In times of climate change environmental protection and the reduction of emissions become more and more important. Especially the reduction of CO2-emissions is one of the most widely discussed topics at the moment. As transport is one of the biggest polluters in this respect and reduction figures are poor, many politicians demand reduction measures from the transport sector like the reduction of transports and shifts of transports from road to rail for example. Some logistics service providers try to gain competitive advantages by offering products with low CO2-emissions and they want to know if their reduction measures are effective. For these reasons logistics service providers as well as research facilities develop tools to measure the emissions of transports. The aim of this paper is to present the current state of reduction measures and tools for measuring emissions and find out which role such initiatives play in Austrian firms of the transport and logistics sector. Firstly a theoretical overview about external effects in general and CO2-emissions in particular is given, followed by the presentation of political instruments which could be used for the reduction of emissions caused by the transport sector. Furthermore some current developments in the sector and initiatives by single companies are shown as well as some factors influencing the measurement of emissions and studies comparing the emissions of road transport and combined transport. In the third section some existing tools for measuring emissions of transports are described and compared. Moreover an online survey and some expert interviews are conducted to find out which role the theoretically presented topics play in the praxis of Austrian enterprises. Finally trends are described and recommendations are made based on the results of the empirical work as well as the theoretical research. Reducing the greenhouse effect in Austria. A general equilibrium evaluation of CO2-policy-options.

The model presented in this paper allows realistic simulations for CO2 policy options for Austria. It is based on a static perfect competition CGE model, calibrated for 1990 Austrian data. Special attention has been given to the implementation of the link of economic and energy data. As a new feature the negative consequences of the CO2 taxation as far as competitiveness in a small open economy is concerned are tried to be mitigated by compensation via wage tax rebates. This is achieved by a sectorally differentiated compensation scheme. As a result competitiveness in the energy intensive sectors can be established by a differentiation in the reduction of wage taxes ranging from 1 percent to 30 percent. Differentiation, as compared to uniform compensation and inspite of maintaining full re-funding of emission revenues, also triggers a positive government revenue effect. Aggregated output losses due to CO2 policy can be mitigated or also overcompensated by stimulating investment in new capital vintages. Such effects have been demonstrated in this paper. As we used a single country model we were not able to simulate effects of coordinated CO2 policy actions, e.g. in line with suggestions of the European Union. Der Fokus dieser Arbeit ist auf die Frage gerichtet, ob Unternehmen durch politisch verfügte Umweltregulierungen und (innerhalb dieser) konkret durch den länderübergreifenden CO2-Emissionshandel sich veranlasst sehen könnten, in Umweltinnovationen zu investieren. Auf der Grundlage der Porter-Hypothese und der Theorie der evolutorischen Ökonomik, welche wiederum die Idee der "bounded rationality" verwendet, wird im Rahmen der experimentellen Ökonomie eine Art Laborexperiment durchgeführt, um das Verhalten und die Strategiepräferenzen der Marktakteure auf Basis realer Zahlen und Entwicklungen in der ersten und zweiten Handelsperiode abschätzen zu können. Die Ergebnisse der Untersuchung zeigen, dass die Innovationsentscheidungen der Akteure von den Rahmenbedingungen des CO2-Emissionshandels (der Höhe der Zertifikatezuteilung, der Information über die Höhe der Zertifikatezuteilung und der eingeschätzten Erfolgswahrscheinlichkeit der zu tätigenden F&E-Investitionen) abhängig sind.
