Both qualitative and quantitative methods were employed in the collection and analysis of data, and a case study approach was used at three villages under study, namely Mutshenzheni,Matombotswuka and Maraxwe.The main research findings are: 1) over time, women have come to dominate farming at Tshiombo Irrigation Scheme to prevent poverty and therefore their participation improves food security in their households; 2) men’s decline in agriculture is attributed to water shortages, commitment to off-farm jobs and high production costs; 3) women are faced with a
number of challenges in agricultural production which include amongst others water
shortages, high input costs and lack of skill in marketing their products.The following recommendations were made: 1) government should seek ways of lowering the cost of ploughing services, whether this means encouraging farmers to return to animal traction, or encouraging more providers of tractor services, so that the prices are reduced through competition; 2) extension officers should encourage farmers to make more use of cow dung or other natural fertilizers, because this would assist in lowering input costs as well as benefiting the soil; 3) in terms of water shortages, the government is installing the floppy irrigation systems through Revitalization of Irrigation Schemes; however, in the interim,farmers should try to upgrade and maintain the storage dams which are currently not in use; 4)the re-introduction of water bailiffs could help to supervise and manage water, which in turn could ease water shortages and prevent conflict among farmers; 5) the Department of Agriculture should train women farmers in marketing skills. The study will be of primary benefit to amongst others, policy makers, scholars, and civil society organisations.

Mapping the environmental footprint of the Central Plains Water irrigation scheme : a thesis submitted in partial fulfilment of the Masters of Design at the Institute of Communication Design, Massey University, Wellington, NZIvamy, Dean January 2009 (has links)
In the statement Mayor Parker is referring to a complexity of issues that involves a plethora of hard-scientific and statistical information. The diversity of opinions regarding the scheme’s benefits and potential negative implications also create misunderstanding for the general public. This prompts the hypothesis of this design thesis, which suggests that statistical data when visually mapped and in the context of its physical environment can provide significant cognitive and ecological awareness for the viewer to understand the economic and environmental implications of the proposed irrigation scheme. Both the areas of cartographic mapping and the dairy industry contain controlled vocabularies, which present opportunity for graphic modeling and explanation through visible phenomena. The Canterbury Plains has a well-established historical and agricultural narrative. However, due to the recent dramatic and substantial transition of the region’s dairy industry between the periods 1995 – 2008, subsequent demand for freshwater now represents the real prospect of uncharted future environmental instability. The development of a visual language system capable of the interpretation and construction of the irrigation scheme’s benefits and potential negative implications, provide this thesis through graphic modeling the possibility to compare the proposed CPW scheme’s issues. While some industry groups consider public participation as arbitrary and unnecessary, recent surveys indicate water quality and fertiliser management as the most significant areas for environmental concern. The debate should not exclude the public, but rather include communication systems capable of reaching all communities.

Assessment of the physico-chemical and microbiological quality of household water in the Vaalharts irrigation scheme, South Africa / G. O'Reilly.O'Reilly, Guzene January 2012 (has links)
Water quality in the Vaalharts region in the Northern Cape Province, South Africa, decreased over the past few years and there was a need for the microbiological and physico-chemical assessment. This problem was identified through discussions with Vaalharts Water (Vaalharts Water User Association) in 2010 when the issue of the impact of deteriorating water quality on drinking water production was raised. It was thus important to investigate concerns of the water users association pertaining to water quality issues. The aim of this study was to assess the physico-chemical and microbiological quality of household water in the Vaalharts irrigation scheme. The main residential areas were Hartswater, Pampierstad, Jan Kempdorp and Warrenton. Faecal coliforms were detected in the raw water of all the drinking water distribution systems during 2011 and 2012. No faecal coliforms were detected in the household water during 2011. This was a very positive result, because not only did the household water comply with the SANS 241 (2011) standard (0 CFU/100ml), but the purification processes were successful by removing all the E. coli’s from the raw water. However, during March 2012 faecal coliforms were detected in the household water of Jan Kempdorp (191CFU/100ml). This could be due to point pollution and possible breakage of faecal coliforms in the distribution system. Low amounts of total coliforms were detected in the raw water of some of the drinking water distribution systems. This could be due to high amounts of other colonies (pink and purple) growing on the m-Endo agar which suppress the growth of the metallic green sheen (total coliform) colonies. The total coliform numbers complied with the SANS 241 (2011) standard of ≤10 CFU/100ml at most of the distribution systems, except for Hartswater during July 2011 (14CFU/100ml) and Warrenton during March 2012 (256 CFU/100ml). Heterotrophic plate count bacteria were very high in the household water of some of the distribution systems during 2011 and 2012 which exceeded the SANS 241 (2011) standard of ≤1000 CFU/ml. A large number of pigmented (yellow, orange, pink) and non-pigmented (white) colonies were isolated on R2A agar. This can be an indication of some failure in treatment processes. Other microbiological parameters that were tested such as faceal streptococci, Clostridia, Pseudomonas aeruginosa and fungi did not indicate any danger, but there were high levels of total anaerobic bacteria in the raw water during 2011 and 2012. A high level of anaerobic bacteria was detected in the household water of Hartswater during July 2011. Clostridia were also present in the household water of some of the distribution systems during 2011 and 2012. Sequencing results of the mdh, lacZ and uidA genes indicated that one of the isolates was identified as Enterobacter cloacae and the other isolates were E. coli. Four of the isolates were identified as Escherichia coli O104:H4. This is a pathogenic strain and raised concern. The physicochemical parameters that were measured complied with the SANS 241 (2011) standards during 2011 and 2012, but some of the parameters increased gradually from 2011 to 2012. Statistical analysis indicated that physico-chemical parameters had an influence on microbiological parameters and that deteriorating raw water may have an impact on drinking water quality. Another concern currently is that there is no SANS 241 (2011) for faecal streptococci, Clostridia, Pseudomonas aeruginosa, fungi and anaerobic bacteria. These are all opportunistic pathogenic bacteria and consuming water with high levels of these bacteria may cause health problems. This study indicated good progress in the treatment processes of the distribution systems over the two years. This may be due to the feedback given to Vaalharts Water during this study regarding the water quality of the residential areas. The physico-chemical and microbiological results of the present study indicated possible biofilm formation in the distribution systems. This may have impacts on the drinking water quality of the distribution systems.
