This study builds a conceptual framework of contractual governance through an examination of the policy environment and contracting process under one federal program, circular A-76. To comply with the government's general policy of relying on commercial sources to supply products and services, Circular A-76 requires agencies to study selected activities and put them up for bid between in0-house government departments and private companies. / Ph.
